A screenshot gives a fixed visual record of what appeared in a particular browser view; a PDF is usually easier to read, print, and share. Neither necessarily preserves a website’s full structure, linked resources, dynamic behavior, or capture context. If those matter, preserve a suitable web archive alongside a readable screenshot or PDF, and document how and when each file was made and handled.
Whether a capture is admissible or persuasive depends on the jurisdiction, proceeding, and foundation for it—not simply its file format.

What each format preserves
Screenshot: a view of the page
A screenshot records pixels visible in a particular browser view. It can make a useful, quick visual exhibit, but by itself it does not preserve the rest of the page, its links, underlying files, or the circumstances of capture. The U.S. National Archives and Records Administration (NARA) says static screenshots are not accepted for permanent web-content transfer because they do not retain hypertext functionality (NARA web-content transfer guidance).

A PDF rendition can be convenient to view, distribute, and print. It captures what the conversion rendered, not necessarily every element or behavior of the live site. NARA notes that its PDF web-capture method makes rendered content static, can lose page functions such as image captions, and is unsuitable for complex sites or large amounts of content. Some formats may need to be acquired separately (NARA web-content transfer guidance).

Web archive: resources and context
A web archive is aimed at retaining page resources and relationships for preservation or later reconstruction. Its completeness depends on the capture method and scope; an archive file alone does not establish who captured the material or when. NARA’s format tables list WARC 1.0 and WARC 1.1 among preferred formats, and its web-records guidance emphasizes content, context, and sometimes site structure (NARA file-format tables; NARA web-records guidance).
Which should you use?

This is a functional comparison based on archival guidance, not a claim that a court will prefer one format. For a quick exhibit, keep a screenshot or PDF; when the issue depends on more than the visible page, add an appropriately scoped web capture. When completeness matters, retaining the archive and a readable companion copy addresses different needs.

How to capture and document a webpage
- Record the source and time. Save the complete URL and the capture date and time. State whether each timestamp is UTC or local time. RFC 3227 recommends noting the difference between the system clock and UTC and identifying the time standard for each timestamp (RFC 3227, Guidelines for Evidence Collection and Archiving).
- Describe the capture. Note who made it, the tool or process used, what was included, and anything that failed to load or required interaction. Preserve relevant page resources and context when the visible screen alone is insufficient.
- Keep the original unchanged. Retain the original capture file. If you need a version to share or work on, make a separate copy and document conversions, cropping, annotations, or redactions.
- Preserve integrity and handling records. Where appropriate to the stakes and procedure, record file hashes and custody or access events. A hash can help detect later changes; by itself it cannot prove the source content or the circumstances of capture. RFC 3227 says checksums and cryptographic signing may help preserve a strong chain of evidence where feasible.
- Choose a preservation method that fits the need. Consider a WARC-compatible capture if retaining resources and context matters and your workflow supports it. Follow applicable retention procedures and obtain jurisdiction-specific legal advice for an active dispute.
NARA defines web-content record integrity as “complete and unaltered” in its NARA Guidance on Managing Web Records, last reviewed June 26, 2017 (NARA guidance). Integrity controls and a documented process matter regardless of whether your readable companion is a screenshot or PDF.

UK Defence Science and Technology Laboratory guidance for evidential digital images and associated material handled by police and criminal justice practitioners describes a documented, protected master and traceability. It says a secure server can be used; it does not require a physical medium when appropriate controls are in place (Digital Imaging and Multimedia Procedure v3.0, published November 16, 2021). Treat this as a useful process principle, not a universal webpage-evidence rule. An extra storage device may serve as a backup, but the device itself does not make a capture authentic or tamper-proof.

Does a file hash prove a webpage screenshot is authentic?
No. It can help show whether that file changed after hashing, but it cannot by itself prove what the live page contained or how and when the capture was made.

No. An archive format can preserve web content, but capture provenance and handling still need to be documented.
