MHTML is the better starting point when you want an HTML document bundled with the companion resources that were captured. PDF is better when you want a fixed, page-oriented rendering for reading or printing. In either case, check the saved file: the format’s design does not guarantee that a browser captured every resource, link, or interactive behavior.
Choose by what you need to keep

These are different kinds of preservation. MHTML packages a root HTML resource and subsidiary resources in a MIME-formatted aggregate; that makes it structurally closer to a webpage than a page-layout document. PDF represents text, images, and graphics as a rendered page. It can carry links, but its visible text and actionable link data are distinct. The standards explain what the formats are designed to do, not how completely a particular browser’s save operation captures a modern, dynamic site. RFC 2557; RFC 8118.

What MHTML keeps—and what it may miss
MHTML, or MIME encapsulation of aggregate HTML documents, combines a root resource with subsidiary resources in a MIME message. RFC 2557 describes its scope as aggregating multi-resource documents for transfer, storage, or archiving. In practical terms, it is intended to keep HTML and associated resources together rather than reduce the page to a fixed visual layout.
That design does not mean every save will contain every asset. A page may rely on resources loaded dynamically, require a session, or change after the initial load. Inspect the file for the images and styles you need, then open it offline in the application you expect to use. Do not assume that the saved copy retains scripts, embedded media, or interactive behavior just because it has an MHTML extension.

What PDF keeps—and what it changes
PDF is suited to preserving a rendered page layout: text, images, and graphics positioned on pages for reading or printing. It is not a copy of the source webpage as editable HTML. A saved PDF may preserve selectable text and links, but those depend on how it was produced and should be tested in the resulting file.
For link-heavy pages, distinguish the words or URLs visible on the page from PDF link annotations or URI actions. PDF can represent links separately from visible content; PDF/A restricts some action types, while not broadly prohibiting link annotations. Do not infer that all references survived simply because their text appears in the PDF. See the PDF media type description in RFC 8118 and the PDF/A standard.

PDF/A and accessibility are separate questions
PDF/A is an archival profile for using PDF for long-term preservation. It is not a guarantee that a webpage was captured completely, that its text is searchable, or that the document is accessible. The Library of Congress notes that scanned PDF/A files may not support indexing or text extraction. If search matters, test text selection and extraction in the actual file; if accessibility matters, consider PDF/UA, which addresses semantic structure and accessibility rather than archival conformity. A practical way to preserve an important page
- Choose the format for the job. Use MHTML when the HTML structure and bundled resources matter most. Use PDF for a stable page-oriented reading or printing copy. If long-term retention is the goal, determine whether a specific PDF/A profile is required.
- Save the page using your browser’s available save or print function. Browser labels and capture behavior vary; the standards do not establish a current browser-by-browser completeness ranking.
- Test the file offline. For MHTML, check the needed images, styles, and other resources. For PDF, inspect layout, page breaks, text selection or search, and links.
- Keep provenance with the file. Record the original URL and capture date so a future reader can identify what the saved copy represents.
- Keep both when the stakes justify it. If you need both a page-oriented rendering and an HTML-based copy with captured resources, retaining both formats avoids asking either one to serve both purposes.

For an independent browser-based capture, use your browser’s save or print-to-PDF option, then inspect the resulting file as described above. Browser capture results vary by page and implementation; do not treat either output format as proof that every dynamic element was preserved.

Check the saved copy, not just its extension
- For MHTML: confirm the resources you need are included and that the file opens offline in the intended reader.
- For PDF: check rendering, text selection and search, and the links you expect to work.
- For either: keep the original URL and capture date. Standards describe format capabilities, not the completeness of a particular browser save.
