U.S. Chip Manufacturing vs. Overseas Production: Key Differences

The U.S. is rebuilding chip capacity, but overseas regions remain central to global production. The difference depends on chip type, manufacturing stage, project status and supply-chain depth.

The United States makes a relatively small share of the world’s chips, while East Asia remains the center of global production—but “U.S. versus overseas” is not a simple contest between complete, self-contained industries. Chipmakers specialize in different products and process stages, and a single chip can cross borders between fabrication and packaging. The useful comparison is by chip type, production stage, operating capacity, supply-chain depth, and public support.

How much chip production is in the U.S.?

The U.S. Department of Commerce Office of Inspector General (OIG) says the United States produces about 10% of the world’s semiconductor supply, while East Asia accounts for 75% of global production. Those figures describe shares of world supply, as reported by the OIG; they are not measures of how much of U.S. demand is met domestically.

A separate January 2026 White House proclamation says the U.S. fully manufactures approximately 10% of the chips it requires. That uses domestic chip requirements as its denominator, not global production. The two figures should not be combined or treated as interchangeable.

These broad measures also hide differences among chip categories and production steps. A national share alone cannot tell you whether a country is strong in a particular type of chip, whether its facilities are running at scale, or where a finished product’s wafer was fabricated.

Which regions lead in different kinds of chips?

Chip manufacturing includes products with different designs and process requirements. The U.S. International Trade Commission (USITC), in its 2024 analysis of U.S. exposure to Taiwan’s semiconductor industry, describes relative regional strengths rather than one universal leader:

Chip segment Regional strength identified by USITC
Logic Taiwan has greater capacity.
Memory South Korea has greater capacity.
Analog The U.S. has greater capacity.

These are comparisons by segment, not claims that one region makes every kind of chip better or that the listed regions are the only producers. Logic, memory, and analog capacity serve different needs and are not directly interchangeable. The USITC comparison also does not establish a complete ranking of every country, process node, or production stage.

Where in the production chain is a chip “made”?

Wafer fabrication is only one part of semiconductor production. After fabrication, chips may be assembled, tested, and packaged—often abbreviated as ATP. These steps can happen in a different country from the original wafer fab.

That matters when interpreting trade statistics: an import’s recorded country of origin may reflect where ATP took place rather than where its wafer was fabricated. The USITC cautions that import data can therefore give an incomplete picture of exposure to a particular fab location. “Made in” can describe different stages, so a country-level comparison is clearer when it specifies which stage it means.

Is leading-edge chip production operating in the U.S.?

Yes. TSMC says its Arizona fab began high-volume production of N4 chips in the fourth quarter of 2024. In its 2024 annual report, the company said Arizona yields were comparable to those at its Taiwan fabs. That is evidence of operating advanced production in the U.S.; it does not establish equal costs, equal output volumes, or the same depth of surrounding suppliers and workforce.

The OIG’s semiconductor-manufacturing page includes the statement that the U.S. produces about 10% of the world’s supply and “none of the most advanced chips.” That overview should be read alongside the later-dated operating milestone TSMC reports for Arizona. The OIG statement does not negate the Arizona N4 production reported for late 2024.

TSMC’s 2024 annual report also says the company served 522 customers with 11,878 products using 288 process technologies. These figures illustrate the scale and variety of TSMC’s overall manufacturing operation; they are not a direct comparison with U.S. industry output.

How much U.S. capacity is operating, and how much is still planned?

Public announcements and funding awards do not mean a factory is already producing chips. A project can move through awards, construction, equipment installation, certification, and production; those stages should not be counted as equivalent operating capacity.

A 2026 Government Accountability Office (GAO) report, covering awards through July 2025, summarizes $30.9 billion in direct funding across 40 projects at 19 companies, plus $5.5 billion in loans to two companies. These are reported support amounts, not a measure of completed capacity or company revenue. GAO’s project summary says only one newly completed leading-edge logic facility had been certified by June 2025.

The same summary reports a Commerce estimate that funded projects collectively aim to raise the U.S. share of leading-edge logic manufacturing from 0% in 2022 to 20% by 2030. That is a projected target, not a measured result or a guarantee that all announced projects will be completed on schedule.

What federal support affects the comparison?

U.S. expansion is supported through a mix of direct funding, loans, and tax incentives. Under rules described by the U.S. Department of the Treasury in October 2024, the Advanced Manufacturing Investment Credit is generally 25% of the basis of qualified property at eligible advanced manufacturing facilities, subject to the applicable requirements. The percentage applies to eligible property, not to every project’s total cost.

These programs can change the economics of a location decision, but they do not by themselves show that U.S. production has the same costs or capabilities as production elsewhere. A January 2026 White House proclamation also describes tariffs on certain advanced computing chips and exemptions; tariff details can change, so current exposure depends on the rules in force for the particular product and transaction.

Is U.S. chip manufacturing more expensive?

The available figures do not establish a current, like-for-like U.S.-versus-overseas cost premium. A meaningful comparison would need to control for factors such as process node, fab type, utilization, input costs, and public support. Without that common basis, a single percentage premium would overstate what the evidence shows.

For the same reason, neither an operating milestone nor a government award alone proves a particular cost advantage or disadvantage. They answer different questions: whether production has started, what support has been awarded, or what capacity a project aims to build.

Why do companies and governments maintain production in multiple regions?

Semiconductor production is an interconnected network, not a single factory activity. Regional specialization means a country can be comparatively strong in one segment while relying on other regions for different chips or production stages. Concentration in a few regions also creates exposure to disruptions.

GAO cites the 2020–2023 semiconductor shortage as having exposed long-term supply-chain risks. Expanding domestic capacity can reduce some reliance on concentrated supply, but the figures above do not show that the U.S. will become self-sufficient or that overseas production will cease to matter. The practical comparison is how the network distributes capabilities and vulnerabilities, and how much announced expansion becomes operating capacity.
