Video Streaming Trends for Developers: HLS, Low Latency, and AV1

HLS and DASH remain HTTP streaming foundations, while low latency and AV1 make sense only when the use case, audience devices, resilience needs, and operating costs support them.

The main streaming trend is not a universal move to the newest protocol or the lowest possible delay. Developers are choosing delivery and codec designs around the job: HLS and DASH remain useful for broad HTTP-based distribution, low-latency delivery is worth its trade-offs when interaction needs it, and AV1 can improve compression only when devices can decode it effectively.

What is changing in video streaming?

Streaming architecture is increasingly a set of workload-specific choices. Conventional HTTP delivery still serves live and on-demand audiences at scale. Low-latency variants and real-time transport address tighter interaction needs, while newer codecs add compression options—and device-support work.

That means a useful design question is not simply “Which protocol is fastest?” It is “What latency does this experience need, at what audience scale, across which networks and devices, and at what operating cost?”

Why HLS and DASH still matter

HLS: adaptive delivery over HTTP

Apple describes HTTP Live Streaming (HLS) as a way to deliver live and on-demand audio and video using ordinary web servers and content delivery networks. Its adaptive playback can respond to available network speed. HLS remains a practical foundation when broad reach and resilience matter more than minimizing every second of delay.

DASH: an evolving international standard

MPEG-DASH also supports live and on-demand delivery over HTTP. ISO lists ISO/IEC 23009-1:2026, Edition 6, as published in July 2026. The standard covers the Media Presentation Description and segment formats used for adaptive delivery of MPEG media over HTTP. MPEG also points implementers to conformance software and implementation guidance.

HLS and DASH are not competing answers to every streaming problem. Both belong to the HTTP-based delivery family, and the right choice depends on the clients, delivery ecosystem, and interoperability requirements of a particular service. The available facts establish their roles, but do not establish a universal winner between them.

When should a service use low-latency streaming?

Use the latency target imposed by the experience—not “as low as possible”—to decide whether a low-latency design is justified. A viewer watching a concert or a news stream may tolerate more delay than a participant in a conversation, a live auction bidder, or someone controlling a remote system.

RFC 9317 describes LL-HLS and LL-DASH as HTTP-based options that can use CMAF chunks to reduce latency without making it as tightly dependent on full segment duration. For especially tight feedback requirements, real-time transport approaches such as RTP/WebRTC are relevant. Broad live distribution and interactive communication have different scaling and resilience needs, so there is no useful universal latency ranking of HTTP delivery and WebRTC.

Account for the trade-offs

  • Cost: Lower-latency delivery can require more infrastructure or operational effort.
  • Quality and adaptation: A tighter latency target can reduce quality or leave less room to adapt bitrate and resolution.
  • Network resilience: Shorter buffers and delivery paths can make transient network problems more visible to viewers.
  • Scale: The architecture that suits a small interactive session may not be the best fit for a large live audience.

These are trade-offs to test against the service’s requirements, not reasons to avoid low latency categorically.

Is AV1 ready for a streaming app?

AV1 can offer compression efficiency, but codec readiness depends on the devices in the audience as well as the encoder. If a target device cannot decode AV1 efficiently, the potential bandwidth benefit may come with a playback or battery cost. Hardware decoding and software decoding also have different constraints.

Meta’s September 2025 article, summarizing a joint white paper with Vodafone and Google, reports that the companies found AV1 can improve compression “by 30% compared to prior standards like H.264 and VP9.” Treat that as the reported result of that work, not a guaranteed gain for every encoder, content type, or deployment. The same article recommends evaluating hardware AV1 decoding and considering software decoding where hardware support is unavailable. It reports that low- and mid-tier handsets account for “around 75%” of global handset sales and that many lower- and mid-tier phones in use lack hardware codec support; those figures and observations are attributed to Meta’s account and the cited joint white paper.

Real-time AV1 needs more than an efficient encoder

In a June 2026 account of AV1 deployment for Messenger real-time communication, Meta describes device eligibility, adaptive codec switching, rate control, and error resilience as parts of the work. It also explains why real-time quality and low latency can conflict: multi-pass encoding can add delay, buffering can increase latency, and bitrate spikes can freeze calls. The practical lesson is to evaluate codec behavior in the actual delivery mode rather than infer real-time performance from compression efficiency alone.

How to choose an architecture

Compare the options against the same workload and audience. The table is a decision framework, not a benchmark; it summarizes the roles and trade-offs described by Apple, ISO, MPEG, the IETF, and Meta.

Decision axis Questions to answer Why it matters
Latency target How much end-to-end delay can the experience tolerate? Does a user need to respond to what they see? Interactive calls and control feedback differ from ordinary live viewing; a lower target can raise cost and reduce resilience.
Audience scale Is this a conversation or a live broadcast to a broad audience? Real-time interaction and mass live distribution do not necessarily have the same scaling needs.
Network resilience How should playback behave when network conditions vary? Less buffering can expose viewers more readily to transient network disruption.
Device and codec coverage Which devices can decode the chosen codec, in hardware or software? Compression efficiency is useful only when the target devices can decode the stream acceptably.
Quality and bitrate efficiency How do codec, encoding approach, buffering, and latency targets affect quality together? Optimizing one variable in isolation can undermine another; assess them together on representative content and networks.
Operating cost and complexity What delivery infrastructure, compatibility work, and operational processes are needed to meet the target? Low latency and broad codec/device coverage can require added operational work and infrastructure.

A practical evaluation sequence

  1. Define the experience: Write down the latency the use case actually needs, including whether viewers must interact in real time.
  2. Define the audience: Establish expected audience scale and the devices and network conditions the service must support.
  3. Select a delivery family to evaluate: Start with HTTP-based HLS or DASH for broad live or on-demand distribution; evaluate low-latency HTTP options when delay matters; evaluate WebRTC or related real-time transport for especially tight interaction requirements.
  4. Test the codec against the device mix: For AV1, check hardware decoding coverage and decide how software decoding or adaptive codec switching fits the experience.
  5. Measure the trade-offs together: Evaluate latency, playback interruptions, quality, bitrate behavior, device coverage, and operating cost under representative conditions.
  6. Revisit the choice when the workload changes: A change from one-way viewing to interactive participation can alter both the latency requirement and the suitable delivery architecture.

What do developer surveys say about low latency?

Bitmovin’s 2024–2025 Video Developer Report lists the following figures for its respondents. They describe that report’s respondent practices, not representative global market share.

Report response Share of Bitmovin report respondents
Using LL-HLS 34.8%
Using LL-DASH 23.9%
Using WebRTC 22.8%
Not using low-latency streaming 42.4%

The categories are not a mutually exclusive market-share breakdown. Bitmovin reports varied latency ranges among respondents and says low latency should be prioritized when the use case demands it. Separately, the Streaming Video Technology Alliance’s 2025 low-latency survey collected responses from January through July 2025 and describes its findings as directional because participation was self-selected. These surveys offer useful snapshots of reported practice, not a census of the industry.
