How much does a website redesign cost in Toronto? One Toronto provider’s 2026 planning ranges are CA$4,000–$12,000 for a visual refresh, CA$12,000–$30,000 for a rebuild, and CA$18,000–$60,000 for a replatform. These are one provider’s estimates, not a representative Toronto average; the right budget depends on what changes, how much existing content and data must move, and which features the new site must preserve.
First define what “redesign” means
Two projects both called a redesign can involve very different work. Before comparing prices, identify which type of project you need:

- Visual refresh: Keeps the existing platform, site structure, and URLs while updating the visual design. Creative Scope describes its CA$4,000–$12,000 2026 range for a five-to-eight-page site restyled on its existing structure, with design work on existing templates and a QA round. New copy, new pages, and URL changes are excluded. Creative Scope’s Toronto redesign guide
- Rebuild: Changes the information architecture and page templates, and may also change URLs. Creative Scope publishes a CA$12,000–$30,000 range; it describes a five-to-eight-page rebuild at CA$12,000–$20,000, with CMS-heavy sites higher. The scope includes new structure and templates, design, and re-edited content. Creative Scope’s Toronto redesign guide
- Replatform: Moves the site to another platform, potentially adding data migration, integration changes, and URL mapping. Creative Scope’s CA$18,000–$60,000 range covers varying complexity, with more complex ecommerce migrations toward the upper end. Creative Scope’s Toronto redesign guide
These ranges are useful for initial planning, not a promised quote. A separate provider says its review of published Toronto redesign guides did not establish a reliable local average. How the Toronto ranges compare with a Canada-wide guide
A June 2026 Canada-wide guide lists redesign pricing of CA$2,000–$8,000 for freelancers and CA$5,000–$20,000 for agencies, with an estimated four-to-12-week duration. It labels the figures indicative and pre-tax, and excludes domain, hosting, content, and taxes. It is cross-country context, not Toronto survey data. Canada-wide website pricing guide

The different ranges should not be averaged together: they describe different scopes and inclusions. Treat them as planning references and ask at least two or three providers to price the same written scope, currency, tax treatment, and assumptions.
What makes one redesign quote higher than another?
Templates and content volume
Count unique page templates, not just URLs. A modest site can still require substantial design and development if many pages have distinct layouts. Also specify how many pages or content items, products or SKUs, and languages are involved. A site with many pages using a handful of templates may differ substantially from one with the same page count but many custom layouts. Migration, redirects, and integrations
Moving an existing site can require a content and analytics audit, an inventory of old URLs, URL mapping, redirects, content transfer, data migration, and changes to connected systems. These tasks affect both budget and launch risk, so ask what is included and who will do the work. Migration and redesign guidance

Copy, imagery, accessibility, and security
Clarify whether existing copy will be transferred as-is, edited, or newly written, and who provides images and other assets. State any accessibility, security, mobile usability, or organizational requirements in the brief rather than assuming they are covered by a headline price.
Heritage Toronto offers a local example of how requirements shape scope, not a template for every private business. The City of Toronto’s 2025 budget notes say its two-year redesign addressed dated technology, AODA requirements, security, and user experience. Use a like-for-like checklist for proposals
Ask each provider to state the assumptions and deliverables for the same project brief. A higher total may include work another proposal leaves out; do not compare headline figures alone.
- Project type: refresh, rebuild, or replatform; proposed platform or CMS; and the reason for that choice.
- Volume: page count, unique templates, content items, products or SKUs, and languages.
- Content and assets: what will be copied, edited, or written from scratch, and who supplies imagery.
- Migration: content and analytics audit, URL inventory and mapping, redirects, data transfer, integration changes, and migration testing.
- Functionality: forms, payments, CRM, booking, email, ecommerce, and other systems to preserve or replace.
- Quality and discoverability: mobile checks, accessibility and security requirements, analytics and SEO setup, launch QA, and migration monitoring.
- Delivery and ongoing costs: training, domain and content or code ownership, post-launch fixes, hosting, maintenance, taxes, and any separately billed work.
Published guides do not include the same items: for example, the Canada-wide figures exclude domain, hosting, content, and taxes, while other providers describe different project scopes. Put exclusions and recurring charges in writing. Toronto pricing context Canada-wide website pricing guide

Check whether you need a redesign at all
A visual refresh is not automatically the right response to dissatisfaction with a site’s appearance. Identify a measurable problem first: broken customer journeys, an obsolete platform, poor mobile usability, unclear lead tracking, or a specific accessibility or security requirement. Then ask whether a targeted repair could address it. Provider guidance supports checking the underlying problem, but it does not establish a universal cost-benefit rule for choosing repair over redesign. Toronto pricing context
What local project results can—and can’t—tell you
Heritage Toronto’s public budget notes report outcomes from its own work, not expected results for a private business. The City of Toronto’s 2025 budget notes say users increased 100% and pageviews increased 15% after the organization’s two-year redesign. Those figures are Heritage Toronto’s reported results; they do not show that redesign alone caused the changes. City of Toronto 2025 budget notes
Heritage Toronto’s 2026 operating budget notes report that registration-page visits increased 75% and online ticket purchase revenue increased 15%, in the context of the organization’s 2025 website investment and accessibility work. These are also organization-specific reported figures, not a forecast or benchmark for Toronto businesses. Heritage Toronto 2026 operating budget notes
Build a budget around a written scope
Start with the project class and the provider-published ranges as rough planning anchors, then define templates, content, migration, integrations, quality requirements, and ongoing costs. Request comparable proposals from multiple providers using the same brief. Because the published figures are not a representative Toronto transaction survey, only itemized quotes for your own scope can establish what your project is likely to cost.
