What does “website authoring program” mean?
The W3C Web Accessibility Initiative defines authoring tools as software and services that authors use to produce web content, including static web pages and dynamic web applications. In plain language, an authoring program is a tool for making or changing content intended for the web. The term describes a broad category, not one specific kind of application. The key question is whether people use the software or service to create or modify web content—not whether it looks like a traditional website editor.

- Content and site management systems: Help create, organize, and publish website pages or other content. This broad group includes content management systems (CMSs), learning management systems (LMSs), courseware tools, content aggregators, and no-code website builders.
- Document-conversion software: Some office applications can create web content by saving or converting documents to formats such as HTML or EPUB.
- Multimedia authoring tools: Applications for producing media can fall within the category when their output is web content.
- User-contribution platforms: Blogs, wikis, forums, photo-sharing sites, and social networks can act as authoring environments when people use them to add content.
How is a website authoring program different from a code editor?
The categories can overlap. A code editor can be part of an authoring workflow when someone uses it to create website files, but “website authoring program” is broader: it also covers visual editors, publishing systems, conversion tools, and platforms where users contribute content. Some tools combine visual editing, code editing, site organization, and publishing rather than focusing on only one task.

What should you consider when choosing an authoring program?
Because the term includes very different tools, compare options by the work you need to do and who will maintain the result.
- Editing workflow: Decide whether you need visual editing, direct HTML/CSS/JavaScript control, or a mix.
- Publishing: Check whether the tool connects to a publishing server or includes publishing through a hosted service.
- Site and content management: Consider how it handles pages, files, images and other assets, links, navigation, collaboration, and later updates.
- Accessibility: Consider both whether authors with disabilities can use the tool and whether it helps authors create accessible web content. ATAG addresses both dimensions; W3C published it in 2015 and encourages use of the latest WCAG version. W3C ATAG overview
- Skills and maintenance: Match the workflow to the people who will build and update the site. A visual interface and a code-oriented workflow require different skills, and the site still needs someone to maintain it.
What is ATAG, and why does it matter?
ATAG is the W3C’s Authoring Tool Accessibility Guidelines. It concerns two related goals: making authoring tools accessible to the people who use them, and helping those tools support the creation of content that conforms to Web Content Accessibility Guidelines (WCAG). That makes accessibility relevant both to the authoring interface and to the web content produced with it. W3C published ATAG in 2015 and advises using the latest WCAG version; consult the W3C ATAG overview for its scope.
