The right choice depends on what you need to learn, how your team prefers to record time, and whether employee monitoring is acceptable—not on a single “best” app.
What a startup should expect from time tracking
Time records are most useful when they’re tied to a project or task. That structure can help a team compare planned work with actual time, see where capacity is going, and refine estimates. For a client-service startup, the same records may support billable hours and invoicing. A tracker can supply better information, but it cannot guarantee higher productivity or profitability.

The underlying problem is practical: Toggl’s project time-tracking page quotes Thomas Unsworth, founder of Launch Web Design, saying, “I didn’t have clarity over where my resources were going or how long I was spending on things — which makes pricing hard.” The quote illustrates why time data can matter to pricing; it is one founder’s experience, not evidence that a particular tool will produce the same result for every startup.

Match the tool to the decision you need to make
Before comparing plans, decide what the records need to support. This determines which features are worth paying for and which would add unnecessary setup.

- Client billing: Confirm billable rates, invoicing, and the accounting or payment connections your workflow requires. Check any client, project, or invoice limits.
- Internal engineering work: Integrations with the team’s task or issue tracker and low-friction entry may matter more than invoicing features.
- Payroll or attendance: Verify that the product supports the specific process you need. Project time tracking alone should not be assumed to cover payroll or attendance requirements.

Choose an entry method people will actually use
A tracker only produces useful records when people can keep them complete. Vendors describe different entry options, including timers and manual entry; some also offer calendar-based entry, desktop or mobile apps, browser extensions, or automated tracking. More options can reduce friction, but they can also make setup and expectations less clear.

Decide how much monitoring is appropriate
Time tracking and employee surveillance are not the same thing. According to its product description, Hubstaff offers optional screenshots, app and URL tracking, and activity rates while a timer is running. Toggl says it does not monitor employees, take screenshots, or record keystrokes, browsing history, or location. These are vendor statements about their products; teams should review current settings and terms rather than treating a label or feature page as a substitute for a policy.
If monitoring is under consideration, agree on exactly what data may be collected, when collection is active, who can access it, and how employees will be informed. If that level of collection is not needed for the intended decision, choose a workflow that records project time without it.

Run a small pilot before rolling it out
A short pilot can reveal whether the tool fits the team’s work before you commit to broad adoption. Include people who represent the workflows you expect to track, and test with actual projects or tasks.
- Set one purpose. Choose a concrete question, such as whether estimates match logged time or which client work is billable.
- Configure a small sample. Add only the projects, tasks, rates, and integrations needed to answer that question.
- Try the ordinary entry workflow. See whether team members can make complete records without disrupting their work.
- Review the report. Check whether the output answers the selected question and whether any missing or inconsistent entries make it misleading.
- Check team acceptance and cost. Ask whether the tracking policy is understood and acceptable, then calculate the total cost at the expected team size—not just the advertised entry tier.
Make the final choice by workflow, not feature count
For an early-stage internal team, prioritize simple adoption, useful project or task reporting, and integrations with tools already in use. A startup billing clients should verify the full path from billable time to invoice and accounting or payment workflow. A team considering monitoring should first decide whether the collection policy is necessary and acceptable. In each case, verify current plan limits and costs directly on the vendor’s page before selecting a subscription.
