The project’s Spec-13 mitigation calls for monitoring seasonal pronghorn occurrence and use before construction and during operation. Establishing baseline conditions first gives agencies and project reviewers a reference for assessing whether presence, abundance or habitat use changes later. EFSEC’s project records list a pronghorn study plan and a collaring protocol. The project page describes Horse Heaven as awaiting construction and says required plans and authorizations must be approved before work begins. Its site certification agreement also calls for a pre-operational technical advisory group and project-specific wildlife and habitat mitigation plans. Because project status and protocol approvals can change, consult the EFSEC Horse Heaven project page for the latest records.
The review material also describes limiting fencing where feasible and tracking observation details. It is a dated description of the mitigation measure; the latest approved plans and agency documents govern the operative protocol. The available project information does not establish the final collar sample size, collaring schedule or complete methods.

Why a baseline matters—and what it cannot establish
Pronghorn use of an area before turbines are installed may differ from their use during construction or operation for reasons unrelated to the project. A baseline gives later observations a point of comparison, but by itself it cannot establish a turbine effect. A local impact finding would require project-specific post-construction evidence; none is established in the available Horse Heaven records.
Interpreting any later results will depend on what is measured and when. Seasonal occurrence or abundance is not the same outcome as habitat selection, route fidelity or movement speed. A comparison should also distinguish pre-construction observations from construction and operational periods rather than treating them as interchangeable.

What studies in Wyoming have found
Migration responses varied by season and measure
A 2023 study indexed by the U.S. Geological Survey examined GPS-collared female pronghorn in south-central Wyoming near wind facilities at different development stages. It analyzed 286 migration sequences from 117 individuals: 121 spring migrations, 123 fall migrations and 42 facultative winter migrations. The researchers reported that pronghorn continued migrating through facilities but made behavioral adjustments relative to turbines.

Those adjustments differed by season and measure. The study reported turbine avoidance when selecting spring and winter stopover sites, selection of sites farther from turbines at a fine scale in those seasons, faster movement near turbines in spring and slower movement near them in fall. It also found reduced route fidelity relative to turbines under construction in spring and fall. These are findings from Wyoming, not results from Horse Heaven. In that study’s analysis, increasing distance from a turbine from 0 to 1 kilometre corresponded to a 33% increase in the relative probability of stopover-site selection in spring and a 300% increase in winter. These percentages describe relative selection probabilities in the study, not increases in pronghorn populations or migration.
Summer and winter habitat selection was not uniform
A separate USGS-indexed study published in 2021 assessed summer and winter space use and habitat selection in Wyoming. It tracked 166 individuals over five summers and 142 over five winters. Fine-scale habitat selection varied among animals and years. Effects were not consistently negative across years, although avoidance near wind facilities was apparent for some individuals. How to read future Horse Heaven results
Wyoming studies make it plausible that some pronghorn may adjust behavior around turbines, but they do not predict what will happen at a Washington project with different geography and study design. When Horse Heaven monitoring results become available, useful comparisons should keep these distinctions clear:
- Period: pre-construction baseline, construction, or operation.
- Season: spring, summer, fall, or winter.
- Outcome: presence, abundance, habitat selection, route fidelity, or movement speed.
- Geography and design: Horse Heaven observations should be evaluated on their own terms, not treated as interchangeable with Wyoming findings.
The central local question—whether turbines alter pronghorn seasonal movements at Horse Heaven—remains open until project-specific monitoring can be compared across periods.
