No. In the United States, most covered television programming must have closed captions, but exemptions and rules for older programming mean captions are not guaranteed for every show or segment. Internet-delivered video has its own requirements, which generally cover programming previously shown on US television with captions—not every online video.
What US captioning rules require
The Federal Communications Commission (FCC) says that new English- and Spanish-language programming subject to its rules must be captioned. The FCC also states that 75% of nonexempt pre-rule English- and Spanish-language programming must be captioned. That 75% threshold is measured per channel per calendar quarter; it does not mean that captions must appear during 75% of every individual show. FCC guidance explains the requirements and exemptions.

These are US federal requirements, not a statement of the law in other countries. They also do not guarantee captions for every program: exemptions apply, and the rules distinguish new programming from certain older, pre-rule programming. The regulations address both exemptions and how programming received with captions is treated. The FCC regulation for television closed captioning sets out those provisions.

Internet delivery has a separate rule. In general, covered video programming that was previously shown on US television with captions must also carry captions when delivered online, subject to applicable deadlines and conditions. This does not require captions on every internet-originated video, and it does not guarantee that a title will have captions in every app or viewing context. The regulation for captioning internet-delivered video programming describes the coverage and conditions.

As a result, caption availability can vary between a television channel and an internet stream, even for the same title. Check the version and delivery method you are actually watching rather than assuming captions are available everywhere that title appears.
Where to turn captions on
On covered digital devices with built-in caption capability, the FCC requires activation to be reasonably comparable to using a button, key, or icon. The exact controls and menu names vary by television, receiver, app, and service; the rule does not prescribe one universal menu path. The FCC’s apparatus requirements describe the activation standard.

- Check the program player. Look for a captions, CC, or subtitles control in the channel, app, or video player. Choose the available caption option if one is offered.
- Check the receiving device. If the player offers no control or the selection does not take effect, look in the television, set-top box, or other device’s accessibility or caption settings. Labels and steps differ by device.
- Confirm the specific version. If captions are still missing, check whether the problem occurs with this program and delivery method, rather than assuming the device’s general setting is the cause.
What to do if captions are missing or defective
First check the program and how it is being received, then check both the service’s player and the receiving device’s caption controls. If the problem persists, the FCC accepts captioning complaints through separate routes for television and internet-delivered programming. Choose the route that matches how you received the program. The FCC’s closed-captioning guide provides complaint information.
Availability for a particular show or streaming catalogue cannot be inferred from the general rules. The relevant question is whether that program, in that delivery context, is covered and whether captions are available and functioning there.
