Choose based on who you want to keep your activity private from. A VPN can shield traffic from a local Wi-Fi operator or internet provider, but shifts trust to the VPN company. Tor Browser routes web browsing through multiple relays to help separate your identity from the sites you visit, but it does not cover every app or make you anonymous if you identify yourself. A conventional proxy is a single relay whose operator may see both your connection and the destinations you request.
How the three tools handle your traffic
| Tool | How it routes traffic | Main trust or visibility limit | Best fit |
|---|---|---|---|
| VPN | Routes traffic through a server run by a VPN provider. Some VPN apps encrypt the link between your device and that server. | You shift trust from the local network to the provider. Apps vary, and a VPN does not make you anonymous. The FTC warns that some VPN apps may not encrypt traffic or may share information. | Consider it when you want to reduce what a local network can see or route traffic through a provider, after checking the app’s encryption, permissions, terms and data practices. |
| Conventional proxy | Relays traffic through one server, sometimes configured for a particular browser or task. | The operator may see both who connects and which destinations are requested; some proxies may log data or inject ads. | A narrow routing or access task when you trust the operator and do not expect anonymity from it. |
| Tor with Tor Browser | Routes the browser’s traffic through multiple relays using layered encryption. | A network observer can usually tell you are using Tor unless you use measures such as bridges. Other apps are not automatically routed through Tor Browser, and logging in can identify you to a site. | Privacy-conscious web browsing when separating your identity from destinations matters more than speed or friction-free site access. |
This comparison describes general designs, not every VPN app, proxy type or configuration. The Tor Project’s comparison of Tor and other proxies explains how a single relay differs from Tor’s multi-relay design. Its overview of Tor protections describes what network observers and websites can still learn.

Who are you trying to keep your activity private from?
Your local Wi-Fi operator or internet provider
A correctly implemented VPN can encrypt traffic between your device and its server, making it harder for the local network to read that traffic. The VPN provider then handles it, so you need to trust the provider’s practices. The FTC says a VPN app will typically obscure traffic content from an internet or public Wi-Fi provider, but does not render you anonymous. App protections and data practices vary; review the app’s permissions, encryption claims, terms and privacy policy. See the FTC’s VPN app guidance.
Tor can keep local observers from readily seeing the websites you visit, but they can generally see that you are connecting to Tor. Tor’s safety guidance and the Electronic Frontier Foundation’s Tor guide discuss this distinction. Bridges can reduce the risk of Tor use being detected; their availability and effectiveness can vary by location and time.

A website learning your ordinary IP address or identity
When you browse through a VPN, a website generally sees the VPN server’s address rather than your ordinary connection address. Through Tor, a website sees a Tor exit relay’s address. Neither changes what happens if you sign in, provide identifying details or otherwise connect activity to your identity. Tor’s protection is about separating the network path from your identity, not erasing identity you give a site.
A VPN or proxy operator seeing your activity
A VPN provider is a new party in the route between you and websites, and a conventional proxy has a single operator in that position. The proxy operator may be able to see who is connecting and what destinations are requested. Tor distributes visibility across relays: the entry relay can see the source connection using Tor, while the exit relay can see destination traffic. HTTPS protects the contents of an encrypted connection between the exit and the destination site, but does not make the exit relay unable to observe the destination. In Tor’s ordinary design, no single relay should learn both your identity and destination activity.

When is each option the practical choice?
Choose a VPN when local-network privacy or provider routing is the goal
A VPN is a practical option when you want a provider to route your traffic and reduce what a local Wi-Fi operator or internet provider can read. It is a trust trade, not an anonymity guarantee. Before choosing an app, check what it encrypts, what information it collects, its permissions and its terms; the FTC cautions that VPN apps differ.
Choose a proxy for a limited task, not as an anonymity tool
A proxy can suit a specific routing or access need if you trust its operator and accept that the operator may see your connection and destinations. Do not assume that changing the apparent address hides your identity from the proxy itself.

Choose Tor Browser for privacy-conscious web browsing
Tor Browser is the clearest fit among these options when you want websites to see a Tor relay address and want to reduce local observers’ knowledge of destinations. It may be slower or encounter site friction, and it protects only the browser traffic it routes. Tor Browser does not automatically route other apps or services on your device through Tor. The Tor Project’s safe-use guidance explains the browser’s scope and precautions.
Use Tor carefully, and avoid casual VPN-plus-Tor setups
- Do not torrent over Tor; the Tor Project warns against it in its Tor Browser safety guidance.
- Avoid adding untrusted plugins, which can undermine the privacy protections of Tor Browser.
- Use HTTPS when connecting to websites. Tor’s layered routing does not replace encryption between the browser and the destination site.
- If Tor is blocked or its use being detected is a concern, consider bridges. The right choice and effectiveness depend on location and can change over time; consult the EFF Tor guide and Tor Project guidance.
- Do not add a VPN to Tor casually. The Tor Project says it generally does not recommend combining them unless you are an advanced user who knows how to configure both without compromising privacy. Read its VPN-with-Tor guidance.
A quick decision checklist
- Name the observer: Is your concern the local network or internet provider, a VPN or proxy operator, or the website you visit?
- Set the scope: If you need Tor for web browsing, use Tor Browser; do not assume it covers other applications.
- Weigh the trade-off: A VPN centralizes trust in its provider, a proxy in its operator, and Tor distributes trust across relays while bringing possible speed and site-compatibility friction.
- Protect your identity separately: A login or personal details can identify you to a website regardless of which route you use.
Which tool is appropriate can also depend on local law and circumstances; the guidance here does not establish legal rules for any particular jurisdiction.
