Twitter/X Data: Use the Official API, Not a Scraper

For ordinary developer use, collect Twitter/X data through the official API. X prohibits scraping without express written permission and bars website scripting and rate-limit circumvention.

If you need Twitter/X data for an app, analysis, or research, use X’s official API rather than scraping the website. X’s Terms of Service say users cannot scrape its services without express written permission, and its automation rules prohibit scripting the website and circumventing rate limits. Those restrictions apply even if your goal is only to collect public posts.

Is scraping Twitter/X data allowed?

For ordinary developer use, X identifies its API as the supported programmatic access route. Its Terms of Service state that “you cannot scrape the Services without X’s express written permission.” X’s automation rules also prohibit non-API automation such as scripting the website and warn that this may result in permanent account suspension. They separately prohibit circumventing API rate limits.

That means browser automation, reverse-engineered endpoints, proxies, or a third-party scraper should not be treated as compliant workarounds. A tool’s ability to collect data does not establish that X has authorized the collection. The relevant rules are X’s current Terms of Service and automation policy; check both before building or changing a data workflow because platform policies can change.

What are the practical options?

Approach What is established Key limitation
Official X API X says applications must be registered. Public information is the default, while certain endpoints, including Direct Messages, require additional user permissions. Current prices, endpoint-specific quotas, exact rate limits, and onboarding steps are not stated here; check X’s live developer documentation.
Website scraping or scripting X’s Terms prohibit scraping without express written permission, and its automation rules prohibit scripting the website. Do not use this as a substitute for API access or try to evade technical limits.
Third-party data service A service may offer its own tooling or access route. A provider’s advertised capabilities do not themselves grant permission from X. Verify the provider’s authorization, contract terms, data scope, and compliance claims.
EU researcher pathway On 16 July 2026, the European Commission announced that X had committed to improve access for eligible researchers, including free access to public data and a planned terms change concerning eligible researchers scraping public data. The announcement described commitments, not confirmed implementation or general access for non-researchers. Eligibility and operational availability need confirmation.

How to collect data through the official API

The exact endpoints, authentication flow, query options, billing, and limits depend on X’s current developer documentation. The sources available for this guide establish the following safe workflow, but do not establish current technical setup details; use the live documentation for those before implementation.

  1. Define the purpose and data scope. Decide what information your product or analysis needs and why. Avoid collecting fields that are not necessary for that purpose.
  2. Review X’s current developer documentation and terms. Confirm which endpoints cover your use case, what data they expose, and what restrictions apply.
  3. Register your application. X says applications must be registered for API access. Follow the current application process in its developer documentation.
  4. Request only the permissions you need. Public information is the default, while some endpoints, such as Direct Messages, require additional user permissions. Do not assume public-data access includes private or user-specific information.
  5. Collect and use data within the documented scope. Follow the endpoint requirements, current usage limits, and applicable retention and handling obligations. Do not bypass rate limits.
  6. Review the workflow when policies or documentation change. Recheck applicable terms, permissions, and limits before expanding collection or changing how the data is used.

What about researchers in the EU?

The European Commission’s 16 July 2026 announcement described X’s commitment to improve access for eligible researchers. It included free access to public data and a planned change to X’s terms concerning eligible researchers scraping public data. The Commission also said an external audit would assess the changes.

This is an announced commitment, not proof that the new access route or terms change is already in effect. It does not establish that all researchers qualify, that the pathway is available outside the EU action-plan context, or that ordinary developers and businesses may scrape. Researchers should verify current eligibility, application procedures, geography, and terms before relying on this route.

What to verify before choosing a tool or starting a project

  • Authorization: Does the approach use an interface X currently publishes, or does it scrape or automate the website without express written permission?
  • Data permissions: Is the requested information public, or does an endpoint require additional user permission?
  • Limits: What are the current documented limits for the specific endpoint and access level? Do not infer quotas or pricing from old examples or vendor comparisons.
  • Third-party claims: Does the provider explain its authorization and contractual basis, not just its technical coverage? A vendor cannot grant platform permission merely by selling a collection tool.
  • Legal obligations: What privacy, copyright, database-right, and retention rules apply to your intended collection and use? The applicable answer depends on the facts and jurisdiction; X’s platform rules do not settle those separate legal questions.

X’s automation rules also prohibit spam and posting private or confidential information without prior express authorization. Data collection is not the only point at which a project can create policy risk: how collected information is stored, shared, and used matters too.

What this guide cannot establish

Current API onboarding steps, endpoint availability, authentication details, billing, quotas, and rate limits should be taken from X’s live documentation rather than guessed. Likewise, the European Commission announcement does not by itself establish that researcher commitments have been implemented. No single conclusion about copyright, privacy, or other legal obligations applies to every collection project.
