VPN Concentrators Explained: How They Work and When Organizations Use Them

A VPN concentrator centrally manages encrypted connections for remote users and networks. Learn how it works, where it fits, and what to assess before choosing one.

A VPN concentrator is a network gateway that centrally terminates and manages multiple encrypted VPN connections. Organizations use one to connect remote workers, branch offices, or other networks to private resources. It may be a dedicated appliance or a VPN function built into a router or firewall.

What a VPN concentrator does

A VPN creates a connection across a public network, such as the Internet, between a remote user or network and private resources. At the VPN endpoint, the gateway authenticates users or peer devices, negotiates tunnel settings, manages encryption keys, and encrypts or decrypts traffic. A concentrator performs these tasks for multiple VPN connections from a central point. Cisco’s VPN overview describes the endpoint role and the types of devices that can provide it.

The word “concentrator” emphasizes handling multiple tunnels centrally. “VPN gateway” is often used for the endpoint that connects a VPN to a network, and vendors may use the terms in overlapping ways. The exact capabilities depend on the device and its configuration.

How VPN concentrators are deployed

Remote access for individual users

In a remote-access VPN, each user’s device connects to the organization’s network through a central endpoint. The device typically runs VPN client software. Once connected and authorized, the user can reach permitted company resources. This design is common for remote or mobile workers. Fortinet’s remote-access VPN overview distinguishes user-to-network access from connections between fixed networks.

Site-to-site connections between networks

In a site-to-site VPN, gateways at two fixed locations establish a tunnel between their networks. A branch office can then reach permitted headquarters resources without requiring every employee’s computer to run a separate remote-access VPN client. Cisco’s overview describes both remote-access and site-to-site VPN use.

Hub-and-spoke routing

In a hub-and-spoke design, multiple remote sites or peers—the spokes—connect to a central hub. The hub can route traffic between its tunnels, allowing one spoke to communicate with another through the central device when the network is configured to allow it. Fortinet’s FortiOS 6.0.0 handbook describes this concentrator role. The handbook applies to that older software version; it explains the topology, not current setup steps.

Design What connects Typical use Key distinction
Remote access An individual user or device to a private network Remote or mobile workers VPN client software is typically installed on each user device.
Site to site One fixed network to another Headquarters and branch offices Gateways connect the networks; individual devices generally use their local network connection.
Hub and spoke Multiple remote peers to a central hub Centralized access and routing among sites The hub manages multiple tunnels and may carry traffic between spokes.

Does it have to be a separate appliance?

No. A concentrator can be a dedicated device, but VPN functions can also be integrated into a router or firewall. Cisco’s documentation identifies dedicated concentrators, VPN-enabled or VPN-optimized routers, and VPN-capable firewalls as possible components. The right form depends on the VPN type, expected tunnel count, encrypted throughput, and the wider network design. Cisco’s overview includes older product examples, so those examples should not be treated as current sizing advice.

A VPN router with IPsec support may suit a smaller or moderate deployment, but it is not automatically equivalent to an enterprise concentrator intended to handle a large remote workforce. Check the specific device’s supported protocols, encrypted throughput, tunnel capacity, and management features rather than relying on a product category name. Cisco’s router discussion describes this distinction at a general level.

Benefits and operational trade-offs

Centralizing VPN connections can make it easier to manage access for many users or locations, and it can let employees or sites connect over public networks rather than relying on private leased lines. Centralization also concentrates demand and operational risk: if a gateway is overloaded or unavailable, many connections can be affected. Capacity planning, redundancy, maintenance, and access policy therefore matter.

  • Capacity: Account for expected concurrent tunnels and realistic encrypted traffic, not just the network interface’s advertised speed.
  • Availability: Consider how failover works and what users or sites lose access if the endpoint fails.
  • Access control: A successful VPN connection should not automatically grant access to every internal system. Use authentication and least-privilege authorization appropriate to each user or site.
  • Endpoint security: A VPN tunnel does not by itself make a connecting device safe. Unpatched devices, excessive permissions, and limited visibility can create risks; these concerns vary with implementation. Fortinet’s overview discusses such operational risks.
  • Ongoing operations: Plan for patching, logging, policy review, and monitoring of tunnels and devices.

How to evaluate a VPN concentrator

  1. Define the connection model. Establish whether the need is remote access, site-to-site connectivity, hub-and-spoke routing, or a combination.
  2. Estimate scale. Count expected concurrent users and tunnels, account for growth, and distinguish user connections from network-to-network tunnels.
  3. Check encrypted performance. Compare throughput under the encryption and traffic conditions your organization expects. A headline interface speed does not establish VPN performance.
  4. Plan for failure. Determine whether a second endpoint or another failover design is needed, and identify the impact of losing the central gateway.
  5. Review security controls. Check authentication, authorization, endpoint posture options, logging, patching, and whether access can be limited to the resources each user or site needs.
  6. Fit it into operations. Decide whether an existing firewall or router can provide the required VPN service, and how staff will monitor connections and maintain policies.

Cisco’s documentation likewise identifies tunnel type, number of tunnels, and throughput as relevant selection factors. Its page includes historical product capacity examples, but does not establish their publication year in the available text; they are not reliable current sizing guidance.
