Web Payment System: Definition, Roles, and How Browser-Based Payments Work

A web payment system is the set of participants, software, payment methods, and payment networks that let a customer pay through a website. Here is how its roles fit together and where the W3C Payment Request API sits within it.

A web payment system is the set of participants, software, payment methods, and payment networks that let a customer pay for goods or services through a website or web application. Its parts can belong to different organizations, or a single product can bundle several of them. The term also has a narrower standards meaning: the W3C Payment Request API, a browser-facing interface that is one component of the wider system. This article covers both and says which one it means at each point.

The broad concept: an ecosystem with distinct roles

The W3C’s Web Payments overview, a 2016 document, treats web payments as an ecosystem rather than a single product. It describes distinct roles and message flows, and it lists broader aims including privacy, accessibility, choice, security, and efficient settlement. It separates three jobs that are easy to blur together: routing a payment request, processing the payment, and transferring value. Because the overview dates from 2016, read it as an architectural map of the ecosystem, not as a guide to how current implementations are built.

The six roles in a web payment system

Each role has a specific responsibility. Keeping them separate makes it clear which party is responsible for which step when a payment fails or needs review.

Role What it does
Payer The person or entity making the purchase and authorizing payment where required.
Payee The merchant or other party requesting payment. The merchant creates the request.
Payment method or provider The means and ecosystem used to pay, such as a card-based method or a credit transfer.
Mediator The component that routes a request between the payee and a payment app. In the broader W3C model, a browser can perform this role.
Payment app or handler The software that handles a payment request for the selected method and returns a method-specific response.
Payment network The system responsible for transferring value between the entities involved.

These roles can be filled by separate organizations or combined inside one product. What matters is the division of responsibility: the merchant creates the request, a mediator routes it, a payment app handles the chosen method, and the payment network moves the value.

Where the Payment Request API fits

The Payment Request API is the narrower, browser-facing piece. Its abstract, as published by the W3C, states that the specification “standardizes an API to allow merchants (i.e. web sites selling physical or digital goods) to utilize one or more payment methods with minimal integration.” Its introduction describes the model in which “user agents (e.g., browsers) act as an intermediary between three parties in a transaction.”

The API lets a merchant request one or more payment methods along with transaction details, while the user agent mediates between merchant, payer, and payment method provider. It does not create a payment method, and it does not integrate directly with payment processors; the specification places direct processor integration out of scope.

How a browser-mediated payment flows

The sequence below follows the Payment Request API model. The exact interface depends on the browser and on the payment handler the payer chooses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. The merchant creates a request that lists the supported payment methods and the transaction details, such as the total and the goods or services being bought.
  2. If fulfillment needs more information, the merchant can ask for it in the same request: shipping options and an address for physical goods, or an email address for digital goods.
  3. A user gesture, typically selecting a purchase or checkout control, causes the site to present the request through the user agent.
  4. The payer reviews the request and approves or rejects it. If approved, the payment handler returns a response that the merchant validates or processes.
  5. The merchant or its payment provider completes processing and fulfills the order. The browser interaction is standardized; the backend transaction and fulfillment remain separate work.

What the API can and cannot promise

The specification’s stated goals include streamlining the payment experience and standardizing communication among the merchant, the user agent, and the payment method provider. It notes that the API can enable more secure approaches, such as tokenization and system-level authentication. Those points describe capability. They are not a guarantee that any particular site or integration is secure.

  • Security depends on how the merchant and provider implement the flow, not on the API alone.
  • Browser support changes over time, so confirm current support against the specification before relying on a feature.
  • The API standardizes the browser interaction; it does not perform the full backend transaction.

Standards status and dates

Dates matter here because the W3C has published more than one version of the material. The table reflects what the W3C pages list at the time of writing in October 2026.

Document Date Status
Payment Request API, current text 22 June 2026 Candidate Recommendation Draft, described by W3C as a work in progress. It is not a finalized Recommendation.
Payment Request API, latest Recommendation 2022 The Recommendation the W3C page identifies as its latest.
Web Payments overview 2016 Conceptual overview of the wider ecosystem, not a current implementation guide.

When you describe the newest API text, state its draft status and date. Do not call the 2026 draft a finished standard.

Implementation considerations for merchants

The W3C notes that merchants commonly delegate checkout and other e-commerce activity to payment service providers. This article does not compare named providers, and it does not state their prices, partner programs, or geographic availability, which vary and should be checked directly with each provider. Instead, compare any options on the same criteria:
