For software development, the right VPN depends on what developers need to reach—not on a generic “fastest VPN” ranking. Use a self-hosted or managed business VPN when developers need network-level access to internal resources; consider mesh VPNs for distributed teams, or zero-trust network access (ZTNA) when access should be limited to particular private applications. There is no neutral, product-level benchmark here for coding, SSH, builds, databases, or CI, so the options below are a decision guide, not a tested ranking.
What a VPN for software development should do
A remote-access VPN can connect an off-site developer to a private network and resources such as servers, databases, and applications. In a development environment, those resources might include staging systems, cloud environments, Kubernetes clusters, Jenkins, Grafana, or private APIs. OpenVPN names these as developer use cases in its vendor-authored 2026 article; that list is illustrative, not independent evidence that a particular product is best for them.

This is different from choosing a consumer VPN mainly to change your apparent public IP address or protect traffic on public Wi-Fi. The business-access sources discussed here do not establish consumer-privacy benefits.
Start with the access boundary
- Network access: Developers need access to several resources on an internal network, such as a development subnet, database, and staging server.
- Application access: Developers need particular private applications, but should not automatically receive broad access to the surrounding network.
- Distributed connectivity: Team members and devices need a way to connect across locations, with the access scope and administration model defined by the organization.
These are different requirements. Choosing a product before deciding which boundary you want to protect can result in granting more access than a developer needs, or in choosing a system that does not cover the required tools.

Compare the main access models

These models are not a performance league table. The available sources establish the categories and example use cases more clearly than they establish comparative product performance or value.
How to choose for your team
- List the resources developers must reach. Separate private network resources such as databases and servers from applications available through SaaS or IaaS. Record whether developers need one service, a group of services, or a broader development network.
- Set the access scope. Decide which people and devices may reach each resource, and whether a developer needs network-level access or only application-level access. Avoid treating “connect to the VPN” as an access policy by itself.
- Choose who will operate the service. Compare self-hosting with a managed service. Include the ongoing work of configuration, authentication, certificates, routing, maintenance, and access administration in the decision—not just the initial setup.
- Check the actual environment. Verify current Linux, macOS, and Windows support, identity integrations, device controls, logging, and routing behavior in official product documentation. The cited evidence does not establish current cross-vendor platform matrices or feature parity.
- Test the workflows developers use. Measure SSH sessions, Git operations, database connections, build traffic, and CI access from the locations and networks your team actually uses. Record the device and OS, location, network, server or region, protocol and settings, date, repeated measurements, and workload so results are interpretable.
- Review operational and data terms. Confirm administrative visibility, privacy and logging terms, retention, jurisdiction, independent security-review scope, total cost, and contract conditions directly with each provider. These details are not established comparatively by the cited sources.
Performance: measure your own development traffic
A VPN that routes internet traffic through shared infrastructure can affect bandwidth and user experience. Cloudflare’s migration guide discusses those constraints in some legacy deployments, but it does not provide a numerical result that can predict performance for your team. Latency and throughput will depend on the locations, routes, network conditions, service configuration, and workload involved.

Do not infer coding or build performance from a provider’s general speed claim. The available sources do not provide a neutral, product-level comparison for SSH, Git, database access, builds, or CI. Use the same representative workflows to compare configurations, and distinguish private-resource access from any setting that also routes ordinary internet traffic.

OpenVPN Access Server
OpenVPN describes Access Server as self-hosted business VPN software that can be deployed on cloud or on-premises infrastructure, with permissions and authentication controls. Its DevOps and DevSecOps materials describe use cases such as separating development from production and securing toolchain connectivity. These are vendor descriptions, not independent security or performance findings.

OpenVPN CloudConnexa
OpenVPN describes CloudConnexa as a managed, cloud-delivered offering for remote access to private resources, including development environments and internal tools. Confirm present-day features, pricing, geographic coverage, and independent security evidence with the provider before deciding whether it fits.
Tailscale
OpenVPN’s vendor-authored 2026 comparison places Tailscale in the mesh VPN category for distributed teams. That source does not establish that it is faster or more secure than other options, or that it is the right fit for a particular development environment.

Cloudflare One and ZTNA
Cloudflare’s documentation supports considering application-centric access when private applications and modern SaaS or IaaS environments make broad network access a poor fit. Its migration guidance also raises bandwidth and user-experience considerations for some legacy VPN deployments. This makes ZTNA a category to assess, not a universal replacement or a product ranking.

What a credible “best” verdict requires
A useful recommendation needs more than a feature list or vendor comparison. It should establish how access is scoped, how identity and devices are checked, who operates the service, what routes through it, and how well the actual developer workflows perform. It should also disclose the test environment and date, plus the evidence behind security, privacy, pricing, and platform claims.
