Three Ways Data Center Owners and Developers Can Control Costs and Preserve Liquidity

Project partners, customer-backed financing, and carefully verified incentives can help data center developers preserve liquidity—but each brings costs, conditions, or risk.

Data center owners and developers can preserve cash by sharing project capital with a partner, matching financing to contracted revenue and collateral, and checking eligible incentives and permitting pathways before committing funds. None guarantees a lower total project cost: joint ventures can dilute ownership, leases add future obligations, guarantees keep risk with the sponsor, and public programs have narrow, changing eligibility rules.

1. Bring in a project-level capital partner

A joint venture can fund construction without requiring the developer to supply every dollar itself. The trade-off is that the developer may give up ownership or control, accept lease payments, or retain risk through guarantees. Compare the cash preserved now with the obligations the arrangement creates over the project’s life.

What a large project example shows

In a July 2026 announcement, Meta said funds managed by BlackRock would own 80% of a planned El Paso data-center venture, while Meta would retain 20%. Meta planned to contribute land and construction-in-progress assets valued at about $2.3 billion; BlackRock planned a cash contribution of about $4.9 billion. The parties committed to fund their pro rata shares of approximately $14 billion in development costs. Meta expected to lease the completed campus from the venture and provide residual-value guarantees with an aggregate threshold of approximately $13 billion that declines over time. Meta’s announcement illustrates one structure, not a standard deal or a market-wide estimate. It combines outside cash with sponsor-supplied assets and continued occupancy, but also involves dilution, lease obligations, and guarantee exposure.

Terms to negotiate

  • What each party contributes, and when: cash, land, construction-in-progress assets, or other commitments.
  • Ownership, governance, and decision rights during construction and operation.
  • Whether the developer will lease the facility, provide an offtake commitment, or guarantee a residual value—and the limits and duration of each obligation.
  • What happens if construction, power delivery, or customer demand is delayed or falls short.

2. Match financing to customer commitments and project collateral

Long-term customer commitments can help make projected revenue more predictable, while real estate may support borrowing as collateral. Leases agreed before a facility is built can provide visibility into future cash flows; tenant pre-commitments may also reduce the risk of expanding without sufficient demand. These factors can support lender confidence, but do not guarantee financing, favorable terms, or a particular borrowing amount.

The Reserve Bank of Australia (RBA) reported that Australian data-center operators raised an estimated $35 billion through 8 September 2026, compared with $24 billion in 2025, and estimated debt accounted for 85% of new funding raised so far in 2026. The RBA’s figures cover selected markets and companies, omit some smaller firms and private transactions, and are a lower-bound estimate—not a global total or a forecast for an individual project. Its discussion explains how real estate may serve as loan collateral and how syndicated loans pool lenders’ exposure to support larger facilities than a single-bank loan. Read the RBA’s financing analysis.

Build a financing plan around the project

  • Revenue: Identify which customer commitments are signed, their duration, and the conditions attached to them. A forecast is not equivalent to a contracted lease or offtake agreement.
  • Collateral: Establish which land or facilities can support borrowing and what restrictions or competing claims apply.
  • Scale: Consider whether a syndicated loan is appropriate when one lender is not a practical source for the required amount; pooling lenders also means coordinating multiple parties.
  • Timing and currency: Align financing tenor, currency, and drawdown milestones with construction spending and expected customer payments.
  • Downside: Model delays to construction, power delivery, or tenant occupancy against debt service and any guarantees or other commitments.

3. Check incentives and permitting pathways before committing capital

Public support can reduce or shift project financing needs, but availability depends on location, project eligibility, program rules, and timing. Confirm that a program is open and that the specific project qualifies; an announced initiative or a past tax benefit is not proof that funds or savings are currently available.

U.S. federal support and permitting coordination

Executive Order 14318, issued July 23, 2025, directs the Commerce Secretary to launch an initiative for qualifying projects that could include loans, loan guarantees, grants, tax incentives, and offtake agreements. It also directs agencies to identify relevant existing support and describes environmental-review coordination and potential FAST-41 transparency or covered-project treatment. Eligibility is limited to qualifying projects, and implementation depends on agency action. The order says: “The Secretary of Commerce, in consultation with the Director of the Office of Science and Technology Policy (OSTP) and other relevant executive departments and agencies (agencies), shall launch an initiative to provide financial support for Qualifying Projects, which could include loans and loan guarantees, grants, tax incentives, and offtake agreements.” Read Executive Order 14318. A permitting pathway may improve coordination or transparency for qualifying projects; it does not promise approval or a fixed schedule.

State incentives can change or close

Washington’s Joint Legislative Audit and Review Committee reported in 2026 that beneficiaries saved an estimated $42.4 million over four years under the earlier form of the state’s urban-county data-center tax preference. The legislature narrowed the preference in 2026: refurbishment and replacement servers were removed as of July 1, 2026, and the report expects future savings to disappear after the change. That historical estimate should not be treated as a current benefit. See the Washington JLARC review.

Illinois offers another timing caution: the Illinois Department of Commerce and Economic Opportunity says it stopped processing applications for its incentive program on July 1, 2026. Check the Illinois DCEO program page for its stated status.

Verify support before relying on it

  • Confirm the program’s current status, eligibility criteria, application deadline, and available funding with the responsible agency.
  • Check whether an award is a grant, tax treatment, loan, guarantee, or offtake commitment; each affects project cash flow and obligations differently.
  • Review reporting, construction milestones, sunset dates, and clawback or repayment conditions before including expected support in the financing plan.
  • For permitting, identify which reviews and coordination mechanisms apply to the site; do not budget around an assumed approval date.

How to compare the three approaches

Use a project-level comparison rather than treating preserved sponsor cash as a saving. A partner, lender, or public program may reduce the sponsor’s immediate capital requirement while changing the project’s total cost, ownership, risk, or obligations.

Approach What it can change Key trade-offs to assess
Project-level capital partner Shares funding commitments; may let the sponsor retain an operating or tenant role. Ownership and control dilution, lease or offtake commitments, guarantees, and downside obligations.
Debt aligned to contracted cash flows and collateral Can fund development against expected lease cash flows and real-estate collateral; syndicated loans pool lender exposure. All-in financing cost and availability, debt service, collateral claims, tenor, currency, and exposure to construction or occupancy delays.
Incentives and permitting pathways May provide financial support or coordination for qualifying projects. Eligibility, current program status, timing, funding, reporting requirements, and whether the pathway applies to the project.
