Throttled data transfer means a network, service, or application deliberately limits the rate at which data or requests can move. The limit may slow uploads or downloads, or restrict how many requests a client can make in a period. It controls the rate; it does not necessarily stop the transfer.
What does throttled data transfer mean?
Throttling is a form of rate control. In internet traffic management, it can work by delaying packets so traffic moves more slowly. The Canadian Radio-television and Telecommunications Commission describes throttling as “slowing down the transfer rates of traffic by delaying certain data packets at certain points in the network.” CRTC glossary: throttling

The term also applies to limits in services and applications. In those cases, a system may cap bandwidth or pace the number of requests it accepts. What is being measured depends on the policy.

What gets limited?

These limits are related because both control a rate, but they are not interchangeable: one measures data throughput, while the other counts requests. AWS Storage Gateway, for example, lets administrators set separate upload and download throughput limits. Google Cloud Armor’s throttle rules instead limit requests to a configured rate. How throttling differs from blocking and a data cap
Throttling versus blocking
Throttling slows or paces traffic while allowing it to continue within the rule’s limits. Blocking denies traffic. Google Cloud Armor distinguishes a throttle rule, which limits request rates, from a rate-based ban, which blocks traffic for a specified period after a threshold is reached. The threshold and interval determine how the rule behaves.
Throttling versus a data cap
A data cap concerns how much data may be used; throttling concerns how quickly data or requests can move. A policy could involve both, but reaching a data allowance is not part of the definition of throttling. Do not assume a speed limit follows every data cap.

Why would a service throttle transfers?
Organizations use rate limits to manage capacity and keep services operating under demand. AWS documents configurable and schedulable bandwidth limits for Storage Gateway. Microsoft’s Azure architecture guidance describes throttling application resource use and requests when usage exceeds a threshold, helping an application continue functioning during sudden or sustained load. Rules may apply only to a particular client, service, transfer direction, or class of traffic rather than to every connection. The exact scope and trigger depend on the system’s configuration and published policy.

Does a slow transfer prove throttling?
No. A slow result describes performance, not its cause. Limited capacity, congestion, a weak local network, and other problems can produce similar symptoms. A speed test can record performance at a particular time, but that result alone does not show that a policy deliberately limited the rate.
To assess a suspected limit, keep the observed performance separate from the claim that it was throttled. Check the relevant provider or service policy, plan terms, and configuration, then compare repeated measurements under similar conditions. Attribute the slowdown to throttling only when there is evidence of an applicable rate-limit policy.

Policies also vary by provider and service. For example, Verizon’s network-management disclosure describes practices for the service it covers; it says Verizon Online does not affirmatively manage congestion through real-time throttling, blocking, or dropping of specific end-user traffic based on source or content.
