The short answer: There is no current nationwide federal application that gives every qualifying household a free laptop. The Affordable Connectivity Program (ACP) ended on June 1, 2024, and its former device benefit is no longer available. Your most realistic options are a school or college device program, a library loan, vocational-rehabilitation assistance, a local digital-equity nonprofit, or a discounted refurbished computer.
Be precise about what “free” means: you might receive a device to keep, borrow one temporarily, pay a reduced price, or receive a laptop that remains school property. Confirm ownership, fees, return rules and warranty before providing personal information.
Try these routes first
- Ask your school or college. Device-loan programs and emergency technology funds are often limited to enrolled students.
- Check your public library. Some libraries lend laptops, Chromebooks, tablets or hotspots for a defined period.
- Call 211. Ask for digital-equity programs, computer giveaways, workforce assistance and community-action agencies in your county.
- Contact workforce or vocational-rehabilitation services. Technology may be funded when it is necessary for approved training or employment goals.
- Check established nonprofit refurbishers. Many offer discounted, rather than free, computers to income-qualified households.
Free laptops through schools and colleges
K–12 schools
Ask the school counselor, family-resource coordinator, technology department or district homeless liaison whether the district has a Chromebook or laptop loan, emergency technology grant, surplus-device program or partner referral. A useful question is: “Do you offer a device loan, emergency technology grant, laptop scholarship or surplus-device program?”
Students experiencing homelessness may receive additional educational support, but that status does not automatically guarantee a personal laptop. A school-issued computer may remain district property and may be restricted to school use.

Colleges, community colleges and trade schools
Contact the financial-aid office, basic-needs center, IT help desk, library, student-care or emergency-aid office, academic department, disability-services office and career-services office. Ask whether the school has a technology-loan program, emergency computer assistance or a laptop scholarship.
Some schools allow a computer purchase to be included in a student’s education-related cost of attendance. That can affect aid calculations or allow use of a refund; it is not an automatic free-laptop voucher. Pell Grant funds are not automatically reserved for a computer. Ask financial aid: “Can the cost of a computer be included in my cost of attendance, and do you offer emergency technology assistance or a laptop-loan program?” The 2026 Workforce Pell expansion concerns eligible short-term training programs, not a guaranteed laptop giveaway (Department of Education).
Nonprofit programs for free or discounted computers
Nonprofits differ by location, inventory and mission. Some donate devices, some loan them, and many sell refurbished computers at reduced prices. A referral from a school, social worker, workforce agency or community partner may be required. Waiting lists are common.

PCs for People
PCs for People’s eligibility page describes qualification through certain public-benefit programs or income documentation. The organization continues to offer refurbished computers and affordable internet after the ACP ended. Its post-ACP information references standard prepaid internet pricing of $15 or $16 per month; that is an internet price, not a promise of a free laptop (organization information). Check the live store for current device prices and stock.

Human-I-T
Human-I-T says people receiving government assistance or households below 200% of the federal poverty line may qualify for additional discounts on refurbished or new devices. Its membership is described as free to join, but computers and internet service are generally discounted or low-cost rather than automatically free (membership and store information). Published materials describe a 60-day return policy, one-year hardware warranty and one year of technical support; verify the terms for the exact product before ordering.
Vocational rehabilitation and disability-related assistance
State vocational-rehabilitation agencies may provide, loan or help pay for a computer when it is necessary for an approved employment, training or rehabilitation plan. Eligibility and documentation are decided by the state agency; having an IEP, receiving SSI or having a disability does not independently guarantee a laptop.

Find your state’s official vocational-rehabilitation agency and ask about assistive technology or computer equipment under an Individualized Plan for Employment. A counselor normally assesses your functional needs and the connection between the equipment and your employment or education goal.
Library laptop loans
Library lending is usually temporary, but it can solve an immediate need while you pursue a permanent device.

Ask your library whether a card and local residency are required, how long the loan lasts, whether internet is included, whether the device may leave the county or state, and what happens if it is lost or damaged.

Government programs people often confuse with free laptops
The Affordable Connectivity Program
The ACP stopped accepting new enrollments during its February 2024 wind-down and officially ended on June 1, 2024. Its former benefit included a one-time device discount of up to $100 through participating providers, usually with a household contribution; it was never an unconditional free-laptop program. The FCC warns about websites that still advertise ACP enrollment or collect personal information (FCC consumer advisory; former benefit details).
Computers for Learning
Computers for Learning transfers educationally useful excess federal equipment to eligible K–12 schools and educational nonprofits in the United States and specified territories. It is an institutional donation channel, not a household application for an individual laptop.
Lifeline and other internet assistance
Internet-assistance programs can reduce connectivity costs, but they are not general laptop giveaways. Confirm separately whether a provider or local partner offers a device.

How to apply without wasting time
- Choose your strongest eligibility category: K–12 student, college or trade-school student, low-income household, person with a disability pursuing work or training, veteran, older adult, foster youth, family in crisis, or nonprofit institution.
- Contact the organization closest to the need: school, college, library, workforce agency, vocational-rehabilitation office, community-action agency or 211.
- Prepare documents. Providers may request photo ID, proof of address, income or benefit letters, SNAP, Medicaid, SSI, SSDI, TANF or housing-assistance records, enrollment verification, disability documentation or a referral. Each provider decides what it accepts. PCs for People describes documentation for qualifying assistance or income (eligibility requirements); Human-I-T describes photo identification and proof of income or program participation (membership requirements).
- Ask about the real cost. Confirm ownership, shipping, deposits, taxes, charger, operating system, warranty, return obligations, internet requirements and whether the device is refurbished.
- Apply through the official channel. Use the school portal, library catalog, government agency or organization’s own domain—not a lead-generation page claiming to process several programs.
- Keep a backup plan. Request a loaner, referral, emergency aid, library access or low-cost refurbished option if inventory is exhausted.
What “free” can mean
- Free device: No purchase price, but shipping, taxes, accessories or a deposit may still apply.
- Free loan: No purchase price, but you must return the computer.
- Free after eligibility: Donated only to approved applicants while supplies last.
- Discounted device: The most common nonprofit arrangement; you pay a reduced price.
- Free with service: The device may require an internet plan, contract or recurring payment.
- School-issued equipment: It may remain school property and stop working outside the district’s management system.
Choosing a fallback computer
Match the device to the work. Basic browsing, email, forms and video calls can run on a modest refurbished Chromebook or Windows laptop. Online classes and office work are more comfortable with at least 8 GB of RAM, an SSD, a working webcam and a supported operating system. Programming, engineering, design and video editing may require specialized equipment that many donated laptops cannot handle. For accessibility, verify screen-reader support, ports, keyboard layout, touch capability and permission to install assistive software.
Budget for the charger, internet, software, repairs, battery replacement and transportation to a pickup location. A refurbished laptop may have cosmetic wear, a weak battery or no included accessories, so read the warranty and return terms.
How to avoid free-laptop scams
Be suspicious of “free government laptop” claims, “ACP applications reopened” messages, guaranteed SNAP offers, requests for $9.99 shipping, surprise-selection notices, copied government logos and forms demanding a Social Security number before identifying the provider. The FCC specifically warns that sites advertising the closed ACP may collect personal information (consumer advisory).
Before applying, verify the organization’s legal name, physical contact information, official domain, eligibility rules, privacy policy, costs and ownership terms. Do not upload identity or benefit documents to an unverified website, and never pay a government application fee for a general federal laptop program.
