Depending on the service, you may be able to call only other internet users or also call and receive calls from ordinary telephone numbers.
What VoIP means
VoIP stands for Voice over Internet Protocol. It converts voice into data that travels across an IP network, commonly a home broadband connection. In plain terms, a phone using VoIP makes calls over the internet instead of phone lines, as the Federal Trade Commission explains.

VoIP is a broad description, not a guarantee that every voice app works the same way. Some services connect users only to other people using the same or compatible internet calling service. Others can also place calls to, and receive calls from, traditional telephone numbers.

How VoIP differs from a traditional landline
| Feature | Traditional landline | VoIP |
|---|---|---|
| How calls travel | Over traditional telephone lines. | As voice data over an IP network, usually broadband for home service. |
| What you need | A telephone connected to the relevant phone service. | An internet connection and compatible equipment; the exact setup depends on the service. |
| Reach to ordinary phone numbers | Uses the traditional telephone network. | Depends on the service. Interconnected VoIP can place calls to and receive calls from the public telephone network; internet-only calling may not. |
| Emergency calling | Depends on the landline service and location. | Depends on the provider, configuration, and location. Confirm the service’s current 911 process directly with the provider. |
The FCC uses “interconnected VoIP” for a particular category of service: real-time, two-way voice communications using broadband and IP-compatible equipment, with the ability to receive calls originating on and make calls terminating on the public switched telephone network (PSTN). That definition is narrower than “any app that can make a voice call.” See the FCC’s Order FCC 08-249.

What equipment VoIP needs
The setup depends on whether you want to use a computer, a purpose-built internet phone, or an existing home telephone. The CISA-hosted US-CERT guide Understanding Voice over Internet Protocol (VoIP), produced in 2006 and updated in 2008, describes these general configurations; it is useful for understanding equipment types, not for choosing current models.
- Computer or calling device: Use a compatible calling service and the audio equipment it supports, such as a headset or built-in microphone and speakers.
- IP phone: A dedicated phone designed to connect to an IP network and work with a compatible service.
- Analog telephone adapter (ATA): An adapter can connect a conventional telephone to broadband equipment so it can place VoIP calls. The adapter does not provide phone service by itself; you also need a suitable VoIP provider and plan.
Can you use a regular phone with VoIP?
Often, yes: an ATA may let you keep a conventional telephone handset. Before buying one, check that the specific adapter is compatible with the provider and service you intend to use. The general category “analog telephone adapter for VoIP” can help identify what to look for, but compatibility is provider-specific and should be confirmed rather than assumed.

What to check before choosing a VoIP service
First establish what kind of calling you need. A service that calls only other internet users may not meet the needs of someone who wants to call ordinary telephone numbers. Then verify that the equipment and broadband connection you plan to use are supported.
- Can it call and receive calls from regular phone numbers, or only connect internet callers?
- Can you use your current phone through a compatible ATA, or do you need an IP phone or computer?
- What does the provider require for broadband and equipment compatibility?
- How does its 911 service work, including how it determines or records your location?
- What should you do if you move the equipment or use the service from a different location?
Prices, call-quality performance, and equipment support vary by provider; the sources cited here do not establish current provider-by-provider comparisons. Ask each provider about the specific service and setup you intend to use.

Does VoIP work with 911?
Do not assume that emergency calling works identically across all VoIP services or locations. FCC orders address 911 and enhanced 911 (E911) obligations for interconnected VoIP providers. FCC Order FCC 05-116 required E911 capabilities as a standard feature and addressed access when a customer uses the service away from home; the later FCC Order FCC 08-249 also discusses providers’ 911/E911 obligations.
Those requirements do not tell you how every current provider handles your particular equipment, account, or location. Before relying on a service, ask its provider how to register or update your location, what happens when you use the service elsewhere, and what steps to take if the internet or power is unavailable.

VoIP security and privacy
Because VoIP relies on networked equipment and broadband, secure your home Wi-Fi router as part of protecting the devices connected to it. The FTC’s December 2022 guidance on securing home Wi-Fi recommends WPA3 Personal or WPA2 Personal encryption, unique administrator and Wi-Fi passwords, and keeping router software updated. It also advises considering disabling remote management, WPS, and UPnP, and using a guest network and the router firewall. These are general home-network measures, not a guarantee that a VoIP service is secure.
Call-related information can also be sensitive. FCC consumer guidance says telecommunications carriers and interconnected VoIP providers must protect customer proprietary network information (CPNI), including information such as the phone numbers called and the frequency, duration, and timing of calls. This describes those providers’ obligations; it is not a complete account of every privacy rule or of how every calling app handles data. See the FCC privacy complaints guidance.
