A WAF can miss unwanted traffic when its rules do not match the request as the application interprets it, or when the firewall’s deployment and the application’s behavior do not line up. That is a risk to investigate defensively—not a reason to treat a WAF as a substitute for fixing application vulnerabilities.
What is a WAF?
Amazon Web Services describes AWS WAF as a service that lets customers monitor HTTP and HTTPS requests forwarded to protected application resources. In practical terms, a WAF applies configured inspection criteria and actions to web traffic. AWS lists CloudFront distributions, API Gateway REST APIs, Application Load Balancers, and AppSync GraphQL APIs among its supported resource types; other WAF products can differ. See AWS’s WAF overview.

A WAF is a filtering layer, not a guarantee that an application is secure. It can act on the requests and criteria configured for it, but it does not remove the need to address vulnerabilities in the application itself.

How does a WAF decide what to do with a request?
Policies, rules, and defaults
In AWS WAF, a web access control list (web ACL) is associated with a protected resource. The ACL contains rules or rule groups. Rules specify what to inspect and what action to take when a request matches; rule groups collect rules for reuse or managed protection. A default action handles a request that reaches the end of evaluation without a terminating rule. The details here describe AWS WAF’s model, not every WAF product. Read How AWS WAF works.

Inspection criteria
Rules can examine selected request attributes. AWS documentation gives examples including the originating IP address, geographic origin, request-part length, strings in request components, and patterns associated with SQL injection or cross-site scripting. A WAF’s coverage depends on the criteria actually configured; these examples are not a universal feature list. See AWS WAF rules.
Actions and evaluation order
AWS WAF evaluates rules in priority order. An allow or block match ends evaluation, so later rules do not run for that request. A count match records the match and continues evaluation. AWS also documents CAPTCHA and challenge actions, whose behavior depends on token state and configuration. The action chosen and its position in the sequence therefore affect which later rules can apply. These are AWS-specific semantics; consult AWS’s rule and rule group action documentation for details.

What does it mean for a WAF to be bypassed?
In defensive terms, a bypass is an unwanted request reaching the application, or producing an unwanted result, despite the intended filtering policy. That can happen when the configured criteria do not match a request, or when the WAF’s view of a request differs from how the application or another part of the deployment handles it. The key point is that a WAF enforces the policy it has been given; it cannot reliably filter for conditions it does not inspect or recognize.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThere is no single cross-vendor list of bypass categories established by the AWS documentation cited here. For an authorized review, focus on whether the WAF protects the intended resource, whether its rules cover the relevant request components, how the application parses those requests, and whether monitoring shows unexpected traffic or results. Avoid testing evasion against systems you do not own or have permission to assess.

How should teams test and tune WAF rules?
AWS recommends validating changes in a staging or test environment before applying them to live traffic, then observing rules in count mode against production traffic before enforcing allow or block behavior. Count mode helps teams see matches and assess potential traffic impact without using that match to stop evaluation. Follow AWS’s testing and tuning guidance.
- Confirm the association. Check that the web ACL is attached to the resource that actually receives the application’s traffic.
- Review evaluation behavior. Verify rule priorities, terminating actions, and the default action so requests are handled as intended.
- Observe before enforcing. Use a test environment, then count mode with production traffic, to examine matches and identify potential false positives or missed coverage.
- Retest after changes. Recheck the affected traffic and application behavior whenever rules or deployment paths change.
The association, rule order, and default action are part of AWS’s documented configuration model; the checklist applies those mechanics as practical defensive guidance. WAF effectiveness or bypass rates should not be inferred from these configuration examples: the cited AWS pages do not provide an independent, general success rate.
