The Pipeline and Hazardous Materials Safety Administration (PHMSA) confirmed violations and a $2,480 penalty, and said the inquiry was closed.
What prompted the contamination concern?
In 2023, the Associated Press reported that PCRM said public records showed Neuralink employees transported devices removed from research monkeys at the University of California, Davis, in 2019 without appropriate safe packaging. PCRM said the records suggested possible contamination involving antibiotic-resistant Staphylococcus and Klebsiella, Corynebacterium ulcerans, and Herpes B. These were allegations based on animal records—not a regulator’s finding that the devices contained pathogens. AP’s report quoted PCRM associate general counsel Deborah Dubow Press as saying, “The records suggest that Neuralink’s sloppy practices pose a danger to public health and safety.” That statement represents PCRM’s position.

What did the DOT inquiry establish?
Reuters reported in 2024 that PHMSA inspected Neuralink facilities in Texas and California in February 2023. Agency records documented that Neuralink had not registered as a hazardous-material transporter and had improperly packaged hazardous waste, including the flammable liquid Xylene. These are transport-rule violations; they do not establish that transported devices contained infectious material.
Reuters reported that the records showed no evidence Neuralink had shipped anything containing an infectious substance. They also did not explain why Neuralink needed to transport hazardous materials or establish that the violations caused harm. Reuters’ account of the records said the company agreed to correct the problems, after which the total penalties were reduced to $2,480.

Is the investigation still open, and how much was the penalty?
No. A PHMSA spokesperson told Reuters that the violations and fine were confirmed and the inquiry was closed. The total civil penalties were $2,480. PHMSA’s Fourth Quarter 2024 FOIA log, published in 2025, separately records a request for enforcement letters and summarizes the registration and packaging issues and two civil penalties totaling that amount.
Was anyone harmed, or were contaminated devices confirmed?
The cited agency records did not establish that Neuralink shipped infectious substances, that any device was pathogen-positive, or that anyone was exposed or injured as a result. That is not proof that no exposure or harm occurred; it means the records described in the reporting did not establish one. The contamination claim should therefore be described as an allegation, not a confirmed finding.

How does this differ from other Neuralink investigations?
Other regulatory and animal-testing reports concern separate matters and should not be treated as evidence that the transported devices were contaminated.

FDA inspection of the animal research facility
Reuters reported in 2024 that FDA inspections in June 2023 found documentation and quality-control issues at Neuralink’s California animal research facility. The FDA said the inspection did not find evidence of violations that undermined the device’s safety. Those findings concerned animal-study documentation and quality controls, not the DOT transport inquiry. Reuters’ FDA inspection report covers that separate matter.

Reported pig implant complications
Reuters separately reported in May 2024 on granulomas in some pigs implanted with the device. According to sources and records described in the report, Neuralink investigated but could not determine the cause and concluded the device and its threads were not responsible. That reporting does not establish a connection to the transport violations or the contamination allegation. Reuters’ report republished by Inc. addresses the pig cases.
