Token-Budgeted LLM Service: Build One Without Unbounded Usage

A free host does not guarantee free inference. Build a service that counts model-specific input tokens, reserves a bounded budget, caps output, and reconciles actual usage.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You can build a small LLM service on a free hosting tier, but “free server” does not necessarily mean free or unlimited inference. Keep hosting, model usage, and your own per-user token budget separate. This tutorial lays out the request pipeline: authenticate and validate, estimate input tokens, reserve a bounded allowance, call the model with an output cap, then reconcile actual usage.

What “free” covers—and what it does not

A free app host, a limited inference credit, and a provider’s API rate limits are different things. A host may run your application without covering the model calls it makes. A provider’s free allowance, when available, may be capped, eligibility-dependent, or change over time.

Hugging Face Spaces Static Spaces are described as free hosting for static demos. This is about static hosting; it does not make model inference free. Spaces overview.
Hugging Face Inference Providers The pricing documentation lists $0.10 in monthly credits for Free users. Credits are subject to change, and additional usage can be pay-as-you-go. This is not unlimited free inference. Pricing and billing.
OpenAI API The rate-limits guide’s surfaced Free-tier row lists a $100/month usage limit. Free-tier access is geography-dependent. Check account eligibility and current account-specific limits; do not assume this is a universal entitlement. Rate limits and usage tiers.
Cloudflare Workers AI A Cloudflare pricing documentation preview says the service is included in Free and Paid Workers plans and quotes $0.011 per 1,000 Neurons. The figure comes from a preview URL, so verify the live official pricing documentation before relying on or quoting it. It is an inference price unit, not a complete service cost. Pricing preview; platform limits.

These figures describe different things—monthly usage limit, monthly credits, and an inference price unit—so they are not directly comparable. Confirm current pricing, model availability, limits, and account eligibility before deployment. The design below works with a provider that exposes model-specific token counting or usage information; it does not depend on a particular language, tokenizer package, or database.

Separate your application budget from provider limits

Your application-level budget is a policy your service enforces for each user or API key. It can cap estimated or actual tokens over a rolling window or calendar day. The provider’s rate limits govern traffic to its API and may include requests per minute or day and tokens per minute or day. Either constraint can be reached while the other remains available.

Provider spend controls are another layer. OpenAI documents spend alerts and hard spend limits alongside rate limits, but those controls do not replace per-user budgets in your application. Treat the three controls as distinct: application budgets allocate usage among your callers, provider rate limits protect API capacity, and provider spend controls constrain account-level charges.

Design the request path before writing the handler

For each incoming request, your service needs to know who is making it, how much input it may consume, how much output it may request, and how to account for concurrent requests. A safe sequence is:

  1. Authenticate the caller and associate the request with a user or API key.
  2. Validate the payload’s shape and size before tokenization or inference.
  3. Count or estimate input tokens using the chosen model’s tokenizer or the provider’s documented counting facility.
  4. Reserve the input estimate plus a bounded maximum output allowance against the caller’s budget.
  5. Call the provider with a strict output-token cap.
  6. Reconcile the reservation with actual usage reported by the provider, if available.
  7. Apply request-rate controls independently and return a clear error when either application policy is exceeded.

This order limits avoidable work and makes the budget decision before the potentially billable call. Atomic reservation is a design recommendation: a non-atomic read-then-write can let simultaneous requests all pass against the same remaining balance.

Set limits that match your model and product

Validate before token counting

Reject malformed bodies, excessive message counts, and fields that exceed your service’s chosen byte or character limits. This protects parsing and token-counting work as well as the model call. Avoid accepting arbitrary roles or structures if your product only needs a defined message format.

Count model-specific input tokens

Token counts depend on both the model and message formatting. Use the tokenizer that matches the selected model, or a provider-documented token-counting facility when one is available. A rough character-based estimate can be a fallback for early screening, but it should not be treated as an exact model token count.

Cap output and total request allowance

Choose a maximum output allowance for each request and send it as the provider’s output-token limit. Before dispatch, reserve enough budget for the estimated input plus that maximum output. If the request exceeds a per-request ceiling, either reject it with an explanation or truncate it according to a documented product policy; never silently assume it will fit.

Choose a reset policy and enforce it atomically

Pick a rolling window or a daily budget and define exactly when it resets, including the timezone for calendar-day policies. Store the caller’s usage in a state system that can atomically check and reserve the requested amount. If there is not enough budget, reject before calling the model. The specific storage technology and atomic-counter method depend on your hosting platform; the provider documentation cited here does not prescribe one.

async function handleRequest(request) {

  const reservation = inputTokens + maxOutputTokens;

  const held = await budgetStore.reserveAtomically({
    callerId: caller.id,

  });
  if (!held.ok) {

The pseudocode deliberately leaves provider-specific request fields and storage calls abstract. Follow the selected provider’s API documentation for its output-cap parameter, usage fields, error semantics, and retry guidance. If usage is missing, do not assume the request cost zero; retain the reservation or settle conservatively under a policy you define.

Handle exhausted budgets, rate limits, and failures

  • Application token budget exhausted: return HTTP 429 with a stable error code and, where appropriate, when the caller can try again. Do not call the provider.
  • Application request-rate limit exceeded: return HTTP 429 separately from token-budget exhaustion so callers can distinguish the cause.
  • Provider rate limit reached: respect the provider’s retry guidance, including any retry delay. Do not retry immediately in a loop; repeated retries can worsen the overload and consume request capacity.
  • Provider call fails after reservation: release the reservation only when you can establish that no usage was incurred. Otherwise settle conservatively, since a timeout does not necessarily prove the provider did not process the request.
  • Usage fields missing or malformed: record the response and reservation, then apply the conservative fallback rather than crediting an unverified zero.

OpenAI describes rate-limit metrics including RPM (requests per minute), RPD (requests per day), TPM (tokens per minute), and TPD (tokens per day), with other metrics applying to some modalities. This is why request-rate and token-throughput handling should not be collapsed into one counter. See the rate-limit guide for provider-specific details.

Protect credentials and make usage auditable

  • Keep provider credentials on the server. Do not place them in browser JavaScript or return them in API responses.
  • Authenticate callers before spending tokens on their behalf, and bind each budget to a stable user or API-key identity.
  • Log the caller identifier, model, reservation, reported usage, outcome, and reset window. Avoid logging sensitive prompt content unless your privacy policy and operational need justify it.
  • Monitor failed reconciliations and unusual reservation patterns; these can reveal bugs that otherwise turn a hard budget into a soft suggestion.
  • Use provider-level spend alerts or hard limits as a backstop, while keeping application limits as the mechanism that allocates usage to callers.

Verify the free allowance and deployment fit

Before choosing a host and inference route, confirm what is actually free, what happens when an allowance runs out, and whether overage can incur charges. Also check whether the host’s state and storage options support an atomic budget reservation; a purely static host can serve a frontend, but a server-side request handler and durable budget state require an appropriate backend arrangement.
