A cyberattack on a water utility could put safe service at risk if attackers gain access to digital systems that monitor or control treatment and distribution. EPA identifies possible consequences ranging from interrupted operations to hazardous changes in treatment chemical levels—but a cyber incident does not automatically mean water has been contaminated.
How a cyberattack can reach water operations
Water and wastewater utilities rely on information technology (IT) and operational technology (OT) to run their organizations and manage equipment. IT includes digital systems used for tasks such as communications and records. OT connects monitoring and control systems with physical processes and equipment. When these systems are connected or otherwise able to affect one another, a cyber incident can move beyond computers and interfere with operations.

EPA’s revised August 2024 guidance warns that malicious activity can manipulate vulnerable OT and potentially disrupt the production of clean and safe water. The risk is not that every compromised computer can change water quality; it depends on which systems are reached, what access they provide, and how the utility’s safeguards and response work.
Why an operator interface matters
A human-machine interface (HMI) lets operators view or manage process information. EPA and CISA warn that an unsecured, remotely reachable HMI may expose real-time system settings to unauthorized users, who could potentially adjust them and disrupt treatment. This is a cyber-physical bridge: digital access can affect a physical process. Secure configuration and tightly controlled access help limit that risk.

What could go wrong—and what that does not prove
EPA describes several possible consequences, not a list of outcomes that necessarily occur together in one attack. The actual effect would depend on the systems affected and the utility’s operating conditions and response.
| Potential impact | What it could mean |
|---|---|
| Treatment, distribution, or storage disruption | A utility could have difficulty treating water or moving and storing it as intended. |
| Equipment damage | Pumps or valves could be damaged, affecting the utility’s ability to operate parts of its system. |
| Hazardous chemical levels | Treatment chemical levels could be changed to hazardous amounts, creating a potential water-quality concern. |
| Loss of monitoring or other digital services | EPA’s October 2024 incident checklist includes examples such as loss of SCADA remote monitoring, interrupted processes, alarm overrides, disabled pumps, damage to system components, and compromise of a utility’s website or email. The checklist also includes theft of customer information. |
These are potential harms identified by EPA, not evidence that every cyberattack contaminates water. A disruption to monitoring, for example, is not by itself proof that water is unsafe; determining water quality and what customers should do requires information from the utility and relevant public authorities.

What EPA reported about vulnerabilities at 277 systems
On February 6, 2026, EPA said it had proactively identified cybersecurity vulnerabilities at 277 water systems during 2025 and worked with those systems on individualized solutions. EPA listed measures such as authentication protocols, strict access controls, technical updates, and restrictions. The figure counts systems where EPA identified vulnerabilities. It is not a count of successful attacks, contaminated water supplies, or affected customers.
How utilities can reduce the risk and prepare to respond
EPA’s May 2024 enforcement alert recommends practical steps for water systems. These controls address different parts of the problem: reducing opportunities for unauthorized access, knowing which assets need protection, and being able to restore operations if prevention fails.

- Reduce public-facing internet exposure: Limit unnecessary exposure of utility systems to the public internet.
- Change default passwords: Replace default credentials promptly rather than leaving them in place.
- Assess cybersecurity regularly: Reevaluate controls as systems, standards, and threats evolve, as EPA’s 2024 guidance recommends.
- Maintain an IT and OT asset inventory: Keep track of the technology and equipment the utility depends on.
- Address vulnerabilities: Reduce exposure to known weaknesses with appropriate updates and other corrective measures.
- Back up IT and OT systems: Maintain backups that support restoration after an incident.
- Exercise response and recovery plans: Practice the roles and procedures staff will need during and after an incident.
Preparation is only one stage. EPA’s October 2024 cybersecurity incident checklist organizes actions around preparation, response, and recovery. Its customizable cybersecurity incident response plan template, with instructions issued in April 2025, helps utilities structure strategies, resources, and procedures. EPA describes the template as a supplement to a utility’s emergency response plan and says it can be adapted to different utility sizes and levels of IT/OT maturity.
Which U.S. water systems have a planning requirement?
EPA’s Cybersecurity Planning page describes a requirement under Safe Drinking Water Act section 1433, amended by America’s Water Infrastructure Act section 2013 in 2018: community water systems serving more than 3,300 people must prepare or revise risk and resilience assessments (RRAs) and emergency response plans (ERPs), then certify completion to EPA. EPA says ERPs address cybersecurity resilience and should include preparation, response, and recovery steps.

The drinking water testing kit includes EPA standards and detailed descriptions of each indicator. Please contact us if you require a numerical description
This threshold is for the covered community water systems described by EPA; it should not be generalized to all water systems or wastewater utilities. The requirement is a planning framework, not a guarantee that a system cannot be attacked.
What household customers should take from this
The protective steps described here are principally utility responsibilities: securing IT and OT, planning for incidents, and restoring operations. A household water-testing product does not protect a public utility’s control systems from a cyberattack. If a utility or public authority issues a water-quality advisory, treat that as a separate water-safety matter and follow the instructions issued for that specific situation; cybersecurity precautions at home are not a substitute.
