Start by identifying the inspection your vehicle actually needs: a statutory safety inspection, an emissions test, a commercial roadworthiness check or a personal pre-trip check. The rules depend on your location, vehicle type and use. Check the current instructions from your local inspection authority before relying on any general checklist.
What kind of vehicle inspection do you need?
“Vehicle inspection” can refer to checks with different purposes and legal consequences. Before you book or prepare, confirm which category applies and who administers it.

- Statutory safety inspection: assesses whether a vehicle meets local roadworthiness standards.
- Emissions inspection: checks whether emissions-related systems and results meet the applicable program’s requirements. It may include visual checks, an onboard diagnostic (OBD) test or both.
- Commercial roadworthiness check: includes driver walkaround checks and, separately, operator-run periodic safety inspections for vehicles used commercially.
- Personal pre-trip check: helps you spot visible problems before driving. It is not an official test and cannot establish that a vehicle has passed one.
Look up the rules for your jurisdiction and vehicle class. Requirements can depend on fuel type, age, weight, use and registration area.
What does a vehicle inspection check?
The exact checklist is set by local law or the relevant inspection program; examples from different jurisdictions should not be treated as one universal standard.

Safety inspections
In North Carolina, the statutory safety inspection scope includes brakes, lights, the horn, steering mechanism, windshield wipers, directional signals, tires, mirrors and exhaust or emissions-control devices. Those are North Carolina requirements, not a nationwide checklist. North Carolina General Statutes § 20-183.3.
Emissions inspections
Depending on the local program, an emissions test may inspect emissions-control devices visually, analyze OBD data or do both. North Carolina, for example, requires both the visual inspection of emissions-control devices and OBD analysis to pass where its applicable emissions inspection is required. The US Environmental Protection Agency explains that inspection and maintenance programs identify high-emitting vehicles that may need repairs to meet legal limits; states and local programs set the procedures and eligibility. UK MOT tests for passenger vehicles
The Driver and Vehicle Standards Agency’s MOT checklist for cars and passenger vehicles applies in England, Scotland and Wales. It lists checks covering the interior, exterior, under the bonnet, under the vehicle, emissions and brakes. Commercial vehicle checks
UK guidance for HGV, van, bus and coach drivers includes lights, tyres, wheel fixings, bodywork, trailer coupling, the load, other equipment and the in-cab vehicle-height indicator. It also places responsibility on operators to conduct regular safety inspections and to have a process for taking non-roadworthy vehicles out of service. How should you prepare for an emissions test?
- Confirm that your vehicle is covered. Check your state or local program’s current rules for your registration area, vehicle age, fuel type, class and use. The EPA directs motorists to local authorities for program-specific eligibility and procedure.
- Follow the local test instructions. Find out what documents to bring, where to go and whether the test includes a visual inspection, OBD analysis or both.
- Address warning lights or known faults. Do not assume that a dashboard warning will be ignored or that a repair alone guarantees a pass. Have relevant problems diagnosed and repaired as appropriate.
- Avoid assuming a recently reset OBD system is ready. In Delaware, the DMV says its OBD-II process checks trouble codes and monitor readiness, and notes that a recently replaced battery can leave monitors not ready. Texas illustrates why checking current local rules matters: its Department of Public Safety page dated March 19, 2026 says gasoline vehicles aged 2 through 24 years registered in affected counties receive an OBD-II test, and that Bexar County becomes an emissions county on November 1, 2026. What can you check before an official inspection?
A basic visual review can help you notice obvious problems, but it is not a substitute for the official test or for professional diagnosis.

- Check that exterior lights and directional signals work.
- Look for visible tire damage and check tire pressure against the vehicle manufacturer’s specification.
- Check that mirrors and windshield wipers appear intact and usable.
- Note any warning lights, unusual noises or visible leaks and arrange appropriate assessment.
- For a commercial vehicle, follow the applicable driver walkaround procedure and operator inspection process.
A tire-pressure gauge can help with a pressure check, but it cannot guarantee an inspection pass. If a defect could make the vehicle unsafe, have it assessed and repaired by a qualified professional rather than using a checklist as a repair manual.
Who is responsible for commercial vehicle roadworthiness?
Drivers and operators have distinct roles under UK commercial roadworthiness guidance. Drivers check the vehicle before setting off, including relevant equipment and the load. Operators must arrange regular safety inspections and maintain a process for removing vehicles that are not roadworthy from service. A driver walkaround does not replace the operator’s periodic inspection.
