There is no single best 2D animation program: the right choice depends on whether you draw every frame, animate reusable character rigs, make comics as well as animation, or need a free production tool. For a professional studio pipeline, start with Toon Boom Harmony; for traditional frame-by-frame work, consider TVPaint Animation 12; for rigging with a perpetual license, look at Moho Pro 14. Clip Studio Paint EX suits illustrators and comic artists, while OpenToonz is the strongest free production-oriented option in this shortlist.
Prices below are US figures observed on August 16, 2026, unless otherwise stated. Software editions, billing terms, regional availability, and prices can change.

Choose software by the animation you want to make
“2D animation software” covers several different workflows. A program built for painted frame-by-frame scenes is not automatically the best choice for a character puppet, an interactive web asset, or a comic artist who wants to animate occasionally.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Hand-drawn, frame-by-frame: You draw or paint new poses across the timeline. TVPaint, Clip Studio Paint EX, Harmony, OpenToonz, and Krita are candidates, with different strengths in production tools and drawing feel.
- Cut-out or rigged: You assemble a character from parts, then animate bones, controllers, deformers, and keyframes. Harmony and Moho are the strongest fits here.
- Vector and tween animation: You animate scalable shapes, symbols, and motion paths, often by interpolating between key poses. This can suit explainers and interactive graphics.
- Compositing-focused production: You layer scenes, add effects and camera moves, and assemble shots. Harmony and OpenToonz include production-oriented compositing features.
- Hybrid 2D/3D: You combine drawings with 3D cameras, lighting, perspective, or environments. Blender with Grease Pencil is a natural option for this approach.
Illustration apps, video editors, motion-graphics tools, and full animation suites overlap, but they are not interchangeable. Before buying, check whether the software supports the way you will animate, the export format you need, and the operating system you use.

How to compare animation programs
Choose frame-by-frame or rigged animation first
Frame-by-frame animation gives you direct control over each drawing. It is a strong fit when brush feel, line character, and organic motion matter more than reusing poses. Rigging can speed up recurring characters and repeatable movement, but it can also constrain the variation you want in a hand-drawn scene. A program may support both methods without being equally strong at each.
Check the actual production pipeline
Look beyond the drawing canvas. A longer project may need an exposure sheet or timeline, scene organization, audio, camera moves, batch rendering, color management, and compositing. Also confirm whether the program can import layered PSD or SVG files, export image sequences with alpha, and preserve editable layers or project data when handing work to another application. Format support can mean import only, export only, or a flattened result; verify the precise direction and editability you need.
Match the license to your expected use
A monthly price is not the same as a three-year cost, and a perpetual license does not necessarily include future major versions. Compare billing frequency, upgrade terms, device limits, education eligibility, and trial restrictions. The prices in this article are not a guarantee of what you will see at checkout: taxes, region, promotions, and plan terms can change.
Verify platform and hardware compatibility
Check the vendor’s current operating-system and processor requirements before committing, particularly if you use Linux, an ARM device, or a recent macOS release. Tablet pressure response, storage needs for image sequences and caches, and GPU dependence can affect day-to-day work. A program available on a phone or tablet may not offer the same workflow or feature set as its desktop version.
1. Toon Boom Harmony: best overall for a professional pipeline
Harmony is the strongest all-around recommendation when a production needs drawing, rigging, effects, compositing, and collaboration tools in one environment. It can suit studio teams and freelancers working on character animation, especially when a project mixes hand-drawn scenes with reusable rigs. That breadth does not make it the best value for every animator.
Choose the edition around the work
Toon Boom offers Essentials, Advanced, and Premium. Essentials covers fundamental drawing, painting, and animation. Advanced adds bitmap tools, scanning and vectorization, higher camera resolution, and textured brushes. Premium adds more advanced effects, node-based work, deformers, and master controllers. Review the current feature comparison before paying for a tier; Premium makes most sense when those added capabilities are part of the production.

US price snapshot
The Toon Boom store displayed these standard prices on August 16, 2026: Essentials at $30 per month, $252 per year, or $718 every three years; Advanced at $77 per month, $588 per year, or $1,676 every three years; and Premium at $139 per month, $1,128 per year, or $3,215 every three years. The store also displayed lower student prices, including annual prices of $54, $87, and $173.50 for Essentials, Advanced, and Premium respectively. Student pricing has separate eligibility and should not be treated as a generally available offer. Check the Toon Boom store for current billing terms and the Harmony product page for edition details.
Trade-offs
- Its feature depth can take time to learn, and the subscription cost is difficult to justify for occasional GIFs or simple sketches.
- It is a poor fit if you require Linux support or a perpetual license.
- Buying the most expensive tier is not a shortcut to better animation; the tier should match the features your workflow actually uses.
2. TVPaint Animation 12: best for traditional frame-by-frame work
TVPaint Animation 12 is a specialist choice for animators who want a bitmap-based, brush-led workflow. Its product description emphasizes traditional animation processes and organic-looking results. Professional is the edition to consider for additional production features, not merely a larger version number.
What the editions offer
Standard includes a modular interface, layer folders, custom brushes, a light table, scan cleaning, transformation tools, and essential effects. Professional adds storyboarding tools, a 2D camera, bitmap rigging, CTG smart colorization layers, an image library, the full effects set, and the TVPaint Converter. These capabilities make it more than a drawing canvas, although it remains a more natural match for frame-by-frame work than for a puppet-heavy series.
Trial, systems, and fit
TVPaint’s current trial exposes Professional features but blocks saving and exporting, so it cannot fully test a finished delivery workflow. Its listed requirements support Windows 10/11, macOS Big Sur through Sequoia, and Ubuntu LTS 22.04 or 24.04; Windows ARM CPUs are not supported. The requirements list supports Intel and ARM Macs through macOS Sequoia and states that macOS Tahoe 26.0 is currently unsupported. Minimum RAM is 8 GB, with 16 GB or more recommended. TVPaint says performance depends mainly on RAM and CPU rather than requiring an expensive graphics card. Check the TVPaint Animation 12 page for current requirements and trial terms.
TVPaint is less naturally suited than Harmony or Moho to large reusable character-rig systems. Its FAQ also warns that formats specific to other software are not necessarily compatible, so test interchange with the rest of your pipeline before starting a major project: TVPaint FAQ. The current product information referenced here does not establish a reliable US price; check the official checkout rather than relying on an unverified figure.

Moho Pro 14 is a compelling choice for solo creators and small teams who animate recurring characters and prefer a perpetual license. Its rigging toolkit includes Smart Bones, forward and inverse kinematics, physics, distortion meshes, and graph editing. The vendor also highlights layered PSD and SVG support, game-engine and Blender export, and a Moho 14.4 export update for Unity, Unreal, Godot, and Blender.

The official support page lists Moho Pro 14 at $399.99 and Moho Debut 14 at $59.99. Those are US price signals from the vendor’s page; confirm the checkout terms and what version or upgrades a purchase includes. See Moho support and pricing and the Moho product site.
Moho is less suited to a painter who wants a traditional bitmap workflow above all else. Its license model does not mean every future major version is included, and compatibility with a studio’s established pipeline varies. It is not the right fit for Linux or mobile users, or for teams already dependent on Harmony-specific project files and tooling.
4. Clip Studio Paint EX: best for comics, illustration, and animation
Clip Studio Paint EX is a good crossover choice for illustrators, manga and webtoon creators, and artists who want to animate without leaving a drawing-oriented application. It is available for Windows, macOS, iPad, Android, and iPhone, although the workflow and feature parity can differ by device. Version 5.0 was released on March 11, 2026, according to the vendor’s release information.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →The vendor’s animation page listed a $277 EX perpetual license and EX usage plans from $2.49 per month. It also listed a $63 PRO perpetual license and PRO usage plans from $0.99 per month. These are distinct editions and license models: the page says usage plans are not included with a perpetual-license purchase. EX is the more appropriate edition for readers seeking the fuller animation and comics feature set; do not assume the lower-priced PRO edition is equivalent. Check Clip Studio Paint animation and pricing and the edition lineup before choosing.
Clip Studio Paint is not a full studio pipeline replacement for Harmony, and advanced rigging and compositing are not its central strengths. It is a better fit for a drawing-first artist than a large team that needs standardized scene management and advanced node-based production.
5. OpenToonz: best free production-oriented option
OpenToonz is open-source 2D animation software that the official site says can be used free of charge for commercial and noncommercial projects. Its feature set includes raster and vector image support, xsheet and timeline interfaces, node-tree compositing, effects plug-ins, digital painting, and scanning tools. The GTS scanning tool is Windows-only. The official site describes the underlying Toonz software as having been customized by Studio Ghibli and used in its production processes; that does not mean every Studio Ghibli production used the current OpenToonz release.

OpenToonz can suit students, educators, and independent creators who are willing to learn a more specialized interface. Free does not mean frictionless: test the workflow on your operating system, save backups frequently, and confirm exports before committing a full project. Its displayed system requirements are dated, so do not rely on them as current hardware guidance. See the official OpenToonz site for licensing and features.

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →6. Krita: best free drawing-first option
Krita is worth considering if painting and hand-drawn frame-by-frame work matter more than studio pipeline features. It is best approached as a drawing-first choice for short clips, tests, loops, and personal projects—not as a direct substitute for a production suite with deep rigging, extensive project management, or integrated compositing. Before adopting it, verify that its current animation export behavior, formats, and operating-system support meet your delivery requirements on the Krita animation feature page.
7. Blender Grease Pencil: best for hybrid 2D/3D scenes
Blender with Grease Pencil is most compelling when drawn animation needs 3D cameras, perspective, lighting, environments, or compositing. It is a hybrid option rather than the simplest first program for someone who only wants a conventional 2D drawing timeline. Its broad interface can be demanding for newcomers. Check the current Grease Pencil feature page for the version-specific tools you plan to use.
8. Adobe Animate: relevant to existing workflows, but in maintenance mode
Adobe Animate remains listed for sale and supports frame-by-frame animation, interactive content, character animation, and publishing paths such as HTML5 Canvas, WebGL, and SVG. Adobe’s product page displayed US$22.99 per month on an annual plan billed monthly. That price and billing description are a store snapshot, not a guarantee of current terms: Adobe Animate.
Adobe’s February 2026 update says Animate is in maintenance mode: it remains available to new and existing users, with security and bug-fix support, but is not receiving new features. Adobe says general support continues through March 1, 2027, and enterprise support through March 1, 2029. That makes it more defensible for existing users, legacy files, and established interactive-web workflows than for a new buyer prioritizing active feature development. Read Adobe’s maintenance-mode clarification and its support timeline announcement. After Effects and Adobe Express should not be treated as one-to-one replacements for Animate.

Start by comparing TVPaint, Harmony, Clip Studio Paint EX, OpenToonz, and Krita. TVPaint is the specialist option for bitmap drawing and traditional workflow; Clip Studio Paint EX is attractive if you also make comics; Harmony is compelling when the project needs broader production tools or a mix of drawing and rigging. OpenToonz and Krita offer free routes with different trade-offs in production focus and interface.

Cartoons, explainers, and recurring characters
Compare Harmony and Moho for reusable rigs. Harmony suits teams needing a wider production environment; Moho is an appealing perpetual-license option for rigging-centered freelance and small-team work. Do not choose a rigging tool for a project whose main requirement is expressive redraws on every frame.
Comics, manga, and webtoons with occasional animation
Clip Studio Paint EX is the most direct fit in this shortlist because drawing and comic creation are central to its appeal alongside animation. Choose the edition and license model deliberately rather than assuming PRO, EX, perpetual purchases, and usage plans include the same capabilities.
Students and budget-conscious creators
OpenToonz is free for commercial and noncommercial projects under its official terms. Krita is a free drawing-first alternative. Students considering Harmony should check eligibility and the current student price separately from standard pricing. A free or discounted program still needs to pass your export, backup, and compatibility tests.
Studio job preparation
Harmony and TVPaint are worth investigating for professional production skills, but no program is universally required by every studio. The relevant choice depends on the jobs, production type, and region you are targeting; review the software named by employers you actually plan to approach.
Interactive assets or legacy Animate projects
Adobe Animate may still be practical for maintaining existing files or an established publishing workflow. For a new purchase, weigh its maintenance-mode status against the need for ongoing feature development. Do not assume another Adobe application is a direct replacement.
2D animation with 3D camera work
Consider Blender with Grease Pencil if 3D cameras, environments, or lighting are integral to the work. Harmony may be a better fit when the primary need is a 2D production pipeline with some camera and compositing capability.
Test a real shot before you commit
A short test scene is more useful than judging software from screenshots or feature lists. Make a 10–15 second shot that reflects the project you intend to produce, then check each stage:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Draw a rough action and assess tablet pressure, brush response, and onion-skin controls.
- Clean up and color a frame to check line correction, fills, palettes, and the work involved in revisions.
- Add a camera move and, if relevant, a reusable character pose or simple rig.
- Import or sync audio if the project needs dialogue or timing to sound.
- Export to the actual delivery format, including alpha or image sequences if required.
- Close and reopen the application, then confirm that the project remains editable.
- Back up the project and test any handoff to your editing or compositing application.
If the trial blocks saving or exporting—as TVPaint’s current trial does—treat that as a limitation of the evaluation, not proof that the complete delivery workflow works. Confirm the export path through current vendor documentation or another valid evaluation route before building a production around it.
