That is a significant U.S. licensing milestone—not approval to load fuel or generate electricity, and not evidence that the reactor is dedicated to a data center. The connection to data centers is currently the wider demand for power, not a documented supply deal for this unit.
What did the NRC approve for TVA?
On September 29, 2026, GE Vernova Hitachi announced that the NRC had issued TVA a construction permit for Clinch River Unit 1, near Oak Ridge, Tennessee. The company described it as the first U.S. construction permit for a BWRX-300. TVA submitted its application in April 2025, according to the announcement. GE Vernova Hitachi’s announcement

The permit authorizes construction of one reactor at that site. It does not authorize operation. TVA would need a later authorization before loading fuel or generating electricity; the unit is not yet producing power or serving any customer. TechRadar’s report

The NRC describes the BWRX-300 as an approximately 300 MWe, water-cooled, natural-circulation small modular reactor with passive safety features. UK regulator guidance identifies it as boiling-water reactor technology. NRC project summary · UK government GDA guidance

Is TVA’s reactor actually dedicated to a data center?
The available project announcement does not name a data-center customer or describe a dedicated power supply agreement for Clinch River Unit 1. The permit is relevant to discussions about data centers because AI and data-center growth is increasing attention on large, reliable electricity supplies. But that broader context should not be mistaken for a confirmed plan to supply a particular data center.
TechRadar reported that the NRC completed its assessment in 14 months. That timing is TechRadar’s account, rather than a duration stated in the manufacturer’s announcement. TechRadar’s report

How does the U.S. milestone compare with the UK?
The UK has completed Step 2 of the BWRX-300’s Generic Design Assessment (GDA). A GDA assesses a reactor design; it is not a site-specific construction approval. UK regulators said the assessment found no fundamental shortfalls that could prevent deployment in England and Wales, while making clear that detailed assessment and site-specific permissions would still be needed. Their announcement also said no plans or sites for deployment in England and Wales had then been identified. UK regulators’ Step 2 announcement

| TVA, Clinch River, Tennessee | The NRC issued a construction permit for one BWRX-300 unit. | A later operating authorization is required before fuel loading or electricity generation. |
| BWRX-300 design assessment, UK | Step 2 of the generic design assessment is complete; regulators reported no fundamental shortfalls preventing deployment in England and Wales. | Detailed assessment and site-specific approvals, including environmental permits, development consent and an ONR nuclear site licence, remain necessary before construction. No deployment site or plan had then been identified. |
| Blue Energy proposal, Texas | GE Vernova Hitachi said Blue Energy submitted the first part of an NRC construction-permit application in September 2026 for a planned BWRX-300 in a gas-plus-nuclear project. | The announcement establishes an application milestone, not an issued construction permit or a data-center supply arrangement. |
These projects are at different regulatory stages: Clinch River has a site-specific construction permit, the UK has completed a design-assessment step, and the Texas proposal is at an application stage. The available announcements do not establish matching construction schedules or a confirmed data-center customer for any of them. What the permit means—and what it does not
- It means: TVA has authorization to build one BWRX-300 at Clinch River under the construction permit.
- It does not mean: the reactor has an operating license, can load fuel, or is generating electricity.
- It does not establish: that a data center is the unit’s customer, or that a dedicated power agreement exists.
- It does not make the UK assessment a build approval: the GDA is a design review, and site-specific permissions remain required.
