Time Clock for Logistics Businesses: Payroll Timecards vs. ELDs

Logistics businesses may need payroll timecards for hourly work and ELDs for drivers required to keep duty-status records. Learn how to distinguish the systems and choose them by role.

A logistics business may need two different kinds of time records: payroll timecards for hourly work and electronic logging devices (ELDs) for drivers who must keep records of duty status (RODS). A time clock can track warehouse shifts, mechanic hours, and some local-driver work, but it does not replace required ELD logs. Start by identifying which workers need which record, then choose tools that support accurate entries, review, corrections, and payroll.

Do logistics drivers need a time clock or an ELD?

It depends on the worker’s role and operating circumstances. Payroll timecards record work hours for pay and operations. ELDs record regulated drivers’ duty status for hours-of-service compliance. Some businesses need both systems, but they serve distinct purposes.

In the United States, the Federal Motor Carrier Safety Administration (FMCSA) says the ELD rule generally applies to drivers and carriers already required to prepare RODS, subject to exceptions. Its overview lists qualifying short-haul operations, certain limited paper-log use, drive-away-tow-away operations, and vehicles manufactured before 2000 among those exceptions. The overview was last updated April 9, 2018, so confirm current applicability and regulations for your operation at FMCSA’s ELD rule overview.

In Canada, the applicable rules and exceptions differ. For example, the cited Canadian regulation describes an exception condition involving operations within a 160 km radius of the home terminal, returning daily for at least eight consecutive hours off duty, and keeping accurate records for at least six months. Those conditions come from section 77 of the Commercial Vehicle Drivers Hours of Service Regulations, consolidated to July 21, 2026. Check the full rule and other conditions rather than treating the radius alone as an exemption.

What an ELD does

An ELD records and presents duty-status information, supports driver certification and annotations, and transfers data securely. FMCSA describes required records as including items such as date, time, location, engine hours, vehicle miles, and driver, vehicle, and carrier identification. The device may be a smartphone or other wireless device only if it meets the rule’s technical specifications; a general-purpose mobile time clock does not automatically qualify. See FMCSA’s explanation of ELDs and its ELD functions FAQs.

What a payroll timecard does

A payroll timecard captures hours worked and related work details. It can be appropriate for warehouse employees, mechanics, and drivers who are not required to maintain RODS. Motive’s timecard guidance explicitly distinguishes this use from regulated logs: workers who must maintain RODS should use the product’s Logs feature, not treat timecards as a substitute. See Motive’s timecard introduction.

Decision area Questions to ask
Worker coverage Does it support regulated drivers, local drivers, warehouse staff, mechanics, or the particular mix you employ?
Compliance purpose Is a record for payroll hours, duty status, or both? If an ELD is required, is the selected device registered for the intended use?
Time entry Can workers clock in on site, use a mobile device, or enter time through an in-cab system? How will shared terminals and missed punches be handled?
Work detail Can employees record job types, shifts, meal periods, notes, vehicles, and location where needed?
Review and corrections Can managers review and approve entries? Is there an edit history, and can the employee confirm a correction?
Payroll connection Does data export or synchronize with the actual payroll and HR systems you use, and does it fit your current configuration?
Retention and access How long are records available, and which employees or managers can view or change them?
Geography and vehicle fit Does the setup match the jurisdictions, vehicle types, and operating exceptions that apply to each worker?

How to choose and roll out a suitable system

  1. Classify workers by record type. For each role, determine whether the business needs payroll hours, RODS, or both. Verify jurisdiction-specific requirements and exceptions before relying on an exemption.
  2. Map how time is captured. Decide whether staff will clock in at a facility, on a mobile device, or in a vehicle system. Define how meal periods, job codes, notes, missed entries, and shared devices will be handled.
  3. Set review and correction rules. Establish who can change an entry, how approvals work, and how the original value and correction remain auditable. A facility policy in the Buchheit Logistics handbook, for example, uses on-site timekeeping and joint worker/supervisor approval for changes; it is one employer’s practice, not a universal legal rule. The handbook’s timekeeping section was revised September 1, 2016. See the Buchheit Logistics handbook.
  4. Validate payroll fit and retention. Confirm compatibility with your actual payroll and HR systems, permissions, export process, and record-access period before rollout. Motive says its timecard tools can integrate with systems such as ADP or UKG, but availability and fit should be confirmed for the buyer’s plan and configuration. Its Workforce Management overview describes its current offering.
  5. Verify any ELD separately. FMCSA advises carriers to choose a manufacturer-self-certified device that is registered and listed by the agency. Check current registration at purchase time using FMCSA’s ELD registration list, and confirm compatibility with the vehicles and jurisdiction. Registration can change.

What ELD retention and exception figures mean

Regulatory figures should be applied only to the rule and conditions they describe, not treated as general time-clock settings.

Where product claims fit

Motive describes its Vehicle Gateway as an in-cab device serving as its FMCSA-registered ELD for regulated U.S. and Canadian fleets. That is vendor product information, not a replacement for checking the current FMCSA listing or assessing another device. Details are in Motive’s Vehicle Gateway overview.

Motive’s payroll timecard documentation describes clock-in/out, job types, shift notes, location pins, vehicle information, edit history, manager review, and payroll integration. Treat these as vendor-described capabilities and confirm availability and suitability for your plan, payroll tools, and processes.
