In Great Britain, compliant plug-in solar became available on 27 August 2026, so the choice is no longer hypothetical. A plug-in kit costs less to get started and can offset some daytime use; a full rooftop installation is a much larger, hardwired system with greater generation potential and a route to export payments if it meets the relevant requirements. Which makes sense depends on the roof, budget, electricity-use pattern and how soon you want solar—not on a universal promise of savings.
What changed: plug-in solar is now an option in Great Britain
The Department for Energy Security and Net Zero announced the launch of compliant plug-in solar products on 26 August 2026, with the Great Britain route taking effect on 27 August. The interim rules apply to compliant products; they do not mean every panel-and-inverter bundle sold online is suitable to plug into a home socket. Check that a model is approved, follow its instructions and complete any required registration. The government’s launch announcement describes the change.

Coverage is not uniform across the UK. Energy Saving Trust guidance accessed 7 October 2026 said Northern Ireland’s regulations had not yet been updated. Anyone there should check current local rules before buying or connecting a device. Energy Saving Trust’s plug-in solar guidance sets out the consumer considerations.

| Decision point | Plug-in solar | Full rooftop solar |
|---|---|---|
| Installation | A compliant device is connected through a standard socket and installed according to its instructions; registration may be required. | Panels are permanently mounted and hardwired, normally by a professional installer. |
| Scale | Current consumer guidance describes average output of up to about 800 W. | A cited typical domestic system is 3.5 kW; systems above 3.68 kW per phase generally need Distribution Network Operator approval. |
| Up-front cost examples | Energy Saving Trust lists compliant kits from around £450. | The Solar Roadmap gives £6,500 for a typical 3.5 kW system in 2024/25; Energy Saving Trust separately cites around £7,600 as an average system cost. |
| Export payments | Energy Saving Trust says Smart Export Guarantee access is generally unavailable without MCS certification, though a supplier may offer a different tariff. | Smart Export Guarantee eligibility requires MCS or equivalent certification for both the installation and installer. |
| Battery storage | The interim plug-in rules do not cover plug-in solar with an integrated battery. | A home battery can be paired with rooftop solar; whether it adds value depends on household use and tariff. |
The figures are not like-for-like quotes. The Solar Roadmap’s £6,500 figure is for a typical 3.5 kW installation in 2024/25; it also records about £9,000 in 2013/14, adjusted to 2024 prices. Energy Saving Trust’s separate figure of around £7,600 is described as an average, without the same specification in the cited guidance. Treat both as reference points, not a price promise for a particular roof.

What plug-in solar can generate and save
Energy Saving Trust estimates that an 800 W plug-in system can generate around 700 kWh a year under its research assumptions. Its estimated bill savings are £100 annually for a household occupied during the day and £70 for a household out during the day. Those estimates assume typical annual electricity use of 2,500 kWh, a south-facing installation at 30 degrees with no shade in Manchester, and electricity priced at 24.7p/kWh. A different location, orientation, shading, tariff or occupancy pattern changes the result.
The government’s 26 August 2026 announcement gives a separate estimate of up to £110 in annual savings and says plug-in solar could cover up to 20% of average home electricity use. That is a government estimate, not a guaranteed saving or a directly interchangeable calculation with the Energy Saving Trust scenarios.

The practical value comes from using the electricity while it is being generated. A household that runs appliances during daylight may use more of its own solar output; electricity generated when demand is low may have less immediate value, particularly where export payments are unavailable. Plug-in solar is therefore better understood as a way to offset some everyday loads than as a substitute for a larger rooftop system.
When a full rooftop installation may be the better fit
A full installation is the more substantial option for a homeowner who wants generation beyond the roughly 800 W plug-in scale, has a suitable roof and can manage a larger upfront project. Rooftop systems can also be configured with a home battery, while the current interim plug-in route does not cover an integrated battery product.

- Generation capacity: A typical cited rooftop system is 3.5 kW, several times the plug-in output ceiling described in current guidance.
- Roof conditions: South-facing, unshaded roofs are especially favourable. East- and west-facing roofs can also work, while shade and property constraints affect suitability.
- Export: A full system can qualify for Smart Export Guarantee payments if both the installation and installer have MCS or equivalent certification. Above 3.68 kW per phase, DNO approval is generally needed.
- Long-term integration: The panels are permanently mounted and wired into the home rather than being a movable socket-connected device.
The Department for Energy Security and Net Zero reported nearly 150,000 MCS-certified solar panel installations in the first six months of 2026, 17% above the previous highest start to a year in 2025; it also reported 36,000 certified battery installations over that period. These national figures indicate strong uptake, not a forecast of what an individual household will save.
When waiting for or choosing plug-in solar may make more sense
A plug-in kit has a lower listed entry cost and can be portable, making it worth considering when a rooftop project is unaffordable, impractical or not permitted. It may suit some renters or flat owners, but they need landlord or freeholder permission. Energy Saving Trust notes that garden setups are generally more suitable than current balcony options; suitability also depends on a safe location, electrical setup and an approved device.

- Check the current approved-device list and the product’s installation instructions before purchase.
- Confirm that the socket and circuit are appropriate for the device; do not assume any ordinary panel-and-inverter combination is compliant.
- Ask the landlord or freeholder before installing equipment on a balcony, garden or other shared or rented property.
- Check current rules for your nation of the UK, especially if you are in Northern Ireland.
Choosing a smaller system does not automatically mean it is the better value: lower initial cost is accompanied by lower generation capacity, and export options are more limited. Conversely, a rooftop system is not automatically worthwhile for every property; roof condition, permissions, shading, cost and household consumption all matter.
How to make the decision without treating estimates as guarantees
- Establish what is permitted. Identify whether the property is in Great Britain or Northern Ireland, check the applicable current rules, and confirm landlord or freeholder consent if relevant.
- Assess the site. For a rooftop system, consider roof direction, shade, structural suitability and any property or planning constraints. For plug-in equipment, confirm a suitable location and electrical connection.
- Compare capacity with daytime demand. Plug-in solar is capped at about 800 W average output in the current guidance; estimate how much electricity the household can use while the panels are producing.
- Compare costs on the same basis. Treat £450 plug-in kit pricing, £6,500 for a typical 3.5 kW rooftop system in 2024/25 and the separate £7,600 average estimate as dated reference figures, not equivalent quotations. Get a system-specific quote for a rooftop installation.
- Include export and storage in the calculation. Check whether the planned rooftop installation and installer meet certification requirements for the Smart Export Guarantee, and verify any alternative export tariff directly with the supplier. Account for battery costs and the household’s tariff rather than assuming storage always improves returns.
What the evidence does—and does not—say about choosing now
The national guidance establishes the trade-off: plug-in solar is a newly available, lower-cost way to offset a portion of household daytime consumption, while rooftop solar offers a larger permanent system and a clearer route to certified export payments. It does not establish a universal payback period, nor can national estimates show what one specific household would save.

Energy Secretary Miatta Fahnbulleh described plug-in solar as “a simple, affordable way for households to take control of their energy bills and start saving straight away.” That is the government’s case for the new option, not a guarantee that it will outperform a rooftop installation for every home. The right comparison is a compliant plug-in product against a property-specific rooftop quote, using the same household’s usage, tariff and export assumptions.
