UPI MDR Rollout Deferred Until After Diwali; Exact Date Still Unannounced

NPCI has pushed the proposed MDR on select merchant UPI transactions to immediately after Diwali, with the exact date still to be notified. The reported framework distinguishes merchant-side fees from free consumer and P2P transfers.

NPCI has deferred the planned merchant discount rate (MDR) on select merchant UPI payments until immediately after Diwali, but has not announced the new start date. The deferral delays the proposal; it does not amount to a reported cancellation. Although the assignment title refers to Jairam Ramesh questioning the move, no verified statement or question from him is established in the available reporting, so his position cannot responsibly be described as fact.

What changed, and when will the charge begin?

On 13 October 2026, NPCI said the MDR on select person-to-merchant (P2M) UPI transactions would be implemented “immediately post Diwali” on a date to be notified separately. Business Standard reproduced NPCI’s statement that the decision took the festive season into account. NPCI managing director and CEO Dilip Asbe separately told Mint: “We have deferred the rollout until after Diwali. The final date will be announced soon.” (Business Standard; Mint)

The previously reported commencement date was 15 October 2026. “Immediately after Diwali” is not a specific calendar date: NPCI said it would notify the date separately. Reports speculating about a later date, including January 2027, are not an announced implementation date.

What is proposed, and who would pay?

MDR is a merchant-side fee for accepting a payment, not a charge automatically added to every customer’s UPI transfer. The Ministry of Finance said on 8 August 2026 that consumers would not face UPI transaction charges and person-to-person (P2P) transfers would remain free. It described any future MDR as limited to threshold-based merchant transactions, with the UPI and Services Steering Committee headed by NPCI to decide on MDR if the relevant bill passed. Current reports describe the proposed rate and exemptions as follows. These are reported framework details, not a newly announced final schedule accompanying the deferral.

Transaction or merchant Reported proposed treatment Attribution
Eligible merchant UPI payment above ₹2,000 0.40% MDR, capped at ₹300 Business Standard, 2026
Some categories, including bill payments, fuel and education Flat ₹5 fee Business Standard, 2026
P2P transfers Exempt; Ministry of Finance said they would remain free Ministry of Finance, 8 August 2026; Mint for reported framework detail
Merchant payments of ₹2,000 or less Reported exempt Mint, 2026
Small merchants with monthly UPI transactions up to ₹1 lakh Reported exempt Mint, 2026

Business Standard reported the rate, cap and flat-fee categories; Mint reported the additional exemptions. The Department of Financial Services’ page confirms that an FAQ was published on 15 September, but its accessible page text does not expose the answers supporting those detailed exemptions. Why was the rollout deferred?

NPCI’s stated reason was the festive season. Mint also reported trade-body pushback and concern that new merchant costs could dampen festive spending; those are contextual concerns reported by the publication, not NPCI’s stated explanation. The deferral therefore changes timing, while reports available on 13 October said the framework itself was unchanged.

Why is MDR being discussed?

The Ministry of Finance’s August statement framed the wider policy debate around the sustainability of UPI infrastructure, fraud prevention, cybersecurity and financial inclusion. UPI activity is large: the Government of India reported 2,366 crore transactions worth ₹29.9 lakh crore in July 2026. The Economic Times reported that more than 95% of merchant UPI transactions by volume were expected to remain free under the proposal. It also attributed an estimate of about ₹21,000 crore in annual UPI ecosystem operating costs to NPCI CEO Dilip Asbe; that is a reported executive estimate, not an audited figure established by the cited sources. What is known about Jairam Ramesh’s question?

As of 13 October 2026, the contemporaneous reports supporting the deferral do not establish a specific question, direct statement or reliably attributed comment from Jairam Ramesh about it. It would therefore be inaccurate to say that he opposed the fee, criticized the timing or asked a particular question without a verified primary statement or reliable report. The confirmed news is NPCI’s deferral and the still-unannounced date.
