Scanners are useful for finding some recurring issues quickly, but a clean report does not prove that a website is accessible or conforms to WCAG.
What accessibility scanners can—and cannot—tell you
A scanner evaluates checks that its rules can test on a page or site under a particular configuration and page state. Depending on the tool, results may be reported as errors, warnings, or prompts for human review. Treat each as a candidate finding: inspect the relevant content and determine whether it is a real barrier, an issue in hidden or dynamic content, or a suggestion that needs context.

Some checks require human judgment. W3C WAI notes that “Some accessibility checks just cannot be automated and require manual intervention.” For example, a rule can detect that an image has alternative text without determining whether that text communicates the image’s purpose. WAVE puts the boundary plainly: “Only humans can determine whether a web page is accessible.” It does not award an accessibility pass, and no automated tool checks every issue in WCAG and Section 508. How to check a website for accessibility issues
Use a repeatable loop: scan representative pages and important states, inspect findings in context, check interactions manually, fix confirmed barriers, and retest.
- Choose representative pages and states. Include different page templates and important end-to-end journeys, not only the home page. Check relevant states such as menus, dialogs, form errors, and dynamically loaded content.
- Run a scanner. Use a browser checker or another tool appropriate to the page. Review the finding details and the element or content identified; do not treat every suggestion as a confirmed failure.
- Test with a keyboard. Tab through the page without a mouse. Confirm links and controls are reachable, focus is visible, focus order makes sense, and users do not become trapped. Check for unexpected actions when an element receives focus.
- Review links and images for meaning. Vague link text may not explain its destination. For images, inspect whether the alternative text serves the image’s purpose; the presence of text alone is not enough.
- Exercise forms and controls. Check that controls have clear labels and that labels are associated with the right fields. Trigger validation and errors in the actual interaction, then confirm feedback is understandable and usable.
- Test assistive-technology behavior where appropriate. For important or complex flows, verify how relevant content and interactions work with assistive technology, and include testing with people who use it when appropriate.
- Retest repairs. Repeat the original scan and manual steps after a change. A resolved automated finding does not by itself establish that the full interaction now works.
GOV.UK’s monitoring team uses Axe but manually checks highlighted issues rather than treating every suggestion as a confirmed failure. Common issues worth checking
- Keyboard operation: Can a person reach and operate links, buttons, menus, and other controls without a mouse?
- Focus: Is the current focus visible, does it move in a sensible order, and can a user leave each component?
- Link text: Does the text make the destination or action understandable?
- Contrast: Is text or other important content difficult to distinguish from its background? Check the relevant content and applicable requirements rather than relying on a single page-wide score.
- Image alternatives: Does alternative text convey the image’s relevant purpose, or is it missing, redundant, or misleading?
- Form labels and feedback: Are fields clearly identified and associated with their labels? Can users understand and correct validation errors?

How to choose a scanner or evaluation tool
Pick tools based on what you need to examine and how you will follow up—not just a headline score. W3C WAI notes that tools differ in scope and that teams may need to combine them. Consider:
- Purpose: Do you need automated scanning, guidance for manual evaluation, or simulation of aspects of user experience?
- Coverage: Does it examine one page, related pages, a whole site, an application, documents, or restricted content? Confirm whether it can reach the pages you need.
- Rules and standards: Check which WCAG versions or other requirements are supported and what each rule actually tests.
- Workflow: Would a browser extension, online service, desktop or mobile application, developer tool, command-line utility, or CI integration fit your work?
- Evidence and reporting: Look for findings tied to page context, useful remediation guidance, export or dashboard needs, and support for recording manual review.
- Practical fit: Check operating system and browser support, content-language needs, whether the tool itself is accessible, and whether its free, open-source, or commercial license fits.
GOV.UK names Axe, WAVE, ARC Toolkit, and SiteImprove as examples of automated testing options; this is not a ranking or endorsement. The W3C WAI evaluation tools list can help you review tools and their listed features and standards. For example, WAVE’s browser extensions evaluate content rendered in the browser, including private, intranet, password-protected, dynamically generated, or scripted content. Its web version may not fully apply scripting because of security limitations; for complex scripted pages, WAVE recommends its extensions. How much of a site should you test?
Start during development and repeat checks as features change. Select popular or important pages, different templates, and at least one end-to-end service journey where possible. Scanning only the home page can miss barriers in forms, account flows, menus, and other page types.
