Yes, video conferencing can work without internet—but only if the call can be set up and managed locally. Participants need a shared local network and an app or local server that handles call signaling and conference control without contacting an outside service. A call whose video travels directly between devices may still depend on the cloud to sign people in, start the meeting, or connect a group.
What “without internet” can mean
The phrase can describe three different things. Distinguishing them helps avoid mistaking a local media route or offline playback for a fully offline meeting.

- Local media, cloud control: Audio and video may travel directly across a local network, while an external service is still needed for sign-in, call setup, or conference features. The media path is local; the meeting is not independent of the internet.
- Fully local meeting: Participants can find or invite one another, establish the call, and manage the conference without outside services. This requires software designed for local operation, a local signaling and control service, or another coordination method agreed in advance.
- Offline content: A locally stored recording or presentation can play without internet, but it does not provide a live, two-way meeting.
WebRTC guidance describes how direct peer connectivity can work when network conditions allow it, but address discovery, route selection, and privacy settings can affect the path. Microsoft likewise documents direct media routes for some Teams users on the same customer network while stating that Teams still requires connectivity to Microsoft 365. The WebRTC overview from the IETF and Microsoft’s Teams call-flow documentation illustrate why a direct media connection is not proof of an offline meeting.

How a fully local video call works
Each participant needs a working camera and microphone, a local IP connection to the other participants or a local server, and software that exchanges call setup information without relying on an internet-hosted service. In a peer-to-peer design, participants establish a direct connection for real-time media when the app and network can negotiate one. For a group call, the application must also manage conference control and route or mix media in a way that works locally.

If devices cannot reach each other directly, the application may need a relay. A relay on the local network can keep the call local; a cloud-hosted relay means the call depends on an outside service. The WebRTC standard describes networking behavior, not whether a particular app supports offline sign-in, setup, or conferencing. Those capabilities must be verified for the specific product.
A 2026 paper, “Lightweight Call Signaling and Peer-to-Peer Control of WebRTC Video Conferencing”, describes a prototype multiparty approach that avoids a media server and uses peer-to-peer control and storage. Its abstract mentions push notifications or email as signaling options. It is evidence that alternative architectures are being explored, not confirmation of a ready-to-use, fully offline product.

Do Google Meet or Microsoft Teams work without internet?
The documented requirements for mainstream hosted services do not describe fully offline meetings. Google Meet’s system requirements specify a broadband internet connection, a supported app or browser, and a built-in or external USB camera. Microsoft states that “Teams requires connectivity to the Internet” in its call-flow documentation.

Meet eCDN is for livestream bandwidth, not offline calls
Google Meet eCDN lets viewers of a Meet Live Stream share streamed media with peers on their local network when a Workspace administrator configures it. This reduces how many devices fetch the stream from Google’s servers; it does not replace those servers or turn the livestream into an offline meeting. See Google’s Meet eCDN documentation.
What to check before relying on an offline setup
Test the setup with the internet physically disconnected; a successful call while internet is available does not establish that the app works offline.

- Test setup and sign-in: Disconnect internet, then check whether users can sign in, discover or invite participants, and create a call. Confirm that call signaling works locally.
- Check group-call behavior: Verify the number of participants the local setup supports and whether group audio, video, and screen sharing require a cloud conferencing server.
- Identify what must run locally: Find out whether participant devices are enough or whether the setup needs an on-premises server or preconfigured room system.
- Check device-to-device network access: Confirm that the Wi-Fi or wired network allows participants to communicate with one another. Guest networks and client-isolation settings can block that communication.
- Find out what happens when direct connections fail: Determine whether the app reports a failure, uses a local relay, or falls back to an internet service.
- Review privacy and storage: Check where signaling data, recordings, and meeting metadata are stored, and whether those practices meet your organization’s security requirements.
Compare options by offline call setup, local participant capacity, server requirements, device compatibility, behavior when peers cannot connect directly, and privacy or recording controls. These are separate questions: a system may support local media but still rely on a cloud service for another part of the meeting.
Equipment and network requirements
A networked local call needs a local network, but that does not automatically mean you need to buy a new router or switch; an existing network may already be suitable. Participants also need a functioning camera and microphone. Google’s Meet requirements, for example, list a built-in camera or an external USB camera.
