Consider adding alerts from your local or county emergency-management agency. These channels complement one another; none should replace current National Weather Service (NWS) information or local officials’ instructions.
What each alert channel does—and what to check

How to turn on flood alerts on your phone
There is no reliable universal menu path for iPhone or Android: manufacturers and software versions use different labels. Check the phone’s emergency-alert settings for WEA, then review notification permissions, saved locations and alert categories inside your weather app. A saved location should reflect where you need alerts, not just where you happen to be when setting up the app.

NWS says it does not currently provide its own smartphone app that alerts users when it issues a warning. Private apps may relay NWS warnings, and some local governments offer their own phone or email alerts. Compare the options available to you by checking their settings and coverage descriptions; the official sources cited here do not establish which commercial app is most accurate or delivers alerts most reliably.

Know the difference between a watch and a warning
NOAA’s guidance distinguishes a watch, when impacts are possible, from a warning, when impacts are expected or happening. Treat a warning as a signal to act, not simply as another forecast update. Forecast products can provide details such as storm path and expected rainfall, but use those details alongside protective instructions.

For a Flash Flood Warning, NOAA’s instruction is direct: “A Flash Flood Warning means dangerous flash flooding is expected: move to higher ground, and never walk or drive through floodwater.” NOAA’s forecast-information guidance explains the warning terminology and recommended action.
Will your phone alert you about every flash flood?
No alert channel should be treated as a guarantee that every flood concern will trigger a notification. WEA is broadcast through participating wireless carriers to compatible devices in an affected area, without requiring an app download or subscription. However, WEA covers specified alert types. NWS lists Flash Flood Warnings on WEA when the damage threat is considerable or catastrophic. Therefore, not receiving a WEA does not prove that heavy rain or a flood concern is absent. Keep checking local forecasts and other trusted channels.

WEA’s geographic targeting, phone compatibility, settings and carrier participation all matter. NWS describes WEA as a complement to other ways of receiving weather information, including NOAA Weather Radio, news media, mobile apps and alerts from state or local public-safety agencies. NOAA Weather Radio offers a separate way to receive official information. NWS says its broadcasts carry watches, warnings, forecasts and other hazard information continuously, 24 hours a day, seven days a week. Whether a receiver suits your home depends on local reception and your circumstances; it should supplement, not replace, phone alerts and local directions. NWS also identifies mobile applications and local or state public-safety alerts as other ways to receive warning information. The NWS Shreveport office describes NOAA Weather Radio’s broadcast service.
