Microsoft documented useful integration and disk-management features, but its support ended in 2014. This is a historical review of the product’s stated capabilities—not a recommendation for current use or a hands-on performance review.
What Virtual PC 2004 was built to do
Microsoft announced Virtual PC 2004 as a way for technical professionals and enterprises to run multiple operating systems on one computer. Its intended uses included maintaining access to legacy applications during a move to Windows XP, as well as software development, testing, deployment, and support. Microsoft’s 2003 announcement framed virtual machines as a tool for enterprise migration needs; those are the manufacturer’s stated use cases, not independent findings about how well the product performed.

Microsoft highlighted several capabilities in the 2004 edition. These are product specifications and feature descriptions from the manufacturer, not independently tested results.
#1 Best Overall
- Virtual-machine networking: up to four network adapters per VM could be configured through the graphical interface.
- Portable configuration: VM settings were stored in XML files, which Microsoft said could make it easier to copy configurations between computers.
- Memory support: Microsoft listed support for up to 4 GB of memory.
- Host–guest integration: Virtual Machine Additions provided features Microsoft described as integrated mouse use, time synchronization, cut-and-paste, drag-and-drop, and folder sharing.
- Undo Disks: users could discard session changes rather than keep them.
- Differencing Disks: multiple users or VMs could use a shared parent virtual hard disk while keeping differences in separate disk files.
These features addressed configuration, integration, and disk reuse, but the available Microsoft material does not establish modern device compatibility, reliability, or comparative performance.
What Service Pack 1 changed
Microsoft said Virtual PC 2004 Service Pack 1 improved performance when Windows XP Service Pack 2 ran as a guest, improved manageability with Systems Management Server 2003 Service Pack 1, and added support for Windows Server 2003 Standard as a host. These are Microsoft’s descriptions of the update; no independent benchmark figures are established here.

The SP1 download instructions require a valid licensed copy of Virtual PC 2004. Microsoft also warned users to shut down or turn off every guest operating system before installing the update: saved states were not compatible between SP1 and all earlier Virtual PC 2004 versions. SP1 included an updated Virtual Machine Additions version, and Microsoft advised updating Additions in VMs where they were installed. Historical SP1 host requirements
Microsoft’s SP1 listing gives the following host information. These are historical requirements for the product, not evidence that it installs or works on present-day Windows.
Rank #3
| Requirement | Microsoft’s SP1 listing |
|---|---|
| Processor | 400 MHz minimum; 1 GHz or higher recommended. The listing names Intel Pentium II or later, AMD Athlon or later, and a compatible processor. |
| Memory | Calculate total memory by adding the host operating system’s requirement to the guest operating system’s requirement. |
| Disk space | Calculate disk needs by summing the requirements of the installed guest operating systems. |
| Listed host systems | Windows 2000 Professional SP4, Windows XP Professional, and Windows XP Tablet PC Edition. Microsoft separately described Windows Server 2003 Standard host support as an SP1 addition. |
Support status and present-day limitations
Microsoft’s lifecycle record gives January 20, 2004 as the original release date, April 14, 2009 as the end of mainstream support, and April 8, 2014 as the end of extended support. The page marks support as ended and also records the release of Virtual PC 2004 Express on April 13, 2006. Microsoft Lifecycle: Virtual PC 2004
The product is therefore a discontinued, unsupported platform. Microsoft’s cited materials do not establish whether it will install or work on current Windows releases, whether downloads remain available in every region, or whether a copy obtained today is properly licensed. They also do not provide independent benchmarks, reliability observations, or measured comparisons with other virtualization products. Without separate compatibility and security evidence, it would be unwise to assume it is suitable for sensitive or internet-connected workloads.
