The categories describe different roles: supporting a computer, helping a user complete a task, or helping a developer create software. They are a useful starting point, not a universally fixed count—classification depends on the framework and purpose.
What does “software” mean?
Software is the programs, procedures, rules, and related data or documentation that direct an information and communications technology system to perform tasks. In everyday terms, it is the instructions and associated material that tell a computer what to do.

Definitions can vary with their context. For example, the U.S. Access Board uses a definition in its Section 508 glossary, while NIST’s glossary includes terms drawn from multiple source documents. Those definitions should be read in the context in which each was written.
What are the three main types of software?
A practical introductory classification separates software by its primary role: running and supporting the platform, performing tasks for users, or building other software. The U.S. Department of Transportation’s acquisition regulation uses these three categories in its definitions.
#1 Best Overall
System software
System software provides the platform and services that applications rely on. Operating systems are a central example: they manage hardware resources and provide common services for programs. System software also includes device drivers and may include settings, preferences, file libraries, and functions used by system applications.
When you start a computer, manage files, or use hardware through an operating system, system software is coordinating the platform beneath the task-focused application.
Application software
Application software runs above system software and helps people or organizations perform specific tasks. The federal acquisition definition gives database programs, word processors, and spreadsheets as examples. An application may be bundled with system software or published separately.
Writing a document, organizing figures in a spreadsheet, or working with records in a database are application-software tasks.
Programming software
Programming software helps developers write, test, and prepare other software. Examples include compilers, linkers, debuggers, interpreters, and text editors. These tools support the development process rather than serving primarily as the finished application a user operates.
Why do software classifications overlap?
Not every framework draws boundaries in the same place. Section 508 terminology, for instance, distinguishes platform software—software that interacts with hardware or provides services for other software—from software tools, whose primary function is developing other software. Platform examples can include desktop and embedded operating systems, web browsers, and components that host or enable applications.
These terms overlap with the three-part beginner classification. A browser is commonly treated as an application because people use it to access websites, but the Section 508 definition also identifies web browsers as examples of platform software. The apparent mismatch reflects different classification purposes, not necessarily a contradiction.
ISO/IEC TR 12182:2015 provides a framework for organizing software categories and recognizes that communities can define categories for their own scope. That is why it is more accurate to ask what a classification is intended to describe than to assume every source must use one identical list.

How should you classify a piece of software?
Start with the software’s primary purpose, then consider its operating layer and main user. These are practical questions for applying the categories, not a separate universal standard.
- What does it do? Does it support the computer and other programs, complete an end-user or organizational task, or help create software?
- What layer does it operate at? Does it manage hardware or provide services for other software, or does it run above that platform?
- Who primarily uses it? Is it mainly for the computer or system, an end user, or a developer?
A tool that fits more than one description may be classified differently under different frameworks. State the framework or purpose when that distinction matters.
How many types of software are there?
There is no single universally agreed number. System, application, and programming software make a clear three-part introduction, but they are not an exhaustive count that every standards body or community must adopt. Other schemes may classify software by platform, delivery model, license, or application domain; those are different ways of grouping it, not additions to one definitive list.

No named statistic establishes how many types exist or how software is distributed among them. Treat a count as a feature of a particular classification scheme, not as a measured fact about all software.
