In digital hardware design, a behavioral-level specification describes what a circuit or system is intended to do while leaving some implementation choices to synthesis. Depending on the description and its constraints, synthesis can decide how to schedule operations and where storage is needed. The phrase is context-sensitive, however: it can mean a kind of design description, an abstraction level, or a stage in an integrated-circuit design flow.
What does a behavioral-level specification describe?
It expresses a design’s intended behavior at a higher level of abstraction than a register-transfer-level (RTL) description. Rather than explicitly defining every register and transfer between them, it can describe operations and input/output behavior while allowing synthesis to determine some structural details.

In the SystemC synthesis context, Accellera’s SystemC Synthesizable Subset, Version 1.4.7 describes behavioral-level specifications as allowing some flexibility in operation and input/output scheduling. Storage depends on the schedule, so synthesis may infer registers or map array storage to memories or registers. This is a domain-specific example, not a universal definition requiring every behavioral specification to use SystemC.
Where does it fit in an IC design flow?
A behavioral-level description can sit between a system or application-level specification and RTL design. A semiconductor design-flow diagram in the U.S. Government Publishing Office’s Using Industry Analysis for Strategic Intelligence shows behavioral-level design upstream of RTL-level design, followed by gate-level and lower physical-design stages.

That placement describes a flow, not a mandatory sequence or a single standardized document type. The precise meaning depends on the design method and the constraints attached to the behavioral description.
How is behavioral-level design different from RTL?
| Aspect | Behavioral-level description | RTL description |
|---|---|---|
| Implementation detail | Can leave some structure and storage choices to synthesis. | Describes register-transfer behavior more explicitly. |
| Timing and scheduling | May allow synthesis flexibility in scheduling operations and input/output behavior, within the description’s constraints. | Provides more direct cycle-by-cycle constraints. |
| Storage | Registers or memory structures can be inferred during synthesis. | State and register behavior are commonly made explicit in the description. |
| Synthesis role | Synthesis can determine schedules and storage as part of implementation. | Synthesis maps the described RTL into a hardware implementation. |
These are differences in abstraction, not a claim that every behavioral design gives synthesis unlimited freedom or that every RTL description has identical timing detail. The actual freedom depends on the language, design method, and constraints.
What does synthesis do with the description?
Synthesis translates the specified behavior into an implementation. In a behavioral-level flow, it can make decisions that are not spelled out as explicit registers in the source, including scheduling operations and selecting storage structures. Behavioral synthesis may produce synthesizable RTL and/or a gate-level description.

A less explicit description shifts some implementation decisions to synthesis; it does not remove the need to define what the design must do.

Why can verification be more involved?
When a behavioral description permits scheduling flexibility, synthesis may produce an implementation whose cycle-by-cycle behavior differs within the freedoms allowed by that description. Checking the generated implementation against the behavioral source can therefore be more complex than checking an RTL-to-gate-level transformation, where cycle-level behavior is stated more directly.
This is a conditional complication, not an inevitable change: synthesis does not always alter cycle behavior. The result depends on the source description, constraints, synthesis controls, and what behavior the verification is intended to prove.

No single meaning should be assumed from the phrase alone. In hardware design, it may refer to an abstract description of intended behavior, a behavioral-design stage in a flow, or a specific method such as SystemC-based synthesis. To interpret a document accurately, check its design context, the language or notation it uses, and how it constrains timing, scheduling, and state.
