Web authoring software is any software or online service people use to create or modify content for publication on the web. It is a broad category—not just visual HTML editors—and includes content management systems, website builders, document-conversion tools, multimedia editors, and platforms where users publish posts, photos, or discussions.
What is web authoring software?
The World Wide Web Consortium (W3C) describes authoring tools as software and services that authors—including developers, designers, and writers—use to produce web content, from static pages to dynamic web applications. The defining feature is what the tool enables: creating or changing content intended for the web. It does not have to look like a conventional webpage editor.

That distinction makes “web authoring software” an umbrella term rather than one product type. A person writing HTML directly, a team publishing through a CMS, and a user posting on a forum are all using different kinds of authoring tools.

Webpage editors and site builders
Code editors and visual, WYSIWYG editors let authors write or arrange webpage content. Website-generation software—including no-code builders—can create pages or applications without requiring authors to work directly with HTML.

Content management and publishing systems
Content management systems (CMSs), learning management systems, courseware, and content aggregators generate or manage web content. Blogs, wikis, forums, photo-sharing sites, and social networks also fit when they let users add and publish content.
Document and multimedia tools
Office software with a “Save as HTML” function can turn documents into web content. Image and multimedia authoring tools also belong to the category when they help create material for a website or web application. Site-management software and database-driven page-generation tools can be part of the workflow as well.
These examples reflect the W3C’s broad definition of authoring tools; not every tool in the category creates a complete website on its own. See the W3C overview of the Authoring Tool Accessibility Guidelines and its guidance on selecting and using authoring tools.
How is web authoring software different from an HTML editor?
An HTML editor is one kind of web authoring tool, but the terms are not interchangeable. An HTML editor focuses on writing or editing markup. A CMS may store content and publish pages; a site builder may generate pages from visual controls; and a social platform may let people publish without exposing HTML at all.
Rank #3
Choose the category by the work you need to do. If you need direct control over markup, an editor may suit you. If you need to organize and publish many pages, a CMS may be more relevant. If you are creating visual assets or converting documents, a multimedia or conversion tool may be the authoring software in question.
What should you check when evaluating a tool?
Consider both the authoring experience and the content that reaches visitors. The W3C’s Authoring Tool Accessibility Guidelines (ATAG) address two related goals: making the tool usable by authors with disabilities and helping authors create more accessible web content. ATAG 2.0 is a W3C Recommendation and part of the W3C accessibility-guidelines family.

- Workflow fit: Does the tool support the type of content you create and the way you need to publish it?
- Author accessibility: Can authors with disabilities use the tool’s interface and functions?
- Accessible output: Does it support authors in creating content that people with disabilities can use?
- Markup quality: Does it produce valid markup, or will output need checking and cleanup? The W3C notes that a cleanup tool can supplement software that does not produce valid markup.
These are evaluation criteria, not guarantees about any particular product. A tool’s presence in a category does not by itself establish that its interface is accessible or that its output is valid or accessible.
Why does the definition matter?
Knowing that web authoring software includes more than page editors helps clarify what a tool actually does. It also makes comparisons more useful: assess tools against the content, publishing workflow, level of code control, accessibility needs, and output quality you require, rather than treating every authoring product as a website builder.
