What 255 Bytes of Padding Can—and Can’t—Do for an Encrypted Tunnel

The 255-byte figure is specific to ESP. Padding can make packet sizes less revealing, but it does not automatically hide timing, traffic patterns, or identity.

The “255 bytes” figure belongs to ESP, one protocol used to protect IP traffic—not to encrypted tunnels in general. ESP padding can meet packet-alignment requirements, while separate traffic-flow-confidentiality padding can make traffic lengths less revealing. Neither one guarantees anonymity or prevents traffic analysis: observers may still learn from packet timing, frequency, and patterns of sizes.

What does “255 bytes of padding” mean?

In ESP, the Encapsulating Security Payload protocol, the packet format includes a Pad Length byte followed by padding. RFC 9333 permits up to 255 bytes in this padding field. This is an ESP-specific allowance, not a universal maximum or setting for every VPN or encrypted tunnel.

Padding in ESP can serve different purposes. Ordinary ESP padding supports alignment and cipher block-size requirements. Traffic Flow Confidentiality (TFC) padding is a separate mechanism intended to obscure traffic characteristics by making packets larger. RFC 9333 says TFC is not mandatory and is not widely deployed for ESP traffic. The 255-byte allowance should not be mistaken for a promise that every ESP packet receives that much padding—or that traffic is made a uniform size.

What padding can hide—and what it cannot

Padding can make an individual encrypted message or packet length less distinctive. That can remove one clue from an observer’s view, but the outcome depends on the protocol and its padding policy: adding a few bytes, rounding to a boundary, and making packet sizes uniform are different strategies.

Padding alone does not hide when packets are sent, how often they appear, whether traffic is flowing, or the sequence of packet sizes. A watcher may still be able to infer behavior from those patterns even when the content is encrypted. Cover traffic—sending extra traffic when there is no real data to transmit—can address different signals, but it consumes resources. RFC 9333 also cautions that regular dummy-traffic patterns can themselves become identifying if the pattern changes.

There is no authoritative, broadly applicable percentage for how much ESP padding improves privacy across real-world encrypted tunnels. A 2019 study by researchers at TU Darmstadt and Goethe University Frankfurt shows why a single padded length is not a universal defense, but its results must be read in context: in a closed-world evaluation of encrypted DNS using Alexa top-10k websites, attackers deanonymized at least half of test traces for 80.2% of websites and correctly labeled every test trace for 32.0% of websites. The study combined size and timing information; these figures describe that DNS evaluation, not the general likelihood of identifying VPN users. Read the study, “Padding Ain’t Enough”.

How padding differs across protocols

Mechanism What it pads and why What that does not establish
ESP RFC 9333 permits up to 255 bytes of padding after the Pad Length byte. Padding supports alignment and cipher block-size requirements; separate TFC padding aims to hide traffic characteristics. The 255-byte allowance is not a universal tunnel limit. TFC is optional and not widely deployed for ESP traffic. RFC 9333
TLS 1.3 encrypted records Zero-valued padding bytes can inflate encrypted records. RFC 8446 says this lets a sender hide traffic size, subject to record-size limits. TLS 1.3 does not prescribe a general policy for when or how much to pad. Record padding by itself does not conceal timing or the existence of a connection. RFC 8446
TLS ClientHello padding extension Adds zero bytes to a ClientHello handshake message to reach a desired size. RFC 7685 gives avoiding a known implementation bug at certain ClientHello sizes as an example. This is a handshake-message extension, not a method for padding all encrypted tunnel traffic. RFC 7685
WireGuard The protocol specifies zero-padding an encapsulated packet to a multiple of 16 bytes, without letting the padding push the UDP packet beyond the MTU. Rounding to a 16-byte boundary does not make all packets the same size or promise to defeat traffic analysis. WireGuard protocol documentation

What can an observer still learn?

Encryption protects the contents of traffic; it does not necessarily conceal the fact that communication is happening or all the metadata around it. Depending on what an observer can see, packet sizes, timing, frequency, and sequences may remain useful clues. The encrypted-DNS study is one example of size and timing working together in a particular test environment—not evidence that every tunnel can be deanonymized at the same rate.

WireGuard documents a separate identity-hiding limitation: an attacker with a responder’s static private key and prior handshake logs could identify who sent handshakes, though not the contents of the data. That illustrates why claims about encrypted content, traffic patterns, and identity need to be kept distinct. WireGuard’s known limitations

What to take away

  • “Up to 255 bytes” is an ESP padding detail from RFC 9333, not a property shared by every encrypted tunnel.
  • Alignment padding and traffic-flow-confidentiality padding have different purposes; the latter is optional and not widely deployed for ESP traffic.
  • TLS 1.3 record padding, TLS ClientHello padding, and WireGuard’s 16-byte rounding operate on different messages and follow different rules.
  • Padding can reduce what packet length reveals, but it does not, by itself, conceal timing, packet presence, or traffic patterns—and no universal privacy-improvement percentage is established for real-world tunnels.
