Neither USDC nor USDT can be called universally safer or more compliant on the evidence available. A Federal Reserve comparison of attested disclosures found stronger backing by its higher-quality reserve category for USDC, while Circle and Tether publish different kinds of reserve information. Regulatory status depends on the jurisdiction, applicable rules and date; the sources cited here do not establish a complete, like-for-like legal determination for both tokens.

The Federal Reserve figures are its analysis of attested disclosures, not live reserve balances or a same-day audit. The Tether totals are from Tether’s Q4 2025 announcement and are not directly comparable with Circle’s figures in a different reporting context.

What the reserve figures do—and do not—say
Coverage is not the same as reserve quality
Coverage asks whether reported reserve assets equal or exceed the stablecoins in circulation. Composition asks what those assets are and how readily they might be converted or relied on during stress. In the Federal Reserve note’s categorization, the higher-quality group comprises Treasuries, Treasury-backed repurchase agreements and bank deposits. Its comparison indicates a stronger position for USDC on that particular measure; “higher quality” is the note’s classification, not a guarantee that an asset is risk-free or that redemptions will always be immediate.
The note’s ratios should be read as an analytical comparison of attested disclosures, not as a current balance check. Reserve holdings, liabilities and disclosure periods can change. The note does not make the figures a live audit or establish that the two issuers’ latest underlying reports share an identical cutoff and scope.

Circle’s reserve-fund disclosure
Circle says it has issued reports on all reserve assets since 2018. Its 2025 annual report, filed with the SEC in 2026, describes website reporting that moved from monthly to weekly, as well as daily information for the Circle Reserve Fund on BlackRock’s website. The filing says approximately 88% of USDC reserves were in that fund as of December 31, 2025. These are distinct reporting channels and dates; the percentage is not a current reserve snapshot. Tether’s attestation disclosure
Tether’s announcement about its Q4 2025 attestation says BDO prepared it and reports nearly $193 billion in reserve assets alongside $6.3 billion in excess reserves. Transparency: compare the reporting, not just the headline numbers
Reporting cadence and assurance scope answer different questions. Frequent reserve updates can make changes easier to track, but cadence alone does not establish the quality of the underlying assets or the completeness of an assurance engagement. Likewise, naming an attestation preparer tells readers who prepared that report, not everything the report examined.

To assess a particular report, check its date, the assets and liabilities covered, the procedures described, and any stated limitations. The sources available here establish that Tether named BDO as preparer of its Q4 2025 attestation, but they do not establish the scope of both issuers’ latest underlying reports. A like-for-like assurance comparison therefore cannot be made from these materials alone.

Does the GENIUS Act make USDC or USDT more compliant?
Not on the evidence cited here. Circle’s GENIUS Act page presents the law as a major US stablecoin milestone and describes Circle’s own reserve arrangements and compliance position. That is an issuer’s account, not an independent finding that settles Circle’s or Tether’s legal status. Circle’s GENIUS Act page
Circle’s SEC-filed 2025 annual report describes the Act as generally limiting US payment-stablecoin issuance to permitted issuers subject to federal or state supervision. It also describes baseline requirements involving reserves, timely redemption, financial-crime compliance, risk management, consumer protection, disclosures and examinations. The filing notes that, until the Act’s effective date and for products outside its scope, Circle continues to assess products under existing law and applicable interpretations. Circle’s USDC product page lists native support on 38 blockchain networks as of September 16, 2026. The evidence cited here does not provide a comparable same-date Tether network list, so it cannot support a fair numerical comparison of USDC and USDT availability. Before sending either token, verify that the asset and network are supported by both the sending and receiving service; a token with the same ticker on a different chain may not be interchangeable. How to choose between USDC and USDT
- If reserve composition is your main criterion: the Federal Reserve’s comparison favors USDC on its higher-quality-reserve measure. Treat it as an analysis of attested disclosures, not a promise of risk-free value or immediate redemption.
- If reporting is your main criterion: compare the dates, cadence and scope of each issuer’s actual reserve reports. Circle describes a longer reporting history and multiple reporting frequencies; Tether’s cited announcement identifies BDO as preparer of its Q4 2025 attestation. Those facts alone do not make the assurance engagements equivalent.
- If legal status is your main criterion: do not infer a universal compliance verdict from the issuer pages. Check current rules and authoritative guidance for the jurisdiction and activity that matter to you.
- If transaction compatibility is your main criterion: confirm the exact chain and receiving service before transferring. The available network evidence is not symmetrical for the two tokens.
