Rather than invent a ranking, this guide lays out ten capabilities an AI agent needs to create video reliably, shows what documented Runway, Luma, and Google workflows establish, and gives you a repeatable way to evaluate an agent setup.
What “video-generation skill” means for an AI agent
Here, a skill means a capability in the agent’s workflow—not necessarily a downloadable package bearing that name. An agent may need to plan shots, call a model, manage asynchronous jobs, retrieve the output, and assess whether the result meets the brief. A vendor API, an agent integration, and an installable skill package are different things; evidence about one does not establish the quality of the others.

That distinction matters for the title’s “tested and scored” claim: no common test of ten named packages is established here. The capabilities below are an evaluation framework, not a ranked product list.

-
Brief and storyboard planning
Check whether the agent turns a request into a scene outline or shot plan before using generation credits. Runway says its Agent can plan multi-shot projects from a prompt and lets users review an outline before generation. That is a documented workflow, not independent proof that its plans are consistently good. Runway Agent documentation.

-
Text-to-video prompting
Test whether the agent can submit a clear text prompt and preserve the exact prompt and model used, so you can reproduce a result. Runway Dev documents a Gen-4.5 text-to-video quickstart, while Luma documents generation requests through its API. These examples establish integration paths, not comparative output quality. Runway Dev documentation; Luma Agents quickstart.
-
Image-to-video and reference conditioning
If a brief depends on a reference image, verify that the selected model and agent workflow accept it and follow both the image and written instructions. Do not assume support is uniform across providers or models. Google DeepMind publishes Veo image-to-video comparisons, but those reported comparisons do not establish that every integration supports the same controls. Google DeepMind Veo.
-
Multi-shot continuity
Evaluate whether successive shots preserve the intended subject, setting, and visual logic, and whether the agent can assemble clips into a coherent project. Runway describes multi-shot creation and joining separately generated clips in its editor for longer videos. This is a vendor description; it does not independently demonstrate continuity quality. Runway Agent documentation.

Clip extension and transitions
Where the model exposes them, test extension, first- and last-frame control, and transitions between scenes. These are model-specific controls, not features to assume across APIs. Google’s Veo page describes such capabilities and reports its own human-rater evaluations. Google DeepMind Veo.
-
Editing and reframing existing video
Separate generating a new clip from transforming a supplied video. Check API support for the exact requested edit and aspect ratio before the agent commits to a workflow. Luma’s API references document video-edit and reframe operations. Luma generation API.
-
Audio and synchronization
For a sound-enabled deliverable, judge sound quality and audio-video alignment separately from visual quality. Google reports distinct comparisons involving text-to-video outputs with audio and alignment; that is more informative than treating a visually strong clip as proof of strong sound. The results remain Google-reported comparisons, not a universal ranking. Google DeepMind Veo.

Asynchronous job management
Score the operational path: submission, status polling, completion handling, failed-job reporting, retries, and output retrieval. Luma’s quickstart demonstrates submitting a job, polling its status, and downloading the completed output, and requires an API key. This makes job-state handling a practical part of evaluating an agent skill, not an incidental implementation detail. Luma Agents quickstart.

Tool selection and workflow trace
Record what tool or model the agent selected, what inputs it sent, and whether its handoffs and constraints were correct. OpenAI’s agent-evaluation guide describes trace grading for tool choices, handoffs, instruction or safety issues, and workflow changes. It is a general agent-evaluation method, not a video benchmark. OpenAI agent-evaluation guide.
-
Repeatable scoring and revision
Use fixed briefs, declared scoring criteria, and repeated evaluation runs. Inspect failures, change one part of the workflow at a time, and rerun the same cases. VideoWeaver studies composing and evolving skills for agentic long-video generation; its authors report that “performance varies notably across harness and model choices.” OpenAI’s guide likewise recommends repeatable datasets and evaluation runs for comparisons over time. What published evaluations can—and cannot—tell you
Google DeepMind’s Veo page reports model comparisons on MovieGenBench and VBench, with findings labeled last updated October 2025. It describes a MovieGenBench text-to-video visual-quality comparison involving 1,003 prompts; VBench image-to-video comparisons using 355 image-and-text pairs for overall preference, text alignment, and visual quality; and MovieGenBench comparisons involving 527 prompts for outputs with audio and audio-video alignment. These are publisher-reported evaluations with their own conditions and limitations. Sample counts do not prove that one model wins every task, nor do they score an agent integration as a whole. Google DeepMind Veo.
VideoWeaver’s authors describe a benchmark covering 16 task categories and 285 cases for agentic long-video generation. That is useful context for the breadth of workflow evaluation, but it is not a shared test of ten downloadable skills. Its reported variation across harness and model choices also argues against treating one result as an all-purpose ranking. VideoWeaver preprint.

Define the candidate precisely
Record whether you are evaluating an installable skill package, an agent integration, a vendor’s agent feature, or direct API access. Note the model and version where available. Don’t compare unlike things under one “skill” label.

Use the same briefs and conditions
Give each candidate the same set of text-to-video, reference-image, multi-shot, editing, and audio tasks where those features are supported. Keep access, tool permissions, budgets, and prompt instructions consistent. Mark unsupported tasks as unsupported rather than quietly dropping them.
-
Track process and output separately
For the process, log tool choice, inputs, handoffs, job status, failures, retries, and whether the artifact was retrieved. For the output, score prompt alignment, visual quality, continuity, and audio or synchronization when relevant. This makes it possible to distinguish a strong model result from a reliable agent workflow.
-
Publish enough detail to reproduce the comparison
Disclose prompts, model versions, test dates, number of runs, failures, graders, and scoring weights. A score without those details can conceal differences in model access, successful completion rate, or evaluator judgment.

Choosing a workflow for your use case
| Need | Documented route | What to verify |
|---|---|---|
| Prompt-led planning and multi-shot projects | Runway says Agent can plan and produce multi-shot projects; longer videos may be generated as separate clips and joined in its editor. | Whether the outline, model choice, supported resolution, and assembled result meet your brief. These are vendor-described features, not independent quality findings. |
| Programmatic generation in an agent workflow | Runway Dev documents developer tooling, including Dev MCP connections, an API guide, community tools and agent skills, and a Gen-4.5 text-to-video quickstart. | Integration requirements, model availability, and the behavior of the specific skill or code you plan to use; documentation alone does not establish community-skill quality. |
| API jobs with status tracking and output retrieval | Luma’s Agents quickstart documents job submission, polling, and download after completion; it requires an API key and offers official SDKs. | How your agent handles failures, retries, timeouts, and artifact storage in your own setup. |
| Model comparisons and capabilities described by the provider | Google publishes Veo comparisons on MovieGenBench and VBench, with findings labeled last updated October 2025. | The specific task, comparison conditions, and limitations on the provider’s page; do not generalize reported results into a universal agent ranking. |
Can this be called “10 best, tested and scored”?
Not on the evidence summarized here. The official product documentation establishes workflows and capabilities; Google reports model-specific comparisons; and VideoWeaver and OpenAI describe evaluation approaches. None establishes a controlled, apples-to-apples test of ten named video-generation skill packages. A genuine “tested and scored” ranking requires identifying ten actual candidates and testing them on common briefs, prompts, tool access, budgets, and criteria, while reporting the conditions and results. Until then, the ten capabilities above are a more accurate guide to what to assess than an invented top-ten list.
