Time-of-Use vs. Flat-Rate Electricity Plans: Which Costs Less?

Time-of-use electricity can save money when you can shift use to cheaper hours, but peak-period consumption can erase the savings. Compare your actual tariff and interval data.

Neither plan is automatically cheaper. A flat-rate plan keeps the energy price per kilowatt-hour (kWh) consistent, while a time-of-use (TOU) plan changes that price by period. TOU can cost less if you can move enough electricity use to cheaper hours; it can cost more if much of your use stays in the expensive period. The answer depends on your utility’s current tariff and when you use electricity.

How the plans differ

Flat-rate plans

A flat-rate plan charges the same energy price per kWh regardless of when you consume it. “Flat” describes the energy rate, not necessarily the entire bill: fixed fees or other charges may still apply.

Time-of-use plans

A TOU plan sets different energy prices for defined periods. Prices are generally higher during peak-demand periods and lower during low-demand periods, but the hours, seasons, and prices depend on the local utility tariff. There is no single national peak schedule. The U.S. Department of Energy’s Alternative Fuels Data Center glossary describes the relationship between peak and low-demand prices.

Conventional TOU is not the same as every form of dynamic pricing. The DOE-hosted Manual for Implementation of PURPA Standards in EPACT 2005 reproduces statutory language describing TOU prices as established in advance and known to customers. Critical-peak pricing and real-time pricing can change more sharply or frequently.

Watt Meter Power Meter Plug Home Electricity Usage Monitor 7 Modes Display
  • Various Monitoring Parameters: The power meter plug can monitor the power (W), energy (kWh), volts, amps, hertz, power factor, cost, minimum and maximum power (W), cumulative days and time of your appliances. By switching 7 display modes, you can easily know the various parameters while the appliance is working. The home energy monitor can also calculate and display how much power your appliance uses and how much electricity bill it cost in cumulative time
  • Upgraded LCD Display: With large screen size 2.36 inch x 1.85 inch, clearer monitor backlit, our electrical usage monitor can display the data clearer and more visible no matter day or night. 180°full wide viewing angles is great for reading and recording the data in any angles. No need to stand on the front of the display and bend over to read the numbers
  • Adjustable Backlight Time: Our upgraded watt meter has 5 options of backlight time. The default backlight time duration is 10 minutes(bL-0). If you want to change the backlight time, you can press and hold "UP" and "DOWN" button at the same time to enter backlight time setting, then press "UP" and "DOWN" to select the backlight time (bL-0 =10 minutes, bL-1=1 hour, bL-2=4 hours, bL-3=8 hours, bL-4=always on), finally press the "COST" to save the backlight time settings
  • Overload protection: When the power of the appliance exceeds the overload power, the LCD will display “OVERLOAD” to warn the user. All the buttons will quit working and can only be workable when you lower or remove the load power. The default overload power is 3680W and is adjustable from 0 to 3680W. In general, you need to set the overload power to 1800W before using. Just press the "function" button for more than 3 seconds to enter the setting
  • Data Memory Function: The wattage meter will record your power consumption data when you remove it from socket, or remove appliances from the electricity monitor. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure

Why timing matters as much as total use

Two homes that consume the same monthly kWh can have different costs under a TOU tariff if one uses more electricity during expensive periods. The DOE’s guidance on evaluating utility rate options describes both the magnitude and the load shape—the timing of peaks and valleys—of electricity use as relevant to utility costs and bills.

A customer with substantial peak-period use may see a higher bill under a time-based rate if they do not shift consumption in response. The DOE’s 2016 summary of utility studies discusses this risk. Cooking, heating or cooling, medical equipment, and other essential loads may be difficult or impossible to move, depending on a household’s needs and the local schedule.

Compare the whole bill, not just cents per kWh

Before comparing plans, identify which charges each tariff changes. The DOE distinguishes energy charges, which are based on kWh, from demand charges, which are based on peak power in kilowatts (kW), and fixed monthly charges.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where a demand charge applies, its calculation may use the highest demand in a month, demand during specified on-peak hours, or a look-back or ratchet method. These details can materially affect a bill, particularly for commercial customers. Do not assume a residential plan has a demand charge; check its actual tariff. If two plans leave a bill item unchanged, keep that item identical in your comparison.

How to calculate which plan costs less for you

  1. Get both current tariffs. Obtain your existing flat-rate plan and the candidate TOU plan from your utility. Record eligibility rules, energy prices, peak/off-peak/shoulder periods, seasonal schedules, fixed fees, and any applicable demand-charge rules.
  2. Gather your usage history. Review several months of bills. If available, download hourly or 15-minute interval data; the DOE says this can help show when electricity is consumed and reveal monthly peaks. Ask your utility about a rate review if you need help identifying a suitable tariff.
  3. Assign use to tariff periods. For each interval, multiply the kWh used by the applicable rate under each plan, then total the energy charges separately. Add each plan’s fixed fees and any demand charges calculated under its rules.
  4. Model a realistic schedule. Identify which loads you can actually shift and when they can run without disrupting household or medical needs. Do not assume all flexible appliances or charging can move to off-peak hours.
  5. Confirm the comparison with the utility. Check the tariff, current prices, time periods, eligibility, and rate-review options directly. If supply and delivery are billed by separate providers in your area, include both bill portions where the plan change affects them.

Use the same months of usage to compare both plans, so a weather or occupancy change does not get mistaken for a rate saving. The resulting calculation—not a national average—answers which option costs less for your household.

When TOU may help—or cost more

TOU may suit you if

  • You have meaningful electricity use that can run in lower-priced periods.
  • You can schedule a flexible load, such as electric-vehicle charging, around the tariff’s actual off-peak hours.
  • Your interval data shows relatively little use during the plan’s expensive periods, or a realistic shift would reduce it.

The DOE’s managed EV charging guidance describes scheduled off-peak charging as a possible way to manage energy costs and, where applicable, demand charges.

A flat rate may be safer if

  • Your household’s essential use is concentrated in the utility’s expensive TOU period.
  • You have little practical ability to shift consumption, or the tariff’s lower-priced windows do not fit your routine.
  • Your comparison using actual interval data shows that peak charges outweigh savings in cheaper periods.

What national figures can—and cannot—tell you

The DOE’s 2016 study summary reported historical figures attributed to other organizations: FERC said 98% of U.S. residential customers were on flat or inclining-block rates in 2012, and the Institute for Electric Innovation reported more than 50 million smart meters covering over 43% of U.S. homes in 2014. These are dated context, not current adoption statistics or evidence that one rate is cheaper today.

The reviewed federal sources do not establish a current national average dollar saving from switching between TOU and flat-rate plans. Local tariffs and a household’s time-stamped usage determine the result.
