A QR code can be readable and still lead to a scam. Before opening a link or acting on a prompt, inspect the physical code, preview its destination, and verify unexpected requests through a contact method you already trust. Scanning reveals information; it does not certify that information is safe.
What makes a QR code trustworthy?
“Trustworthy” involves three separate questions: whether the symbol can be read, whether its destination is the one you intended, and whether that destination and its requested action are legitimate.

ISO/IEC 18004:2024, published in August 2024, sets requirements for QR-code symbology, including encoding, dimensions, error correction, decoding and production quality. It does not authenticate the person or organization behind an individual code, or certify that a linked website is safe. ISO lists the 2024 edition as published and says revision work is underway.

Before scanning a QR code
Consider where it came from
Ask whether you expected the code and whether it makes sense in context. Be wary of codes in unsolicited emails or texts, particularly messages that create urgency about an account, package delivery or payment. Verify the message through a website or phone number you already know, not contact details supplied in the message.
Inspect codes displayed in public
On a parking meter, poster, payment point or other public surface, look for a sticker covering another code, damaged signage or other signs of alteration. If anything seems wrong, ask staff to confirm the correct payment route or use an official method you reach independently. The FTC’s September 2026 alert specifically cautions consumers to pause before scanning codes found in public.

Use your phone’s built-in camera
You generally do not need a separate QR scanner for ordinary scanning. The FBI advises that most phones can scan codes with the camera app and cautions against downloading QR scanner apps; the Canadian Centre for Cyber Security also warns about unknown scanner apps. Do not install an app just because a QR code tells you to.

After scanning: check before opening or acting
Read the URL preview
Pause at the preview instead of tapping automatically. Check the full spelling and domain for swapped, missing or extra characters, and ask whether the destination belongs to the organization you meant to reach. A familiar logo or convincing page design is not proof: the FTC warns that spoofed sites can look real.

Stop at unexpected requests
Do not provide credentials, payment details or other sensitive information just because a QR code leads to a prompt. Navigate to the organization’s known website yourself or call a number you already trust. Download legitimate apps through your device’s app store, not from a QR-directed download page.
Take extra care with payments
For a QR-based payment, check both the destination and the amount before confirming. IC3 advises caution when entering financial information on a site reached through a QR code and suggests using a known, trusted URL for payment instead. Its 2022 public service announcement puts the point plainly: “While QR codes are not malicious in nature, it is important to practice caution when entering financial information as well as providing payment through a site navigated to through a QR code.”

If you already scanned a suspicious code
- If you only opened the page: Close it and do not enter information, download a file or follow further prompts.
- If you submitted a password: Change it promptly, especially on any other account where you reused it. Use the service’s known website or app to do so.
- If you provided payment details: Review relevant transactions and contact your financial institution through a trusted channel.
- If you lost money or believe a crime occurred: Report it through the relevant official channel. The FBI’s Internet Crime Complaint Center accepts reports of suspected internet crime; IC3 cautions that recovery of transferred funds is not guaranteed.
For businesses displaying QR codes
A business that uses printed QR codes should make verification possible without asking people to trust the code alone. The FBI, Canadian Centre for Cyber Security and U.S. Department of Health and Human Services discuss code replacement, cloning or phishing risks and the value of prevention and education. No label, scanner or security product by itself establishes that a destination is legitimate.
Useful operational questions include:
- Can customers independently confirm the destination, for example through a printed, readable web address or staff member?
- Who checks public displays for altered or replaced codes, and how often?
- What should customers do if a code is damaged, missing or does not work?
- Does the flow request credentials or payment, and is there a familiar alternative route?
These checks help make a legitimate route easier to recognize and a changed code easier to catch; they do not guarantee that every scan is safe.

Why a scannable code is not a safety check
ISO/IEC 18004:2024 describes its scope as specifying requirements for the QR-code symbology. Those technical requirements address how a symbol encodes and presents information, not whether a particular organization controls the destination. Trust depends on checking the physical context, the URL and the action being requested—not on the code’s appearance or ability to scan.
