In Kubernetes, independent controllers can work against one another when they respond to overlapping signals, manage conflicting parts of capacity, or compete to own the same desired state. The key is to distinguish workload replicas, pod resource sizing, and cluster node capacity—and make each layer’s responsibility explicit.
Why can more autoscaling make scaling worse?
An autoscaling controller observes a signal, compares it with a target, and changes some part of the system. Trouble starts when another controller reacts to a signal that the first controller’s action has changed, or when two systems both try to manage the same setting.

In Kubernetes, “scaling” can mean three different things:
- Horizontal Pod Autoscaler (HPA): changes the number of replicas for a workload based on observed metrics.
- Vertical Pod Autoscaler (VPA): adjusts resource sizing for individual pods, such as CPU and memory requests or limits.
- Node autoscaling: changes the number of cluster nodes to provide capacity for pods that cannot be scheduled, or to consolidate spare capacity.
These are separate control loops, not interchangeable ways to increase capacity. A system can become less predictable if their objectives or ownership overlap.

When HPA and node autoscaling work together
HPA and a node autoscaler generally operate at different layers, so they can form a sensible sequence when configured to complement each other. Kubernetes describes HPA adjusting workload replicas and node autoscaling providing capacity for unschedulable pods or consolidating unneeded nodes. See the Kubernetes HPA documentation and the Cluster Autoscaler FAQ.
- Traffic or workload demand rises, and a workload metric crosses its HPA target.
- HPA increases the replica count.
- If existing nodes cannot accommodate the new pods, the node autoscaler can add node capacity for pods that are unschedulable.
- As demand falls, HPA can reduce replicas; the node autoscaler can then consolidate capacity that is no longer needed.
This division of labor depends on the workload’s pod requests, scheduling constraints, and node-group configuration. The Cluster Autoscaler project notes that requests set too low can leave a newly provisioned node unable to run the pod, while requests set too high can impede consolidation. Its FAQ also recommends specifying pod requests, using PodDisruptionBudgets where appropriate, keeping autoscaled node groups consistent, and avoiding additional node-group autoscalers.

Why can HPA and VPA pull in opposite directions?
HPA and VPA can conflict when both respond to overlapping resource signals. For example, HPA may add replicas because CPU usage is above its target, while VPA adjusts per-pod sizing based on observed usage. Those actions can alter the conditions the other controller is measuring, so the combined result may not match the intended capacity plan.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThe Kubernetes Autoscaler project’s Multi-dimensional Pod Autoscaler proposal describes this risk: “Due to the independence of these two controllers, when they are configured to optimize the same target, e.g., CPU usage, they can lead to an awkward situation where HPA tries to spin more pods based on the higher-than-threshold CPU usage while VPA tries to squeeze the size of each pod based on the lower CPU usage (after scaling out by HPA).” The proposal discusses synchronization through timing and prioritization, and proposes a multi-dimensional recommendation framework; that proposal should not be treated as a guaranteed production remedy. Why can two node autoscalers conflict?
Two systems that both change node-group capacity can compete directly, even if each uses a different metric. The Cluster Autoscaler project advises against running additional node-group autoscalers, especially cloud-provider autoscalers. Its explanation is that metric-based node autoscalers do not account for pod placement in the same way as Cluster Autoscaler. A node count that looks right against a utilization signal may still fail to provide the capacity required by pending pods, or may conflict with another controller’s changes.
How to diagnose repeated scaling up and down
Trace each decision to the controller, signal, and setting it changes. A useful review is not just “which metrics are enabled?” but “what does each loop control, and what changes after another loop acts?”

How to reduce HPA flapping
Kubernetes HPA calculates desired replicas from metrics, then applies scaling policies and stabilization behavior to control how quickly it changes the replica count. The API documents stabilization windows, policies that limit scaling velocity, and tolerance for ignoring small metric variation. Exact behavior and defaults depend on the Kubernetes release and configuration; consult the HPA API reference for the cluster’s release.
The API reference documents a default 300-second downscale stabilization window and a default cluster-wide tolerance of 10% when not otherwise set. These are documented defaults, not mandatory operator settings; tolerance is configurable, and releases or distributions may differ. Use the reference matching the cluster version rather than assuming these values apply universally.

Also make replica ownership unambiguous. If an HPA manages a Deployment or StatefulSet, continuing to apply a manifest with a fixed spec.replicas can reset the replica count to the manifest’s declared value. Kubernetes warns that this can cause thrashing or flapping. Review the HPA guidance on managing replicas and HPA behavior before changing deployment workflows.
