If your webcam preview is black even though camera permissions are enabled, test it in your computer’s built-in camera app first. That quick check tells you whether to focus on the app or browser—or on the camera, its privacy controls, connection, or driver. Work through these three fixes in order.
1. Check every camera permission and the selected device
Camera access has several layers: your operating system, the app or browser, and sometimes the individual website. One enabled toggle does not guarantee that all three allow the camera stream.

On Windows 11
- Open Settings > Privacy & security > Camera.
- Turn on Camera access and Let apps access your camera.
- If you use a browser or another desktop program, also turn on Let desktop apps access your camera.
The individual-app list depends on how an app was installed; desktop apps may not appear there. In a work or school environment, an administrator may control camera access by policy. Ask the administrator for help rather than trying to bypass a managed setting. Microsoft’s camera troubleshooting guide covers Windows 10 and 11; Windows 10 support ended on October 14, 2025.
In a browser or website
Check the browser’s camera permission and the permission for the specific website separately. For a meeting site, confirm that the site is allowed to use the camera, then refresh the page and rejoin. If the problem is in Microsoft Edge, operating-system permissions, Edge site permissions, and driver availability are separate checks; extensions, device contention, and enterprise policies can also interfere. See Microsoft Edge camera troubleshooting.

In the meeting app
Open the app’s video or device settings and select the intended camera. A disconnected device, virtual camera, or unavailable camera may be selected instead. After changing a Windows permission, quit and reopen the desktop app; for a website, refresh the page. Microsoft’s Teams for personal use camera guide gives Teams-specific permission steps; other apps may use different menus.

2. Check privacy controls and camera contention
Open the shutter or privacy mode
Inspect the lens for a sliding cover, shutter, or switch. Some laptops also use a keyboard function key or manufacturer privacy software to disable the camera. Check the laptop’s markings or manufacturer instructions if you are unsure which control applies. A closed shutter or privacy mode can leave a blank or blocked-looking image while software permissions remain enabled. Google Meet advises opening a camera cover or privacy switch when its preview has no image; Microsoft’s Teams troubleshooting guide describes privacy-mode symptoms such as a gray screen or lock icon.

Close other camera apps
Quit other video-call, camera, recording, or streaming apps that might be using the camera, then retry the affected app. Another running process can prevent a camera from being captured reliably.

3. Test the camera outside the problem app
Open the built-in camera app
On Windows, open Camera; on Mac, open Photo Booth. If the preview works there but not in one meeting app or website, the camera is producing an image in that test. Return to the affected app’s camera selection and permission settings.
If the built-in preview is also black
- External USB camera: Check the cable and connection, try another USB port if available, and test the camera on another device. If it is not detected on either device, the camera or cable may be faulty.
- Windows device detection: Check Device Manager to see whether the camera is disabled. If the problem continues, update its driver through Device Manager and restart. Microsoft notes that many USB webcams support the in-box UVC driver; switching to it may resolve some issues, but is not guaranteed and requires administrator rights. Follow Microsoft’s Windows camera troubleshooting steps.
- Built-in Mac camera: Update macOS, check Screen Time restrictions, and confirm the affected app has camera access. Permission labels vary by macOS version—Apple’s instructions cover Mojave or later and distinguish System Settings from System Preferences. Quit and reopen an app after changing its access. If the camera still cannot be used, or its indicator light flashes green, Apple says service may be needed. See Apple’s Mac camera guidance, published March 27, 2026.
Replace an external camera only if cross-device testing points to a hardware failure. A new webcam will not fix a blocked permission, closed shutter, or incorrect app setting.
