That does not automatically settle every separate fee a bank, app or payment provider might list for an ancillary service.
What MDR means in a UPI payment
MDR stands for merchant discount rate. It is the fee associated with accepting a payment, normally charged within the merchant-acquiring arrangement rather than billed to the person buying the goods. RBI describes MDR as a fee charged by an acquiring bank for accepting a merchant payment. The merchant is the party expected to bear it, not the customer.

A single card or digital-payment transaction can involve several parties. The issuer is the bank or institution that provided the payer’s account or card; the payment network routes and authorises the transaction; the acquirer connects the merchant to the payment system; and a payment aggregator may provide the technical and settlement service. Where an MDR exists, the amount can be shared among some or all of those participants under their commercial arrangements.

| Participant | What it does in the payment chain | How MDR relates to it |
|---|---|---|
| Issuer | Maintains the payer’s account or card and authorises the debit | May receive a share of an applicable acceptance fee |
| Payment network | Routes and processes the payment message | May receive a network portion where the rules permit one |
| Acquirer | Enables the merchant to accept and settle payments | Charges or administers the merchant-side acceptance fee when one applies |
| Payment aggregator | Can supply onboarding, checkout, QR or settlement infrastructure | May receive a contracted share or service charge, subject to the provider’s terms |
The important distinction is between the fee charged inside that business-to-business chain and the amount shown to a shopper. RBI’s guidance says merchants should bear MDR instead of passing it through as a separate debit-card or payment-acceptance surcharge.

Is UPI free for merchants?
For the prescribed modes, RBI’s Report on Trend and Progress in Banking in India records the Central Government announcement that no charge, including MDR, applies from January 1, 2020. The listed modes are RuPay debit-card payments, UPI (BHIM-UPI), and UPI QR Code (BHIM-UPI QR Code).
In practical terms, a shop accepting a normal payment through the covered UPI or BHIM-UPI QR mode should not have an MDR deducted from that payment under the announced treatment. The policy statement is about the payment mode, not a promise that every product sold by every provider around UPI is free.
| Payment situation | What the cited RBI material establishes | What it does not establish |
|---|---|---|
| UPI payment through the specified BHIM-UPI mode | No charge, including MDR, under the announcement recorded by RBI from January 1, 2020 | That every unrelated provider service or optional feature has no fee |
| BHIM-UPI QR Code payment | No charge, including MDR, under the same announcement | That a physical display, software subscription or other ancillary service must be free |
| RuPay debit-card payment covered by the announcement | No charge, including MDR, under the specified treatment | That all debit-card arrangements, products or later rules have identical terms |
| Other payment products or services | Not determined by the UPI announcement alone | Whether a provider may list a separate contractual or ancillary charge |
Because provider agreements can change, a merchant should read the current schedule of charges and settlement terms for any service bundled with acceptance. The no-MDR treatment for the specified UPI modes should not be expanded into a claim that every UPI-related service, account feature, payout option or support plan can never carry a separate charge.

Who pays UPI charges, and can a shop charge extra?
For an MDR that falls under the merchant-acceptance rules, the merchant bears the fee. RBI’s debit-card direction is explicit that banks should ensure merchants do not pass MDR charges to customers. The same principle explains why a shopper should not be told to pay an added percentage merely because the merchant accepted a covered payment mode.
A merchant may still encounter a line item in a provider agreement that is described as a service, equipment, settlement or subscription charge rather than MDR. The available RBI material does not decide every such ancillary fee. Ask the provider to identify the contractual service, the applicable rate or fixed amount, the tax treatment and the date on which it applies. Keep that explanation separate from the question of whether MDR is allowed for the underlying UPI transaction.
If a cashier says “UPI surcharge,” ask whether the amount is being treated as MDR, a separate provider service, or a pricing decision unrelated to payment acceptance. A merchant cannot make a prohibited MDR pass-through acceptable simply by renaming it. Conversely, a genuinely separate service charge must be checked against the provider’s written terms rather than assumed to be an MDR violation.

When does MDR apply? UPI and debit cards follow different rules
UPI’s prescribed no-charge treatment and debit-card MDR caps are separate regulatory concepts. Do not use a debit-card percentage as a UPI rate. RBI’s December 6, 2017 circular set a debit-card framework effective January 1, 2018, with different maximum rates based on the merchant’s previous-year turnover and the way the card was accepted.
| Merchant category and acceptance type | Maximum debit-card MDR in the 2017 circular | Per-transaction ceiling |
|---|---|---|
| Small merchant: previous-year turnover up to ₹20 lakh; physical point of sale, including online card transactions | 0.40% | ₹200 |
| Small merchant: QR-code-based card acceptance | 0.30% | ₹200 |
| Other merchant: physical point of sale, including online card transactions | 0.90% | ₹1,000 |
| Other merchant: QR-code-based card acceptance | 0.80% | ₹1,000 |
These are historical maximums from the 2017 debit-card circular, not current UPI charges. They also are not a guarantee that an acquirer will contract at the maximum. For an illustrative ₹10,000 debit-card sale under the small-merchant physical-POS rate, 0.40% would be ₹40, below the ₹200 ceiling. Under the “other merchant” physical-POS rate, 0.90% would be ₹90, below the ₹1,000 ceiling. The illustration explains the cap; it does not change the circular’s date or make the rates current for every merchant.
The circular also says: “Banks are also advised to ensure that merchants on-boarded by them do not pass on MDR charges to customers while accepting payments through debit cards.” The instruction was issued by Nanda S. Dave, Chief General Manager-in-charge, RBI, in the circular dated December 6, 2017.

How to check the fee treatment for your own QR or checkout
- Identify the payment rail. Confirm whether the customer paid by UPI, BHIM-UPI QR, RuPay debit card, another card network or a different product. A QR displayed at the counter does not by itself prove which rail was used.
- Read the onboarding schedule. Find the sections titled MDR, merchant discount rate, service fee, settlement fee, platform fee, rental, subscription or payout fee. Record whether each item is percentage-based, fixed, one-time or recurring.
- Check the effective date and scope. Match the fee to the transaction type, merchant category, turnover band and acceptance channel. Do not apply the 2017 debit-card table to a UPI payment.
- Compare settlement records with the invoice. For a covered UPI payment, verify the gross amount, any deductions shown and the net amount deposited. If a deduction is labelled MDR, ask the acquirer for the legal and contractual basis.
- Request a written explanation. Ask the provider to distinguish an MDR deduction from an ancillary service charge and to state whether taxes or minimum monthly commitments apply.
- Retain evidence. Keep the signed or electronically accepted agreement, current tariff, settlement report and support response. These documents make it possible to challenge a deduction without guessing what it represents.
A merchant UPI QR standee is simply an optional physical display aid. It can make the QR easier to find, but it does not establish eligibility, change the payment rail or determine whether a fee applies.

A payment can fail even when no MDR is charged. RBI’s September 20, 2019 framework sets outer limits for reversing failed transactions and compensation where applicable. The time limits depend on what happened after the payer’s account was debited.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Failure scenario | Required outer limit | Compensation for delay beyond the limit |
|---|---|---|
| UPI fund transfer: payer debited, but the beneficiary is not credited | Beneficiary bank must reverse within T+1 day if the transfer cannot be completed | ₹100 per day |
| UPI merchant payment: payer debited, but merchant confirmation is not received | Auto-reversal within T+5 days | ₹100 per day |
“T” is the transaction date. The circular describes the prescribed TAT as “the outer limit for resolution of failed transactions.” The framework was issued by RBI on September 20, 2019 and signed by P. Vasudevan, Chief General Manager. A delayed reversal is therefore a failed-transaction remedy, not proof that an MDR was charged and not a new merchant acceptance fee.

Why UPI scale and limits are not MDR rules
UPI’s size can make fee questions seem urgent, but usage statistics and transaction limits answer different questions. In an RBI policy statement dated August 8, 2024, the individual UPI user base was described as 424 million. That is a dated 2024 figure, not an October 2026 count and not a measure of merchant MDR.
The same 2024 statement said the limit for tax payments through UPI would be increased from ₹1 lakh to ₹5 lakh per transaction. A higher transaction ceiling tells you how much may be paid for that specified purpose; it does not create an MDR rate or override the no-charge treatment recorded for the prescribed UPI modes.
Common mistakes to avoid
- Calling every QR payment “UPI.” A QR can initiate different rails or card acceptance arrangements. Check the transaction record.
- Quoting debit-card caps as UPI prices. The ₹20 lakh turnover threshold, 0.30% to 0.90% rates and ₹200 or ₹1,000 ceilings belong to the 2017 debit-card framework.
- Assuming “free UPI” covers every provider feature. The announced no-charge scope does not resolve every ancillary fee in an individual contract.
- Treating a failed payment as an MDR dispute. Use the T+1 and T+5 reversal framework for the relevant failure scenario.
- Ignoring the date of a rule. The debit-card figures are effective from January 1, 2018 under a December 6, 2017 circular. Check current RBI directions and the provider’s current agreement before relying on them.
The practical answer for merchants and customers
For the specified BHIM-UPI and BHIM-UPI QR transactions, RBI records no charge, including MDR, from January 1, 2020. MDR is ordinarily a merchant-side acceptance cost, and it should not be passed to the shopper. Debit-card MDR has its own framework and historical caps; those numbers are not UPI tariffs. If money is deducted after a failed UPI payment, apply the separate reversal timelines rather than calling the deduction MDR. For anything described as a platform, settlement or other ancillary fee, rely on the current written terms of the actual provider.
