Voice over Wi-Fi (VoWi-Fi), commonly called Wi-Fi Calling, is a mobile carrier’s voice service that uses a Wi-Fi network to carry calls. It can help you call when cellular coverage is weak or unavailable, but both your phone and carrier must support the feature.
What does voice over Wi-Fi mean?
The GSMA defines Vo-Wi-Fi as “Voice over (EPC-integrated) Wi-Fi” and describes it as “a packet voice service delivered over IP via a Wi-Fi network.” In everyday terms, Wi-Fi Calling lets your mobile operator deliver its calling service to your phone through Wi-Fi instead of relying on a cellular radio connection for that call. GSMA’s VoWiFi overview identifies it as an operator service based on IP Multimedia Subsystem (IMS) technology.

The GSMA says the first VoWi-Fi deployment was in the United States in 2014. That is a historical milestone, not a measure of current availability or adoption.
How is Wi-Fi Calling different from an internet calling app?
Wi-Fi Calling is part of your mobile operator’s telephony service. The carrier’s IMS system handles the call, and the service can use SIM-based authentication, in a way analogous to VoLTE. A standalone internet-calling app is a separate service with its own account and calling setup; it is not simply another name for carrier Wi-Fi Calling.

| Question | Carrier Wi-Fi Calling | Separate internet calling app |
|---|---|---|
| Who provides the service? | Your mobile operator, using its IMS telephony service. | The app’s provider. |
| What carries the call? | Wi-Fi provides an IP connection to the operator’s service. | An internet connection provides access to the app’s service. |
| What determines compatibility? | Support from both the phone and the carrier’s network. | The app’s own account and device requirements. |
| Can a call move between Wi-Fi and cellular? | Some deployments may hand a call over between Wi-Fi and LTE, where supported. | Depends on the particular app; carrier Wi-Fi Calling handover rules do not apply. |
Can you make calls over Wi-Fi without a cell signal?
Yes, Wi-Fi Calling can let you place calls where cellular coverage is weak or absent, including indoors where building materials such as thick walls impede reception. You still need a working Wi-Fi connection and a phone and carrier that support and enable the feature. Simply connecting to Wi-Fi does not make a phone eligible for carrier Wi-Fi Calling.
What does Wi-Fi Calling require?
- A compatible phone: The device must implement the relevant carrier and network features.
- Carrier support: The operator must offer and provision Wi-Fi Calling for the relevant device and service.
- A usable Wi-Fi connection: Wi-Fi supplies the IP access path, but the service still depends on the operator’s network.
These requirements reflect standards as well as carrier-specific eligibility. The GSMA’s IR.51 IMS over Wi-Fi profile sets out minimum features for devices and networks to interoperate for IMS telephony and conversational video over Wi-Fi. Its TS.63 v1.0 requirements, published July 1, 2024, define minimum Wi-Fi Calling requirements for 5G standalone devices and apply to relevant 5G and 4G system deployments, including interworking. A standard does not guarantee that a specific carrier supports every phone or plan; check your carrier’s current compatibility information.

Does Wi-Fi Calling switch seamlessly to cellular?
It may, but seamless movement is not guaranteed. The GSMA says calls may hand over between LTE and Wi-Fi “where possible.” Whether a call continues as you move between networks depends on the particular carrier deployment and its support for handover.
What is changing with Wi-Fi Calling?
In an overview published March 4, 2025, the GSMA described industry work on interworking with 4G VoLTE and 5G Voice over New Radio (VoNR), additional IMS services, and possible voice, video, and SMS delivery over satellite backhaul in maritime and in-flight settings. These are industry developments, not features that every phone, carrier, Wi-Fi network, or location currently provides.

The same overview identifies deployment challenges including device compatibility, end-to-end quality of service, security, location information, and inconsistent support for Differentiated Services Code Point (DSCP) markings. These factors help explain why service quality and availability can vary rather than being assured by Wi-Fi access alone. GSMA’s overview of converged Wi-Fi and cellular services discusses this direction and its challenges.

Availability, supported plans and phone models, emergency-calling treatment, roaming rules, and activation steps vary by country and provider. Consult your carrier for the terms that apply to your line and device, especially if you need Wi-Fi Calling for emergency access or while travelling. A generic router cannot add carrier or handset support for the service.
