UETS and KEP are not interchangeable. Turkey’s UETS is the channel for formal electronic notification under Law No. 7201; KEP is registered electronic mail that provides evidence about correspondence. A KEP address does not replace a UETS address when statutory e-notification applies.
UETS and KEP serve different purposes

In practical terms, UETS is the formal notification channel; KEP is for evidence-bearing email correspondence. Having one does not mean you have the other.

Who may be required to use UETS?
The Ministry of Justice’s summary of Article 7/a of Law No. 7201 says that specified groups are subject to mandatory electronic notification. Its examples include public institutions, private-law legal entities, notaries, registered lawyers, mediators, expert witnesses, and administrative legal units. Individuals outside the mandatory groups may request a UETS address.

This is a government summary, not a complete assessment of every person’s current legal obligations. Whether a specific individual or organization must use UETS depends on its legal status and the rules applicable to it; check current requirements rather than assuming that a short category list settles the question. The Ministry says electronic notification under the system began on 1 January 2019.

What happens when a UETS notification is sent?
PTT describes records for the system’s acceptance of an electronic notification, its delivery to the recipient, its reading, and its legal acceptance after five days. In its official English explainer, PTT states: “The notification record is created regarding the acceptance of the e-notification by the system, its delivery to the recipient, its reading by the recipient, and its legal acceptance after 5 days.”
PTT also says that failed or delayed informational SMS or email alerts do not affect a notification’s validity. Do not rely on an alert as the only indication that something has arrived: check the UETS account itself. For a particular case, obtain legal advice about the applicable deadline and how it is calculated.

PTT says UETS addresses are unique 15-digit identifiers, are free to obtain, and include 100 MB of archive storage. The login methods PTT lists are a password with SMS verification, e-Devlet, an electronic signature, or a mobile signature. Account procedures and authentication options can change, so consult PTT’s current UETS instructions for the live setup and access process.
When to use KEP instead
KEP is for correspondence where evidence about electronic messages matters. BTK describes the service as qualified email providing legal evidence about messages, including sending and delivery. It can support business, official, private, or commercial communications, subject to the account’s permissions and the recipient arrangements.
That evidence-bearing role does not turn KEP into the statutory notification system. If a legally authorized authority sends a notification that must be served through UETS, an existing KEP address is not an alternative route.
