To keep the path to Reason of State open, tell Dijkstra that Ciri has returned. Shoving him aside breaks his other leg and closes that route. The peaceful choice is necessary only if you have also completed the earlier assassination-plot requirements; it does not unlock the questline by itself.
What happens in “Blindingly Obvious”
“Blindingly Obvious” is a main quest in Act III. Geralt meets Triss and searches Dijkstra’s bathhouse for Philippa, following her trail through the steam baths and cellar before confronting her. The Prima Games walkthrough covers the route and encounters in its “Philippa Doesn’t Give a Hoot” guide.

Choose whether to tell Dijkstra about Ciri
At the exit, Dijkstra blocks Geralt. This is the quest’s consequential political choice:

The peaceful answer is the choice to make if you want the later political quest to remain possible. It is not a guarantee that the quest will begin: Geralt must already have helped with the plot against Radovid, including the relevant earlier steps. Bart: fight the troll or persuade him
In the cellar, Bart blocks the way. You can demand passage and fight him, or explain that Geralt wants to help Philippa and persuade Bart to let him through. Persuasion avoids the fight; this encounter is separate from the Dijkstra decision and does not determine access to Reason of State. The Prima Games walkthrough describes both routes.
Philippa and the route through the cellar
After reaching Philippa, Geralt faces a golem. The guide then describes a stealth approach: move carefully and avoid noisy rubble and chains. These encounters shape how you reach Philippa, while the major political branch comes afterward at the bathhouse exit.

Triss dialogue and the Kovir conversation
Earlier Triss-related dialogue is largely optional for the immediate Dijkstra choice. A separate conversation about a position in Kovir is conditional: it occurs if Triss stayed with Geralt after Now or Never and Geralt did not ask Yennefer to be with him during The Last Wish. The guide says you may answer that conversation as you wish; it does not replace or decide the Dijkstra branch.
