3GPP AT commands define ways to control or query cellular user equipment, including functions related to calls, identity, location and SIM cards. On Android, however, that standard is not a general command prompt for apps: commands may be used internally by a handset’s radio software, while apps access selected telephony functions through Android APIs with permission and carrier checks.
What 3GPP AT commands are
AT commands are a standardized command vocabulary for user equipment (UE), including cellular devices and SIM-related functions. 3GPP TS 27.007 defines command syntax and behavior across generations of mobile radio technology; the specification is maintained and evolves over time. Its existence does not mean every command is implemented on every phone, or that users and apps can invoke it. 3GPP TS 27.007 status

How AT commands relate to Android
It helps to separate three layers that are often conflated:

- The handset’s modem integration: Android devices connect telephony software to a modem through a Radio Interface Layer (RIL) and vendor implementation. Some handset designs use AT commands internally between software and the radio stack; this is an implementation detail, not necessarily a public interface. 3GPP TS 27.007 V11.6.0 Android RIL overview
- Android app APIs: Apps use documented Android telephony APIs, subject to permissions, roles, carrier privileges and device support. A particular API can correspond to an AT command without giving the app arbitrary command-line access.
What these commands can access or affect
The standard covers a range of sensitive areas. Its examples include identity information, call details, location, IMEI, SIM/UICC operations, password-related functions, security exchanges and eUICC profile management. Some commands query information; others can affect SIM or network behavior. The standard’s examples are illustrative, not a complete list, and do not establish that a particular Android phone exposes any given command.

- Please note, this device does not support E-SIM; This 4G model is compatible with all GSM networks worldwide outside of the U.S. In the US, ONLY compatible with T-Mobile and their MVNO's (Metro and Standup). It will NOT work with other CDMA carriers, and it is also not compatible with their MVNO (Visible, Xfinity Mobile, US Mobile, Cricket Wireless, etc).
- Compatibility with certain third-party devices and accessibility accessories, including some hearing aids, may vary depending on manufacturer support, Bluetooth protocols, software compatibility, and regional firmware limitations. For additional hearing aid compatibility information, please refer to Samsung’s official support documentation.

In clause 4.0 of the archived Release 11 specification, 3GPP warns: “Certain AT commands transfer information in the clear that can be regarded as sensitive with regards to security or privacy.” The same clause notes that, in some implementations, AT commands are used as an internal interface within the physical handset, for example between application software and a radio interface layer implemented on another processor. This is a warning about possible implementations and command capability—not proof that every Android phone exposes these commands to a user or app. 3GPP TS 27.007 V11.6.0
Can an Android app send AT commands to the modem?
There is no universal, documented Android app interface for sending arbitrary raw AT strings to a phone’s internal modem. Android’s architecture uses a radio interface and vendor-specific integration, and the implementation can differ by manufacturer, modem and software build. A terminal app, USB connection, ADB session or dialer code should not be assumed to provide modem access on a stock handset.

Android does expose particular telephony and SIM functions through APIs. For example, iccTransmitApduBasicChannel corresponds to the TS 27.007 +CSIM operation, but Android documents access as requiring MODIFY_PHONE_STATE or carrier privileges. That is a specific, controlled API—not permission to submit any AT command. TelephonyManager API reference

Command capability and app entitlement are separate questions. A command’s presence in the 3GPP specification does not tell you whether the handset implements it, whether an internal interface is reachable, or whether an Android app is authorized to use an equivalent function.

Android places additional restrictions on sensitive information. Its guidance treats non-resettable identifiers such as IMEI as restricted, with access generally limited to privileged permission holders and defined special cases. Exact access depends on Android version, caller role, carrier privileges and device support. Android guidance on user-data identifiers
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why behavior varies by phone
Device makers and modem vendors integrate radio implementations differently, and Android’s APIs and access rules can change across releases. The reviewed Android and 3GPP references do not provide a universal device-by-device list of supported commands or a common user-access route. To assess a specific diagnostic or engineering interface, you need documentation for the exact handset model, software build and tool; without it, claims that a command works on all Android phones are not reliable.
