F1 through F12 are general-purpose shortcut keys: software assigns commands to them so you can trigger actions without typing a character. Their familiar 12-key row has a history in IBM PC keyboards, but the available historical account does not establish why IBM chose exactly twelve.
Why keyboards have F1 through F12
The familiar row emerged through IBM keyboard designs. The original IBM PC keyboard had 83 keys, including F1–F10. The PC/AT keyboard had 84 keys. A later 101/102-key layout added F11 and F12, and that expanded arrangement became standard equipment in the PS/2 series.

In The New Peter Norton Programmer’s Guide to the IBM PC and PS/2, the keyboard chapter describes the 101/102-key keyboard’s twelve function keys as “reminiscent of the Program Function (PF) keys on IBM mainframe display terminals.” That points to a historical connection, not proof that IBM copied a specific design or a definitive explanation for choosing twelve.

The enhanced Model M layout arranged F1–F12 across the top in three groups of four, helping make twelve familiar as the standard count. It is not a universal rule for every platform or keyboard.

What the function keys do
“Function” describes how the keys are used: software or the operating system can assign a command to a key or key combination. The keys do not have one fixed meaning everywhere.
- F1 commonly opens help.
- F2 can rename a selected item in Windows.
- F5 often refreshes a page or view.
- F11 can switch a browser to full-screen mode.
These are examples, not guarantees. The active application may assign a different action, and users or system settings may change behavior.

Why the same key can act differently
On many laptops and multimedia keyboards, the top-row keys also control hardware features such as screen brightness or media playback. The Fn key and Fn-lock setting determine which layer is active by default: a press may send the standard F-key input, trigger the hardware control, or require Fn to access one of those functions.

Is F1–F12 a universal standard?
No single F-key count applies across all computing platforms. MDN’s keyboard-event documentation notes that platforms may support ranges such as F1–F10, F1–F12, or F1–F15; key names can extend through F24. A physical keyboard may expose fewer or more keys, and a laptop’s function layer can affect how the top row is used.
So the short historical answer is that IBM’s later PC keyboard layouts helped establish the familiar twelve-key row. The evidence supports a resemblance to mainframe PF keys, but not a definitive first-principles reason IBM selected exactly twelve.
