Throughput is how much data a connection can deliver over time; latency is how long live video takes to travel from capture to playback. A fast connection can carry a high-bitrate stream without making viewers see it sooner. For a reliable live stream, you need enough stable upload throughput for the encoder’s bitrate—and a latency setting that fits how much real-time interaction matters.
Throughput and latency measure different things
Throughput is the rate at which data is delivered, usually expressed in megabits per second (Mbps). A live encoder turns video and audio into a data stream at a configured bitrate; the connection must upload that data steadily enough for the platform to receive it.
Latency is delay. For live video, the useful end-to-end measure is glass-to-glass latency: the time between an event happening in the real world and its video playing on a viewer’s device. RFC 9317, published by the IETF in October 2022, explains that this includes more than network transit: encoding, decoding, buffering, and often platform ingest and delivery also contribute. Read RFC 9317.
The RFC describes rough categories of under 1 second for ultra-low latency, under 10 seconds for low-latency live, and 10 seconds to a few minutes for non-low-latency live. These are terminology categories, not guarantees from a particular service.

Why a live stream can lag with good internet
A speed test showing ample throughput does not reveal the full capture-to-playback delay. The player’s read-ahead buffer is a major part of that delay: it holds video in reserve so playback can continue through short variations in delivery. YouTube puts the tradeoff plainly: “The lower the latency, the less read-ahead buffer the video player will have.” Less buffer can make a stream feel more immediate, but leaves less protection against delivery fluctuations.
Congestion, unstable upload, encoding and decoding time, platform processing, and the viewer’s network or device can all affect playback. Average bandwidth alone does not show whether the connection can sustain the stream at every moment.

How much upload throughput does a stream need?
Use the encoder’s video bitrate as the starting point, then test the upload connection under realistic conditions. The following figures are YouTube’s recommended video bitrates, not universal internet-plan requirements. YouTube’s encoder guidance, accessed in 2026, gives different recommendations by codec:

These are encoder targets for the video, not a promise that a connection with the same measured upload rate will be reliable. Leave headroom for bitrate variation, audio, other devices, and production traffic. The safe margin depends on connection stability and competing use.

YouTube recommends testing upload bitrate. OBS’s troubleshooting guidance suggests setting stream bitrate below stable upload capacity and gives 75% of total upload speed as a rule of thumb—not a universal guarantee. A single peak speed-test result is less useful than a stable result while other household or production traffic is active.
Does higher bitrate increase latency?
Not automatically. A higher bitrate sends more data per second and therefore requires more sustained upload throughput. If the connection can carry it reliably, bitrate alone does not determine the viewer’s end-to-end delay. If it cannot keep pace, the stream may drop frames or disconnect; congestion and buffering can also make playback less dependable.

Codec efficiency changes how much bitrate is needed to achieve a given quality. YouTube’s HLS ingestion documentation says HEVC generally provides 25% to 50% more data compression at the same video quality compared with H.264. That is a codec comparison, not a guarantee that every stream will achieve a particular bitrate or visual result. Protocol choices matter too: segment-based delivery may add delay even when the encoded bitrate is unchanged.

YouTube’s mode guidance is specific to YouTube and may change. It describes normal latency as suitable for non-interactive streams and offering the lowest viewer buffering. Low latency is aimed at limited interaction; ultra-low latency is intended for real-time conversation and may increase buffering. Webcam and mobile streams are set up for interactivity and do not expose the same latency selection.

- Choose normal latency when viewers do not need to respond in real time and playback resilience matters more than immediacy.
- Consider low latency when some interaction is useful, but a few seconds of delay is acceptable.
- Consider ultra-low latency when real-time conversation is central and viewers can tolerate a greater chance of buffering.
YouTube says most viewers experience less than 10 seconds in low-latency mode and less than 5 seconds in ultra-low-latency mode. Those are platform guidance figures, not guarantees for every viewer or connection. Neither of these modes supports 4K, so factor in resolution needs before choosing.
How ingestion protocol changes the tradeoff
YouTube supports RTMP and RTMPS for normal, low, or ultra-low latency. RTMPS adds encryption to the transmission. HLS and DASH can support newer codec options for high-resolution workflows, but typically add latency relative to RTMP because they deliver media in segments. YouTube’s protocol comparison was last updated on September 14, 2026; check YouTube’s current protocol guidance before configuring a workflow.
For YouTube HLS ingestion, segments of one to four seconds are recommended. Shorter segments can reduce delay, but increase rebuffer risk and reduce encoding efficiency. YouTube’s HLS ingestion guide describes the tradeoff.
More broadly, RFC 9317 notes that low-latency delivery can require premium delivery and may involve higher cost, lower media quality, less adaptive-bitrate flexibility, fewer resolution choices, or greater sensitivity to transient network disruption. The impact depends on the service’s implementation.
Fix dropped frames or buffering
- Compare stable upload with encoder bitrate. Test the connection’s upload capacity and compare it with the configured video bitrate. If the stable result is too close to the target, lower bitrate or reduce resolution or frame rate.
- Check stream health and route. OBS says dropped frames point to an unstable connection or a connection unable to keep up with the configured bitrate. Lower the bitrate to fit the stable capacity and check whether the streaming server route is contributing to the issue.
- Stabilize the local connection. OBS recommends a wired connection when Wi-Fi may be unstable. Ethernet can improve local-link stability, but it cannot increase the capacity of your internet plan or guarantee lower glass-to-glass latency.
- Revisit the latency mode. If viewers report buffering, choose a less aggressive low-latency setting and monitor stream health and viewer playback. If interaction is essential, keep the lower-delay mode and assess whether the audience’s buffering tradeoff is acceptable.
- Check codec and protocol together. A more efficient codec can reduce bitrate needs at a given quality, while segment-based ingestion may increase delay. Change one variable at a time so you can identify what improved or worsened the stream.
