Using AI Agents to Manage a Customer Support Knowledge Base

AI agents can retrieve approved support guidance and help draft articles from solved cases—but teams need clear content ownership, access controls, human approval, and ongoing evaluation.

AI agents can make approved support knowledge easier to find, use it to answer customer questions, and help staff draft articles from solved cases. They should not be treated as autonomous owners of policy. A reliable setup separates retrieval and response from article approval: the agent works from controlled sources, people approve consequential changes, and the team tests and monitors both.

What it means for an AI agent to manage support knowledge

“Manage” covers two related but distinct jobs. The first is using knowledge: finding relevant approved content and using it to answer a customer. The second is maintaining knowledge: noticing recurring questions that current articles do not answer, then helping staff prepare a candidate article. The first can happen during a support interaction; the second belongs in a content-review workflow.

A common way to ground answers is retrieval-augmented generation (RAG). The system indexes knowledge sources, retrieves passages relevant to a question, and gives those passages to a language model to synthesize a response. RAG can make answers more closely tied to company material, but it cannot make contradictory, outdated, or poorly scoped material authoritative. The quality of the answer still depends on the sources retrieved and the rules around them.

Agents can also support other bounded tasks, such as asking a clarifying question, suggesting an article to an agent, or routing a request to a person. An agent that plans and takes actions is not simply a chatbot that generates text, so define its authority explicitly: what it can read, what it can do, and when it must stop and hand off. The UK government’s overview describes business deployments as concentrated in bounded, controlled settings, with limited consumer-facing authority and common human escalation. Choose an operating model before choosing a tool

Teams can use AI features inside a customer-service platform or assemble a retrieval and agent workflow on cloud infrastructure. The examples below document different approaches, not a head-to-head performance ranking.

Build a knowledge base an agent can use safely

Start with the source material rather than the model. A retrieval system can only select and combine the content it can access; it cannot reliably infer which of two conflicting policies is current or which paragraph was meant for staff only.

Set authority, audience, and scope

Choose a bounded initial use case, such as questions about order status or a defined product’s setup instructions. Name the authoritative sources for that scope and distinguish them from drafts, archived pages, and informal notes. Set who may see each source before retrieval: a customer-facing agent should not be able to retrieve internal procedures simply because they are stored beside public help articles.

Make the audience apparent in both permissions and content labels. Salesforce’s content-governance guidance describes the risk of a mixed-audience returns article: retrieval could expose internal approval thresholds or combine an old return window with a current one. Make articles specific and maintainable

Inventory help-center articles, product documentation, approved procedures, and other candidate sources. Give each important item an owner and review date; identify duplicate copies and retire obsolete material rather than expecting the agent to choose correctly. Split documents that mix unrelated topics or staff and customer instructions. State relevant product, version, date, region, and conditions in the article or its metadata so retrieval has useful context.

  • Separate policy versions: state when a rule applies and remove or clearly archive superseded instructions.
  • Separate audiences: keep customer directions apart from internal workflows, financial details, and operational guidance.
  • Write for retrieval: give each article a clear subject and use precise headings and steps, so a retrieved passage carries enough context to be understood.
  • Control access at the source: enforce permissions before content is available to a customer-facing retrieval workflow.

Those are operating practices, not a guarantee that a particular search or language model will always select the right passage. Test retrieval against your own content and questions.

Use AI to draft knowledge without making it the publisher

A useful maintenance workflow treats a generated article as a candidate, not a policy change. Microsoft describes its Customer Knowledge Management Agent analyzing closed-case notes, conversations, and emails, drafting an article, and comparing the proposal with the existing knowledge base to assess whether it fills a gap or duplicates existing content. Microsoft says users need to actively review generated articles for accuracy and customize them for their business.   1. Find a knowledge gap. Use repeated unresolved questions, cases that require agents to explain the same missing step, or negative feedback to identify a candidate topic. A single unusual case is not automatically evidence that a new general article is needed.
  2. Generate a draft from suitable evidence. Use closed-case material and approved sources for context, but check whether the case reflects a one-off exception, customer-specific facts, or an outdated policy. Do not publish private customer details or internal-only directions as public guidance.
  3. Compare with existing content. Check whether the proposed answer already exists under another title or in a broader article. Resolve overlap by improving or consolidating existing guidance where appropriate, rather than creating another competing version.
  4. Route it to a subject-matter owner. The reviewer checks facts, policy alignment, audience, product and regional conditions, and whether the wording answers the actual question. Require the relevant owner to approve consequential policy or procedural changes.
  5. Publish through established controls. Use the normal article lifecycle, including ownership and review dates. Keep drafts separate from material the customer-facing agent can retrieve.
  6. Monitor what happens next. Check whether the article is retrieved for the intended questions, whether it resolves them, and whether it creates new confusion or conflicts. Feed those findings into the next review.

Evaluate answers before and after launch

Do not assess only whether the response sounds fluent. Keep retrieval quality and answer quality distinct where possible: an answer can faithfully summarize the wrong article, or a relevant article can be retrieved but misrepresented in the response.

Create a representative test set

Assemble real support questions paired with approved answers and expected source material. Include ordinary questions as well as cases designed to reveal likely failures:

  • policy edge cases and questions with important product, date, or regional conditions;
  • ambiguous questions that should trigger clarification rather than a confident guess;
  • questions where old and current material could be confused;
  • requests that should be refused or handed to a person;
  • content-access tests to confirm internal material cannot surface to customers.

For each test, inspect whether the system retrieved relevant passages, used the right version, represented the source correctly, and handled uncertainty or escalation appropriately. Check any source links or citations the customer sees; a source link is useful only if it points to material the customer may access and that actually supports the answer.

Monitor failures as operational signals

Review negative feedback and cases where the source material itself is contradictory. Look for missed retrieval, incorrect synthesis, outdated content, improper access, and failed handoffs as distinct problem types. Correct the underlying article or permission problem when that is the cause; changing a prompt alone will not repair an authoritative source that remains inconsistent.

AWS’s NewDay case study reports a 40% increase in accuracy attributed mostly to knowledge-base processing that included article retrieval through APIs, a defined chunking strategy, vector embeddings, and a vector database. AWS also describes logging questions and feedback, weekly business-expert review of poor feedback, translating findings into experiments, and evaluating new versions against a pre-production dataset before deployment. This is a vendor-published result for that case, not an expected improvement for other organizations. AWS: NewDay builds a generative AI-based customer-service agent assist.

Keep human access and accountability visible

Define when the agent must offer a person, and make that route accessible rather than forcing customers through repeated unsuccessful AI steps. A human escalation path is also a way to handle cases where the question is outside the agent’s scope or the knowledge is inadequate.

In a Gartner survey of 3,566 B2B and B2C customers conducted in February and March 2026, 87% said it was essential for companies using generative AI in customer service to provide an option to reach a human agent; 50% said their interactions were easier when companies used generative AI. How to choose between a platform feature and a custom build

The key decision is not which model makes the strongest claim. It is whether the full workflow fits your knowledge, permissions, review process, and support operation. Compare candidate setups on these concrete capabilities:
